If men would give one-half their time to the practice of the virtues of life charity, love, fraternity and equality the poorhouses, the prisons, the asylums and brothels would be depopulated. We are held for our share of the wrong around us. We are given a knowledge of right; we lnflu- ence others by our words and deeds. Every man who stands still and sees a fellow go wrong without offering a word of warning. Is guilty. Intelligence and genius were given to man that he might climb higher. If he uses them. for selfish aims he worse than wastes them. A PARK AND A LIBRARY. Pendleton has reached that stage in her growth when the people abso lutely demand something in the way of public comforts. The paved streets are a response to this urgent demand. Everybody in Pendleton now delights In the pavement. How the city man aged to do without it so long, is now one of the wonders. The same insistent craving for pub- lie comforts and conveniences now demands a beautiful city park and a large and upto-date public library. These features of city life are indis pensable. How Pendleton has passed through all the years of her eventful history without adding these utilities, no one can say. , , Both a library and a park are with in reach of the city. It can no long er be said that the city is unable to secure these things. The old ceme tery north of the river is absolutely within the Jurisdiction of the city and -can be converted Into a park, it is said by lawyers who have investigat ed Its legal status. The foundation for an excellent li brary is owned by the Commercial association and there is no reason why it should not be developed Into an excellent public asset. With a library and a park estab lished in this city, there will be a pleasant and inviting place to which strangers may be taken and where the people of Pendleton may enjoy to the fullest the benefits of organized society. ADVERTISING PAYS OREGON. While many people are Impatient with the results of advertising Ore gon, yet the money spent by this state In publicity during the past three or four years has brought marvelous re turns In the way of settlement and good citizenship. The results may not te apparent to the casual observer, but a close and painstaking investigation will show that the constant current of immigra tion which is pouring Into the state, Is largely the direct result of the wide advertising of Oregon. Every letter wr'tten to eastern people bears fruit Every circular sent out brings its return. Every good word spoken by Oregonlans In the east ripens into excellent fruitage. It Is safe to say that the majority of the permanent settlers who have come Into the state during the past three years can trace their first Im pulse to come to Oregon to some one of the various advertising features sent out by Oregon and Oregon cities. It is impossible to measure the re turns from advertising In dollars and? cents. If the state gets but one sub stantial family for every $1000 ex pended Jn advertising, is not that an excellent Investment? One substan tial family located here means a strong Influence reaching Into the east. It means an endless chain of friendship, a limitless and ever spreading attraction which will con tinue to draw good citizenship to ward the state. As an Illustration of the outside sentiment on the results of advertis ing In Oregon, the following editor ial from the Boise Capital News upon that subject Is cheerfully republished. The News says: Oregon Is receiving the benefits of extensive advertising of that state, It being estimated that 1000 new people are coming to the state daily to re side permanently. More than one billion pieces of literature have been distributed to eastern people relative to the advantages of our western neighborhood and the effect Is being felt In Increased population and wealth. The state has not had to pay the expense of this advertising wholly, the railway companies joining In the expense and In the distribution of the literature. No state In the Union, not even Oregon, has the basis for extensive advertising that Idaho has, yet but little, comparatively, is being done In that direction. Neither the state nor the railway companies seem to exert themselves as they sh child in this direction, with the result that the growth of Idaho Is much less In proportion to Its advantages and re sources than it ought to be. GET ACQUAINTED. Pendleton will welcome the Port land business men's excursion most heartily, especially on this "off year" when there is no political campaign to actuate the Journey. This can be made a nost cordial and profitable event. Portland should be better acquainted with the state. She should understand the resources and magnitude of the state more thoroughly, that she may more fully realize the Importance of the fullest development of the Interior. This Is an Immense country east of the Cascades. To many people who have lived In Portland for a lifetime, the size and. Importance of eastern Oregon is but faintly understood. , It will be a revelation to many of the gentlemen who will come with the Portland excursion to know that sagebrush land near Pendleton which three years ago was practically worth less, is now considered a good bar gain at $100 per acre. Fruit land in the irrigated districts pays good Interest on a valuation of $250 to $400 per acre. Dozens of farmers In this vicinity have refused $100 per acre for wheat land and today a good ewe which will shear 10 pounds and drop a lamb in April Is worth $5 In gold and very few of this grade of sheep are for sale. Alfalfa land in the vicinity of Pen dleton produces from five to eight tons of excellent hay per year, worth $5 to $7 per ton In the stack. This same land a few years ago was spurn ed by the Investor, homeseeker and speculator and was designated by the learned professors of our agricultural colleges as being fit only for Jack rabbits and squirrels. There has been a magical trans formation in eastern Oregon and It will be refreshing to Portland busi ness men to get out in the open and rub against the big, broad, palpitat ing state which pours. Its golden stream into their warehouses. Despite the unfavorable weather of the past few weeks in this county, spring work is progressing ' rapidly and trade in this city and all of the county towns is excellent. The dry weather last fall prevented consider able seeding and causes many farm ers to rush their work this spring, but the result at next harvest time will not be different from the usual harvest season In Umatilla county. The crop conditions of this spring are, in fact, more favorable than usual at this time, the ground being filled with moisture. BE GOOD TO YOUR EXGIN'E. "Yes, sir," said the fat engineer to the New York Sun, "I always make It a point to be friendly with my engine, same as a good teamster Is kind to his horses, and they seem to appre ciate It. " 'Now, Nance,' I'd say to her, when I was ollln' 'round, 'we've got to be In Congers In Just so many minutes. Do your prettiest,' on the same plan as a good driver hands his horse a nice red apple before he urges him to draw a heavy load up a tedious hill. An', say, when I'd give her steam she'd whirl her train along at Twentieth Century Limited speed. TURTLE WAXDERED 43 YEARS. D, C. Lee of Detroit, who Is stop ping In Spokane for a few days on his way to the const, relates a strange tale to the Review of the wanderings of a turtle for 43 years, upon which were carved his Initials and which strayed from Taneytown, Md., to Get tysburg, Pa., where it was found last fall by Captain Herman Mertz from whom the shell was returned to Mrs. Lee. On the turtle's back was carved, "D. C. Lee, Co. B., U. S. E., 1863." The story of the find was published in a New York paper and an old com rade of Mr. Lee's In Brooklyn sent him the clipping. Y. the finder, Inclosing affidavits but by that time the crustacean had mani fested such an inclination to stray that Captain Mertz put an end to Its life but sent the shell to Mr. Lee. While camping at Taneytown pre paratory to Meade's advance to Get tysburg, the turtle crawled into Mr. Lee's tent one night and was prompt ly captured, but Instead of turning It into soup, it was allowed to crawl away after the Initials had been carv ed upon Its back. Taneytown Is 14 miles from Gettysburg, where the turtle was found, and as that class of animals Is not famed for keeping in a straight and narrow path, It is prob able that, many score of miles have been traveled during the 43 years of traveling. The turtle was found at the place where Pickett's famous charge occurred. Mr. Lee Intends to bequeath the shell to some museum together with an Ivory gavel which was used at Vlcksburg by auctioneers in selling slaves. AUIfCRAT OP ("HATER LAKE. W. O. S. department of the in terior, recently, which resulted In the secretary granting him the ex clusive camping privileges about C'rau-r lake in southern Oregon. It I understood that Mr. Steele must not deny camping privileges o any one ho might desire to have an out mg on the banks of the famous lake. It would stem at first that Mr. Steele had secured a sort of corner of the outing business there, ns the right granted by tho secretary (now ex tccretary) is somewhat wide In its scope.
