The report of Secretary Hitchcock of the department of the Interior, gives some Interesting data on the various government Irrigation projects In the states of Oregon and Washington. The secretary says: The Umatilla project will provide a water supply for about 20,000 acres of land Immediately south of Columbia river and east of Umatilla river. The engineering work In connection with this project consists of a feed canal from Umatilla river to the Cold Springs reservoir and a distributing system, and Is capable of being con structed In a short time. General and detailed topographic surveys have been made of the reser voir site and of the Irrigable lands ad jacent to the canal lines, and test pits have been put down over the larger part of the embankment line and at the proposed spillway site. . A waterusers' association has been organized and an agreement hns been reached with, the Northern Pacific Railroad company for the land held by that corporation. Options have been obtained on almost all of the patented land falling within the pro posed reservoir, and negotiations are being taken up to acquire right of way for the feed canal. A contract has been let for the storage feed ca nal, the work to be completed May 1, 1907. Klamath Project. The Klamath project Is situated In southern Oregon and northern Cali fornia and derives its water supply from Clear lake reservoir, on Lost river, California, and from Upper Klamath lake. Contracts have been awarded for the excavation of the ca nal and the construction of all auxil iary structures. The construction of the East Branch canal, 19 miles, and 27 miles of laterals la being carried on directly by the government and Is progressing satisfactorily. Okanogan Project. The Okanogan project will provide water for the Irrigation of a small area of land In the northern part of Washington, along the right Bank of Okanogan river. The water supply for the land under this-project will be obtained from Salmon creek, which drains an area of about 140 square miles. This water will be stored In Conconully basin, immediately south of the town of Conconully. An earth en dam will be constructed In Salmon Creek canyon, Just below the Junction of the noth and west forks of Salmon creek. All the necessary preliminary sur veys and investigations hove been completed and temporary quarters have been built for the engineers. The bids received in . June for the main canal were rejected. Part of the work was authorized to be under taken and is being carried on directly by the government, and the ' re mainder was readvertlsed, On September 1, bids were opened on the storage works, but were re jected. Plans are maturing for a dis tribution system, options have been obtained for almost all land required for reservoir purposes, and contracts have been placed for furnishing all the cement required. SimiiyHldo and Tirton. The Sunnyslde project contemplates the enlargement and extension of the Sunnyslde canal system now in oper ation, which has been purchased. In connection therewith It will be neces sary to construct suitable storage works at the upper Yakima lakes. Preliminary surveys have been com peted, and a topographic map of the Irrigable lands Is now being mnde. A waterusers' association has been or ganized, and the greater part of the lands under the Sunnyslde ditch hns been subscribed. In the near future the dam and head works will be de signed and plans will be made for the distribution system for the first part of the work. .The Tieton project Is situated west and north of the city of North Yakima, Wash. Water will be taken from Tie ton river about It miles above Its mouth by means of a low masonry dam. Plane-table surveys have been made of the main canal line and of the main laterals, and Investigations of bedrock have been made at Bump ing Inke dam site. Questions relating to the watei-'rlghts have been satis factorily adjusted, and a waterusers' association has been organized. About 93 per cent of all the irrigable land has been subscribed. The first section of the canal has been located, and bids have been asked for this portion of the work. Progress) of thn Work. Street Superintendent Frank Grab uer is now putting In a second new bridge across Powder river, the new one crossing the river on Washington street, where the old bridge for years unsafe, had Just heen torn out. At present the street superintendent hns the pile driver engaged In putting in the piling for the bridge which will he built on piles Just like the new Valley avenue bridge, and will be erected without the trusses that have hitherto sustained the bridges. The old bridge has Just been torn down and work on the new one Is Just start ed. When the bridge on Valley avenue collapsed It was discovered thatcrys talizatlon had also occurred In the Iron rods supporting the Washington street bridge, which, like the other, had been declared for some time un safe for heavy traffic, and it was de termined by the council that both should he rebuilt and Superintendent Grabner is earning out that order as rapidly as he can. Cessation of Strikes in Spain. The labor strikes of Spain in 1901 numbered 24, against 26 the year pre vious, and 74 in 1903, writes Consul General Ridgely, of Barcelona. But the strikers last year rfhmbered only 1676, against 11.047 in 1904, and 61,174 In 1903. The total losses caused by the strikes were 7,941,013 pesatas (par value of peseta 19.3 cents) In 1903; 1,741,400 pesetas In 1904, and only 182,495 pesetas in 1905. Most of the strikes last year lasted only a day or two. In nearly every case the refusal of the em ployers to take back workers whom they had found It necessary to dis miss was the cause of the trouble.
