Copeland, the blacksmith, Is 111 with typhoid fever at his home In this city. J. F. McNaught, head of the Max well Irrigation company at Hermlston, has been a visitor In the city today. Tracy Inman, who formerly lived here, has been visiting In the city fer the past few days, and Is on his road to Portland. Miss Grace Dorothy left this morn ing for her home near Milton, to visit for a few days, and was accompanied by Miss Mattle Good. Judge S. A. Lowell arrived home last evening from Hood River, after hav ing attended the meeting of the state Irrigation association. Miss Clara G. Hall, now a member of the faculty at the Weston Normal, came down from that town last eve ning for a visit with relatives here. A party, consisting of Mr. and Mrs, W. L. Thompson and Mr. and Mrs. Leon Cohen, have returned from an auto trip to Spokane and Lewlston, S. D. Peterson, the Milton lawyer who, with Oscar Strain of Walla Walla, defended Charles Sams yester day, returned to his home this morn ing. Miss Bessie McBrlde left on the westbound train today for Portland, where she has a position In the coun ty clerk's office, and will remain dur ing the winter. Mrs. S. Kolb leaves tonight to visit her daughter, Mrs. E. Waters at Spo kane. From there she will go to Ross land, B. C, to visit her daughter, Mrs. Antone Sorenscn. W. M. Slusher has returned from Seattle, and was accompanied by Miss Ethel Staughton, a niece, who will visit with the Slusher family In thlB city for a short time. Mrs. Horace McKlnzIo of Walla Walla, was In the city yesterday to meet her husband, who has been at Hot Lake several weeks. They were formerly residents of this city. Deputy Sheriff Joe Blakcley and Boone Watson left today for Salem. taking with them Lewis and Stone, the two convicts, and Guy Young, who was committed to the reform school by Judge Bean. Mrs. T. S. Wheeler of Trinidad, Col., and Mrs. S. C. Brassflcld, from Brown ing, Mo., arc here visiting their sister. Mrs. I. M. McDermed. From here Mrs. Brassfleld will go to Leban, Wn where she will reside in the future. Elbert Leland, representative of the North Wisconsin Cattle company, has been here for several days, and Is on his way to Boise. Mr. Leland Is kell known here through having played on the Heppner football team several years ago, when he was popularly known as "Tody BUI." Immunity In California for Dishonest Insurance Companies. Sacramento. Cal., Oct. 13. Attor ney General Webb, In his biennial re port to the governor of California says that so defective and Incomplete are the state statutes that a foreign In surance company may cease to do business in California without liquid ating Its liability. In case the com pany withdraws, the Insurance com missioner must publish the fact of withdrawal for two weeks, and the state must pay for the publication. In short, a defaulting foreign. Insurance company has the right to leave Cali fornia and Its debts behind, and all the state can do Is to shut the door and pay the cost of closing It. The company can remain In this state and make a practice of violating the terms of Its contracts, and the state officials are without power to cause such practice to be discontinued. The remedies for the lamentable conditions existing that were recom mended vigorously by the attorney general to the governor are a standard form of fire Insurance policy; foreign Insurance companies should be found by stipulation to submit controversies to the courts of this state, and be pre vented from withdrawing until they have paid their debts; they should have a sliding scale deposit with the state; fines should run against compa nies and against agents; all forms of policies should be submitted to the Insurance commissioner before the Is suing company can do business In California. C, says a Washington dispatch The newcomers are Belgians. South Carolina announced definitely early last year Its desire to bring new people within Its borders.
