Doth Arc on Important Committees and Roth Haws Established Them selves in the Friendship of the Sen ate Ry Their Popularity They Se cured Many Favors for Oregon in tlio Senate. John E: Lathrop, formerly editor of the East Oregonlan, but now private secretary to Senator Oearln, of Ore gon, writing to the Oregon Dally Journal from Washington, says of the popularity of Senators Fulton and Oearln: It will be understood that popular ity counts for much In Washington. After a man's measure Is taken here, and his capacity Is estimated, his ef ficiency In accomplishing things Is then determined. It counts for much If the people here like a senator; he can get things done more quickly, and both the senators from Oregon are fortunate in that ' they enjoy great popularity. This truth was illustrated the other day when the senate, by unanimous consent, agreed to the Immediate con sideration of Senator Fulton's bll ap propriating $400,000 for the mouth of the Columbia river. This measure had been added to the sundry civil bill as an amendment Time was pass ing and matters of national import ance were crowding for attention. So the senators from Oregon decided, If possible, to force action. Senator Fulton, therefore, went to republican members of the senate and secured a promise that no objection would be raised on that side of the chamber to immediate consideration of the bill. Likewise, Senator Oearln personally interviewed the democratic senators and also secured from them the promise that no objection would be raised. One objection from any sen ator would have prevented the con slderatlon at that time and matters 'Of such transcendent Importance were before the senate for consideration that had action not been secured then the chances were that nothing would have been done by the senate at thhi session of the congress. So on March t the matter was call ed up by Senator Fulton, who asked the unanimous consent for immediate consideration and not a voice In pro test was raised, even though at that time the senate was 'quivering with excitement over the, railroad rate bill and was stirred to Its depths over the statehood and Philippine tariff meas ures. So far as the senate Is concern ed, therefore, decisive action has been j secured, and the unanimous vote given there is weighing heavily with the house of representatives, so that Chairman Burton, of the rivers and harbors committee, Is disposed to fa vor the project. i It was largely the personal popular ity of the two senators with their re spective parties that effected such a desirable result in the matter of the $400,000 appropriation. With reference to the Irrigation projects in Klamath, Lake, Harney, Malheur, Umatilla and other counties, the two senators are working indus triously, missing no opportunity to advance these enterprises and induce speedy action. Indeed, it must be said, In justice to the executive de partments, that there is. no obstacle In connection with these Oregon pro jects. However, owing to the vast mass of details which must be handl ed by the departments, a popular sen ator can accomplish much In urging action, and this has been done by the two senators from Oregon. Fnlton on Seven Committee. Senator Fulton serves . on seven committees, as follows: Claims, In dustrial expositions, irrigation, post offices and postroads, public survey and national quarantine, public lands nnd revision of laws. Senator Gearln's committee assignments are: Claims, District of Columbia, forest reserva tions and the protection of game. In dustrial expositions, national banks, pensions. Senator Fulton, as chairman of the commute on claims, has wrought a decided change in the methods pur sued when he succeeded to the chair manship of that committee; he laid down the rule that all claims for money to be paid by the United States should be subject. Insofar as the com mittee could determine, to the same principle that would be Involved were the case to be brought before a fed eral court. "In other words," said the senator, "If a claim come before the commit tees, which, according to our Inform ation, would not be just ground for recovery In a court of law, the com mittee rejects the claim. If the claim woold be good ground for action In a court, stating the proposition In general terms, the committee reports It favorably." SUIT FOR DIVORCE. Human Blood Marks. Mrs. Staples Alleges Cruelty, Drunk ennem and Jealousy. Alma M. Staples has commenced suit for divorce from Arthur M. Sta ples, and alleges a number of reasons why the decree should be granted. According to the complaint the two were married at East Portland on March 24, 1900. Within two months after the wedding the defendant be gan a course of cruel and Inhuman treatment towards the plaintiff. It Is bii id he would become drunk, and while in that state abuse the plaintiff by calling her vile and profane names. Also, he Is said to be of a jealous disposition and to have false ly accused plaintiff of being unduly Intimate with other men. For these reasons a decree of divorce Is asked, and, U?o custody of the 5-year-old child. The complaint In the above case was filed today by J. W. Knowles, of La Grande. UNKNOWN MAN DECAPITATED. Stuck Ilia Head Between tlie Drive wheels of an Engine. Tracy, Cal., April 12. While under the Influence of liquor, an unknown man at noon today stuck his head between the drlvewheels of a switch engine. His head was severed from the body and was picked up several feet away. A large crowd witnessed the incident. The deceased, whose first name was "Nat," had been em ployed at the Pinole powder works. Consul Duhalme, writing from Sal tlllo, Mexico, relative to data as to the sheep and goat raising Industry In his district, says that out of 7, 438,813 hectares of land considered of any value either as forest land, grazing land, or land under cultiva tion in that state 6,147,553 hectares are classified as grazing land, the greatest portion of which Is being used for goat pastures. During the year 1904 the consumption of goat meat In the state of Coahuila was 275,553 animals, valued at $822,089. During the same period the consump tion of mutton was 14,290 animals, valued at $55,891. Ooat meat Is sold per kilo from 14 to 16 cents; usually sold by the carcass at from $2 to $2.25 each.
