When a railroad train chops off a man's leg, whether through tfcelr own or his negligence, the Injured man re ceives ample damages; when a far mer sends a man into a hazardous place and Injury results, the farmer is liable; If a contractor erects an Inse cure scaffolding and it falls and crip ples a workman, the workman can recover damages. But here Is this willful, premeditat ed, licensed crime of the century, not only rendering men incapable of work, but taking away their minds, their manhood, their self-respect, and leaving families at the mercy of char ity, without a protest from the courts of Justice, until now! While the East Oregonlan does not wish to assume the role of adviser to iht reclamation department, yet there are features of the East Umatilla pro ject which demand public discussion and which the people should be en lightened upon. The engineers may or may not have taken notice of these features. Engineers are only human and cannot foresee all the emergen cies which might ariBe in a project they undertake, and therefore they should welcome public discussion of the great work In which they repre sent the people. In this country of floods and fresh ets In the winter season and of scanty water supply ln summer, the depart ment must build a main canal leading into the reservoir, suffiicently large to Gil the reservoir during a few week of flood water ln the winter and spring. There will not be a surplus flow of water to direct Into the reservoir during the Irrigating season when the streams are low and all other ditch companies are using the limit of their apportionments. The flood water must fill the res ervoir daring the season of plenty, and for that reason, the canal leading into the reservoir should be larger than is needed to fill the reservoir by a constant inpour during the entire season Br O'lildlng a large canal, out of all proportion to the size of the res trvoir, the government will provide emergency facilities for filling the rsertir In the shortest possible time. Then should the flood season be but Brief, or the snowfall be light in the mountains and there should be but one short season of plenty, the reser voir would be filled and the settlers under the government project protect d from drought. If there was a strong, constant flow of water in the Umatilla river during the entire season, with cer tainty of a perpetual Inflow for the reservoir, the ordinary canal, built ln proportion to the size of the reser voir, would answer, and be safe; but m this country of emergencies, of floods and dry seasons, ample pro vision should be made to fill the res ervoir while the tide is high. In addition to providing safety and certainty as to the reservoir supply, the large canal Is necessary for other reasons. Bhould the area of the project be increased In future, which is highly probable, the larger canal will be needed to supply the Increase. Should winter irrigation of adjacent tracts be undertaken, which Is also highly practicable and remotely probable the large canal will be absolutely necessary. So, from an economical standpoint. It Is cheaper to build lg canal at first, than to enlarge It afterwards. The smaller canal will fill with slit quickly and the expense of clearing it will be greater than in the larger canal carrying more wa ter, and having a greater tendency to "scour" the bottom. The Portland Telegram will be mis understood when It calls Oregon edi tors, "boomers" of Oregon. Oregon Is not being "boomed" ln the sense In which this term Is most often used. The term is used ln all kindness, but It Is misleading. Oregon editors are advancing the legitimate Interests of the state, up building It, developing Its resources, advertising Its Just and true advan tages, and seeking to bring a sub stantial settlement to the stute. But there are no "boomers" among Oregon Journalists. The East Ore gonlan does not now recall a solitary newspaper In the state which Is ((booming" a locality, as this term is general understood. To "boom" a place means to build up fictitious notoriety, enlarge upon resources and advantages and "fleece" the unwary by unloading gold bricks upon them In the shape of real estate at inflated prices or mining property that has been salted, if not with gold dust, at least with hot air. Very little of this sort of "booming" Is now going on in the state. Every paper Is founded upon a permanent business basis, and every locality has a substantial foundation which Justi fies the wide advertising which the state is receiving from the Oregon press, The gathering of Oregon editors at Portland is not for the purpose of "booming" the various localities. It is for the purpose of forming wider mutual acquaintance and understand ing. With this end ln view and with this purpose accomplished, the Influ ence and power of Oregon editors and Oregon newspapers will be widened and strengthened. The state Is yet young. Many of Its richest sections are undeveloped. To bring Its advantages before the world properly, to give an intelligent pres entation of facts, to set before needy homeseekers the true and honest con ditions here, are parts of the mission of the press of the state but this Is not "booming" Oregon. It Is prevent ing the disastrous "boom" which has wrecked so manv localities In the past. THEIR HARVEST. The good wife's sons come home again With little Into their hands. The Wyoming state board of sheep commissioners has compiled reports showing that Wyoming during the fiscal year ending December I pro- uced $15,272,500 In sheep and wool. or more than 150 for every man, womnn and child In the state. The growing of sheep and wool is now the leading industry of the state. The board has declared the entire state Is clean, there being not a known case of live scabbles In the entire state at this time. WHEAT YIELD DECREASING. Twenty years ago the average yield of wheat for California and in tne Ran Jnaouin valley was 40 bushels to the acre on winter-sown land, while now a yield of 20 bushels on summer fallowed land, Is considered an exceptionally good crop, nnd sta tistics only Indicate an average of 13 bushels per acre for the state of Call fornlu. Not only has the yield of wheat In the central valleys of Call fornla fallen off fully one-half ln the last 20 years, but millers of the state complain of a marked deterioration in the quality of the wheat grown Thut Is, the gluten content Is becom ing less every year, and the wheat Is becoming more starchy. Statistics as published by the Merchants' Ex change of San Francisco, show that the total wheat crop of California has steadily fallen from 26,174,940 centals in 1888-89, to (,587,131 cen tals In 1903-4.
