IT TO THE LAND OWXEIIS. Last evening the East Oregonian published an interview with Engineer John'T. Whistler, in whish It is plain ly stated that the beginning of the East Umatilla Irrigation project now rests entirely with the land owners under the project. The government Is ready for work. 'Unlike the Malheur project, which has been abandoned through the re fusal of private owners to come Into the Water Users' association, no trou ble Is expected In the case of the Umatilla project. Most of the pri vate owners are willing o concede to tho government's plans of organiza tions and it Is thought that the con stitution of the Water Users assocla: tlon which Is now being examined by the secretary of the interior will be readily acceptable to nil concerned. Then dirt will fly. The East Oregonian is enthusiastic over the beginning of this work In Umatilla county. It believes that It marks the beginning of the best era ever enjoyed by the county. It means not only the reclamation of this one small tract of land, but It means the gradual extension of Irrigation to the entire west end of Umatilla county, as the government takes courage from the splendid results of this project This Is but a beginning. It Is a nu cleus for a wider and more diversified system of Irrigation. Even the most pessimistic croaker must feel a thrill of something akin to exultation, In hearing that work on this government project In Umatilla county Is ubout to begin. It l.s Inpcl that not an hour's delay is occasioned by the laud owners upon whom the responsibility now rests. This is the one. solitary opportunity for the government to expend public funds in Irrigation works in eastern Oregon. lx-t the work begin. Five hundred unfounded homes are awaiting the music touch of the winter flood to bring them Into existence under this project. I'OWEK OF THE PKKSS. Candidates wishing to get be fore the voters must be advertised If they sc-u'o u nomination, and since newspapers can talk to thousands while one Individual Is talking to one, the du:y of thnroughy advertising themselves Is the first one to be con sidered by energetic candidates for office. Hlnce the ambition for office Is a legitimate and laudable one, the bus iness of advertising candidates be comes a business no less legitimate and buslnes-llke. Candidates seek ing a nomination must be known to the people In order to secure ther votes at the primary election and the wider t in illation of a newspaper and the more varied und diversified the character of that circulation, the bet- ter medium it is for candidates for all offices. The Independent paper then, with its hosts of warm and steadfast friends in the ranks of all parties be tnu'. the best advertising medium for the candidates who must reach the mass of the people. Partisan papers with a small list of partisan subscrib ers do not appeal to the candidate who r-"ally desires the support of the peo ple regardless of politics. Money spent In advertising In this class of papers is thrown away. With a sudden and unexpected rush to the front, the PEOPLE have come Into power under the direct primary nominating law. und the PEOPLE must be reached before even the most prominent candidate can be plared upon the official ballot. Candidates seeking a nomination must therefore rench the reading public, and the Independent paper, with a circulation among all classes of people maintains Its old-time posi tion as the best advertising medium to be found. It speaks to all parties and creeds w hile the partisan paper which has driven away from it all except those of its own little following can speak to but an Insignificant constitu ency. THE HIGHER LAW. W. Ellis Corey, president of the United Slates Steel corporation. Is doubtless us much surprised as If he were the first man to make the dis covery that there is a higher law, says the New York World. What he proposes Is legal. He "will not oppose" his wife's securing a di vorce If It "does not Involve him in any moral turpitude" a thing which nobody but himself can do. The actions of my Bon are be yond my finding out." Then his uncle, who set him up In life, repudiates him. Then his Pitts burg friends forbid him their houses. Then Mrs. Corey's friends wisely ad vise her not so meekly to surrender her place as his wife. Then the own n' ine Steel Trust, headed by An drew Carnegie, begin to discuss who shall be Corey's successor. Why Is Corey surprised? His own predecessor is the best steel man In the country, but he gambled In Monte Carlo and he gambled worse In Wall street. Public opinion demanded his resignation as head of the Steel Trust, and he went. Six months ago Hyde and Alexan der and the McCurdys and Perkins and McCall, and all those associated with them In Insurance looting, pro fessed a philosophic doubt as to the existence of a higher law. They have changed their1 minds. Part of them have gone. The rest will go. Senator Burton and Senator Mitch ell may have thought there was no higher law, but It kept them out of the United States senate after they were Indicted. Mitchell Is dead and Burton is a ruined man, a political pariah, whether he goes to prison or not. There is no man in the republic so great or so powerful that he can dis regard the edicts of pubic opinion.
