The jury presented Its findings last night at a banquet given at the American Inn by the Lewis and Clark state com mission to the representatives of ex hibiting counties. Oeneral satisfac tion line been created by the decis ions. - ' The prize of $1000 for, the best county exhibit was distributed among Coos, bane, Unn, Marlon, Umatilla and Wasco counties. The second award of $r,00 was divided among Clackamas, Columbia, Jackson, Pilk and Morrow counties. The third award of $300 went to Baker, Benton, Malheur, Union and Yamhill counties. Heven counties Douglas, Harney, Josephine, Lincoln. Wallowa, Sher man and Washington secured the fourth prize of $200. Harmony at Banquet, The banquet was attended by repre sentative men from every part of the state. President Jefferson Myers act ed :is toast master. Commissioner J A. Morris, Yamhill. NmvIhI Jury of Awards. I The special Jury of awards on coun ty exhibits was composed of J. A. F11 cher, California; Wilson H. Fail-bank, Massachusetts; W. N. Steel, North lakota; Charles Camp, Wyoming; M. J. Weasels. Idaho. The report read at the gathering by Commissioner j Fail-hank is as follows: "Portland. Or., Oct. 10. To thej President and Members of the Oregon: Slate Commission. Lewis and Clarkl Exposition Gentlemen: Your Jury, appointed to determine the merits of j the respective county exhibits audi award the cash prizes generously pro- vlded for the same, begs leave to re port as follows: "Without going Into elaborate de tails, we will say that we adopted the scale of marking provided by you and have very carefully and conscientious ly examined all the exhibits made by your counties, and have taken into account not only the resources of the respective counties, but the con-j ditions under which they labored In presenting them for public inspection at this exposition. The state of de velopment of the different counties has been considered and the facilities for getting their products to the fair. In short, we have tried to the best of our ability to do absolute Justice in the case of all participants. i "You Indicated to use that the $2000 offered by your state should be award ed, $1000 to the first county. $500 to the second. $300 to the third aiid $200 to the fourth. Illfference Is Slight. "In making allowance for the slight difference that might occur as the result of the best human efforts, we find a number of counties score so nearly alike stand, as It were, so near first, that If we should give the entire first prize to one, an Injustice night be done to others. For In stance, the difference In one instance Is only one seven hundred and fiftieth part ot one point. We find that six counties stand close together In the first class; these six are Marlon,. Coos, Linn. Umatilla, Wasco and I-nne. "In view of the fact that the scor ing of the.e counties is practically the same, there being only a few points difference between the highest and the lowest, we recommend that the $la lie divided among them In other words, that to each he awarded the sum of $10. "What is true In the case of the aforementioned counties is practically true of a second group, viz: Clacka mas. Columbia, Jackson, Polk and Morrow. The difference In the scor ing of these five counties is so slight that we feel that to give to one to the exclusion of the others might work a possible Injustice, as we realize con scientiously that any human endeavor Is subject to at least a technical error. We therefore recommend that the second prize of $5ft0 be awarded equal ly among these five counties, giving $100 to each. 1 Ktve In Third Group. "Carrying along the same Idea, we find a third group marked practically the Mime, viz: Benton, Yamhill. Mal heur, Union and Baker. Prompted by the same course of reasoning, we rec ommend that the third prize of $300 be divided equally among these five counties, or that each be awarded the sum f $6. "Strange to say, we find a fourth group, which again scores very nearly alike. While the difference here la a Mtlle greater. It Is not sufficient In our Judgment to warrant excluding even the lowest from participation from any benefit which might be given to the highest. These counties are Wal lowa. Washington, Sherman, Joseph ine, Lincoln, Harney and Douglas. In view of the fact that they score sii nearly alike, we recommend that the lourth prize of $200 be divided among them mid I hat each be awarded the sum of $25. "Assuming that you will adopt our recommendations, which wo arrived at after careful Inspection and due deliberation, you will find that the uggregntc sums Included In these sev eral awards amount to $1935. This will leave 65 balance from the total or $2000. Diplomat Suggested. "We recommend that this $65 be expended In a suitable diploma of honor to be prepared by you and awarded to the superintendents of each of the county .exhibits of this statu of Oregon. "Your Jury hus felt no interest in tills work except a profound desire, to reach a finding that would be abso lutely fair and work Impartial Justice to all participants. "We want to thank you for the honor conferred upon lis in the selec tion of a Jury to determine these awards, and to say to you In the language of the bookkeeper (E. O. E.) errors and omissions excepted, we be lieve our findings do Justice In the premises, since they reach In the dis tribution all of your competing coun ties, which collectively have done themselves credit and reflected honor on you and the great state which It has bee nthelr privilege to represent.
