The efforts of the Law Enforce ment League of Pendleton, to secure ' better moral conditions has awaken ed the reformers all over Umatilla ' county and has given them courage . once more, to take steps to improve conditions everywhere in the county, The activity of the moral element at Milton, and Its willingness to Join hands with the Pendleton league for , better conditions in the county, the organization of such a league at Athena, the activity of the people of Helix and Pilot Rock all bear evi dence that the moral element in the .. county is In the ascendancy and only lacks the awakening touch of lead ershlp to swing It Into line for the right Very few of the citizens of Uma tilla county are on the side of the law breaking element, when you sound them on their honor. Many of them are passive and silent on the question for various reasons, but when you touch them with the right sentiment, approach them with the right kind of a promise for better conditions, they at once admit their acquiescence In the movement and ally themselves - on the right side. The East Oregonlan Is delighted to . witness this awakening in Umatilla '' county. It Is delighted to have been one of the very first to make a stand for better civic conditions, and It as sures the people that its action taken for the betterment of the coun ty and not In revenge on the law breaking element. It simply demands the enforcement of existing laws, not the enactment of other laws, and no self-respecting citizen can ask for, or accept less than this. The chief expense and trouble of the farmer during harvest season Is the wide-open saloon on Sunday, which entices the threshing, plowin and harvest crews to town, permits them to get drunk and leave the farmer in the lurch on Monday morn ing. To better this condition, the de mand for Sunday closing is made. Fully one-half of the police court expenses of the week originates in the open saloon on Sunday. Boys, laboring men from the city and coun try and idlers take advantage of this day to get on the biggest drunk of the week and If saloons were closed tight on Sunday, the prohibition sen tfment would be successfully check ed. dity for speculation. This company began construction on a series of Irrigation canals which are pronounced utterly impracticable, preempted sufficient water from the Klamath river to fill the canals, en tered Immense tracts of land under he canals In anticipation of govern ment irrigation on the Klamath. When the government finally de- Ided to undertuke an irrigation pro ject in Klamath county, this company speculators held their property at 00,000, although they had not com pleted title to their land, and had not expended more than 125.000 on their canals, which were pronouno- by the government engineers to be wholly impracticable. The government refused to pay the exorbitant price and the company dropped down to 1300,000, the gov ernment still refusing, and the com pany then dropped to (250,000, then to 1200,000 and now It offers to take 150,000, showing the utter dishones ty of the intentions of the company In undertaking the scheme, in the first place. Wild cat Irrigation and water spec ulating concerns as as Injurious to the country as wild cat mining com panies and the East Oregonlan has as little use for the former as for the latter. Bona fide ditch and irrlga tlon companies are a blessing to the country, but these large speculative and water grabbing concerns, such as are now filing on all the water in the Santlam, McKenzle, Clackamas, Tillamook and other streams are detrimental to the state and to guard against such schemes, the East Ore gonlan fought hard for the passage of the Beln Irrigation law. In the last session of the legislature. The Injustices of the Beln law were preferable to the iniquities of the present law. By the time a whole some irrigation law 'An bow be pass ed by the Oregon legislature, the valuable streams of the state will be the property of the speculators, and endless litigation will be necessary to dispossess them of the people's prop erty. KLAMATH WATER GRABBERS. The course of tha East Oregonlan in demanding a modern irrigation law at the hands of the last legislature, la being more and more clearly jus tified every day. Under the present law in this state, companies can start work on a proposed ditch and claim enough ' water from any tributary stream, not otherwise appropriated, to fill thl imaginary ditch, no matter bow little or how much work is done upon the ditch. ' In fact, the water becomes a com S A. LOWELL FOR JUDGE. With all due respect for the great and good man, Judge C. B. Bellln ger, whose death last evening remov ed one of the most useful citizens of the Btate of Oregon, this paper is yet glad to announce that such an able an upright man as Judge Stephen A Lowell, of this olty, will be a candl date to succeed Judge Bellinger, at the proper time, although Judge Lo well's sense of propriety would not permit of such an announcement at this time. Judge Bellinger has been one of the most impartial and fearless me ever to occupy a federal position 1 Oregon and his death at this crisis in the state's history is most unfortu nute. It will delay the land fraud cases, and in such delay the accused and indicted parties will have many opportunities to strengthen the! straw defenses. However great the loss which Ore gon has sustained In the death of Judge Bellinger, it is yet a conso lation to know that there are such men as Judge Lowell available for the place. No man In Oregon can show a cleaner record, a higher un derstandlng of the law, a higher gard for absolute fairness and Justice, or who can rise above partisan pol Itlcs with a more elevated and noble purpose, than Judge Lowell, and the East Oregonlan Is delighted to know that Pendleton can present such man to succeed the lovable and hon est-mlnded judge who has Just com pleted a long and useful life among us.
