In view of the fact that the amendments to the child labor, law will soon go Into effect, when the 90 days are up, Us possible effect in local circles is a matter of interest. Thus far the only place where the new law has attracted any atten tion Is In the A. D. T. service, and In this connection the following from a letter received by Manager Hatt hows its application there: "The laws of Oregon, as amended at the last session of the legislature. prohibit the employment In tele graph or public messenger service of minors under the age of 14. The employment of minors under the age of 16 years Is prohibited between ( p. m. and 7 a. m., and the hours of their employment is limited to 10 in one day, and to six days In a week. Such minors are also entitled to 30 minutes for meal time at noon, and such meal time Is not to be Included as part of the work hours of the day." According to Manager Hatt his force Is so made up that the new law will not work any appreciable change. This is due to the fact that the boys who work at night are over 1, and the work Is so arranged that those on duty Sunday do not work all of the week days. Craighead : as president of Tuhine university In : X sucefssion to Dr. Alderman was a great day for the Institution. Many , T alumni and friends were present from 1 1 all parts of the state, together with 1 1 distinguished educators rrom many parts of the south. In addition to the Inaugural ad dress of the new president, there were addresses of congratulation by the faculty and student body of the university and In behalf of the vlslt- ng educators. The theater was elab orately decorated with the colors of the university and a lavish use of jetted plants and cut flowers. This evening a banquet Is to be given by the alumni association. Governor Blanchard and many other men of note have accepted invitations to be present. NEW PLAN TO AID VERY POOR. Transporting Thousands of London's Unemployed. London, March 16. The first float Ing labor bureau ever established will be on the steamship Vancouver, scheduled to sail from Liverpool to Canada one month hence. The ves sel has been chartered by Oeneral Booth of the Salvation Army. It will sail tinder the Army flag, and carry more than 1000 workless Londoners to places in which work Is awaiting them. Members of the Salvation Ar my's Canadian contingent labor ex perts rully qualified to advise British emigrants as to conditions of work and chances of remunerative employ ment will be on board. Work wis begun this week on the new 140, 000 derth house at Sing Sing prison The present death house, which ac commodate:) only thirteen prisoners. will ne torn oewn, anad the new one will have 40 cells. It will be constructed of brick and stone and will have a glass-covered court and promenade, where condemned men ma take exercise at the discretion of the warden. Under the present system a murderer Is pro nounced dead In seventy seconds after be is led Into the room, and in the opinion of the officials this arrange ment la as expeditious as it Is pos sible to make It. The last man to be put to death in the present cham ber will be Martin Ebelt, a young man of Mount Vernon, who stran gled his wife with a shoestring and hid her body In a sewer. March 16. The Woman's Home Mission society of the Methodist church convened In annual meeting here today and will continue In session over tomorrow.
