It is not what the state should have, since irrigation is one of Hie greatest issues In the state, but ft will answer the purpose until the members of the legislature and the people are educated to a better under standing of the subject. Willamette valley can study irri gation with Incalculable benefit to herself. Had she been prepared with systems of irrigation last year, she would have raised a full crop of oats, wheat and clover, instead of a fourth of a crop in some places and no crop in other places. With her magnifi cent stream systems, Irrigation of all her lands is possible and as climates change and rain fall varies, it may be an absolute necessity, even in the wet counties. The Willamette valley members of the legislature forced out every phase of the law which would interfere with private Interests in that section, mak ing it read that the government could only divert water for the RECLA MATION OF ARID LANDS, in order to prevent further government ap propriations of water and further ex tension of this beneficent work, where it might interfere with log driving, mining or private power systems. Under the new law, the work of the government is confined to the arid counties, and the activity of the state is hampered by the limitations nlaced on the state engineer. The stream systems should be measured, gradually, as the state becomes set tled, and the volume of water, ap propriated and unappropriated, in every stream should be determined for purposes of record and to syste matize the work of future distribu tion. The Irrigation districts and Ir rigation commissioners for the dif ferent districts should have been created, to simplify the work in dif ferent districts of the state. Utah and Idaho are thriving and rapidly advancing under such a law as was first proposed by the Irriga tion commission. Oregon would profit by it and such a law will be enacted, perhaps at the next session of the legislature. In the meantime, let the friends of advanced irrigation legislation keep everlastingly at it. THE VOLCANIC AZORES. The Azores are all volcanic, and on St. Michael's the Internal fires are still In action. Clusters of culderas form the center of each island, from which descend lesser elevations, merg ing Into plateaux, or rolling plains, and breaking into precipitous coast fines, against which rages the sea. Around occasional crescent-shaped bays curve the Island cities, pictur esque with red-tiled roofs, and beau tifully tinted houses, some of the houses being covered with porcelain tiles of artistic design and coloring. Forts guard the entrances of the har bors and the central quay, some of them gray with age, and having the portcullis and drawbridge of the fif teenth century. The Azores are but "small dust in the balance," of Portugal's former colonial possessions. Once she held in her grasp levers that might have mcved the world to her dominion, but a'.l was lost by her greed and oppres sion, and she is now far behind in the marc!- of progress. Wood, perhaps one of the most brilliant writers on economics in Oregon, delivered an address be fore the Young People's Culture club of Portland, last Sunday, In which he reviewed the land laws of the United States, and hoped to explain, by an exposition of the inner corruption of those laws and the invitations to fraud contained in them, the enor mous amount of dishonesty that has been practiced through them. In short, the tenor of the address was to excuse the individual fraud tiecause the law under which he op prated was wrong and Invited crook edness. Colonel Wood does not aim to excuse the rascals because of bad laws, but his address would lead nwny to this conclusion. He will be i misunderstood. While the vicious timber and stone law has been In effect and thousands of rascals have stolen from the gov ernment through this act, yet there are thousands of honorable men who have refused to steal by this law. It Is the Individual and not the law that is at fault, in the first analysis. Because your neighbor's stable door is unlocked, is no inducement for you to become a horse f thief, if you are an honest man. Because your neighbor leaves her Jewels un guarded and goes to church In the evening, is no Inducement for you to turn burglar, if you are a truly hon orable man. It Is the lndlvdual looking for a loophole In a law or for a chance to steal, who takes ad vantage of such measures, and truly honorable and upright men are not ensnared even the though the law In vites fraud. There are thousands of men who -would not murder If the penalty for murder should be reduced or abol 1shed. Thousands of men would not Meal, although the punishment should be removed. And likewise, there are thousands of honorable men who have refused to take ad vantage of the opportunity to steal through corrupt laws, and they will Kteadilv refuse to do so In future although the laws remain on the stat ute book. Individual honesty, higher Individ ual standards, cleaner Individualities ore what Is needed In society. You can never legislate a rascal out of his tricks. There must be aome In dividual responsibility and Individual awakening of the moral sense. The greatest benefits to come from the location of the headquarters of the Women of Woodcraft In this city will be enjoyed by the business men. It Is to them that the city looks for the actual work of securing the headquarters. They must agitate the matter, keep it constantly before the public, and not only Join the order themselves, but induce every employe and associate possible to join. The organizers can do little without the active co-operation of the business men. Merchants, bankers, property owners of all kinds who will benefit by this movement to secure an in stitutipn for Pendleton which will mean the expenditure of about $140, 000 annually in this city, must be come members of the organization. The Insurance furnished Is first-class, the financial condition of the order is gilt edged, the Investments are all permanent and substantial, and asiue from the business features of this movement for Pendleton, the Insur- uce features are an inducement for Pendleton people to Join.
