Newport News, Va., Aug. 27. In the presenco of 20,000 persons Iho battleship Louisiana was latinchcil to day by the Newport Nows Shipbuild ing Company. In addition to the of ficial party from Now Orleans there w.ero present delegations of naval of ficers from Washington, Philadelphia anil Now York, and visitors from num erous other points. The naming party waB oscorled to the platform by C. 11. Orcutt, presi dent of the shipbuilding; company. The sponsor, Miss Juanltn Lalland of Now Orleans, was attended by sovoral young ladi.es as maids of honor. Gov ernor niauchard and other official representatives of tho state of Inilsl ana were present. As soon ns tho ceremonies were over President Orcutt conducted tho guests, numbering some 500 persons, to tho steamboat Nowport Nows, aboard which tho party went to Old Point Comfort, where thoy wero en tertained at a banquet in the dining room of the Hotel Chnmbcrlin. Description of Battleship Louisiana. The Louisiana and her sister ship, the Connecticut, which Is to bo launch ed at tho New York navy yard a few weeks hence, are counted upon to be the most powerful fighting machines of the now American navy. Thoy will usher In one Important Innovation, in asmuch as their batteries will contain 7- inch guns in place of the G-lnch rapid-firers which have prevailed since the vessels of tho Kearsarge Kentucky typo wero planned. It Is doubtful whether any ship afloat will match the Louisiana In armament. In addition to four 12-incli guns, in fore and aft turrets, she will havo eight 8- inch rifles. In tho main battery these will be supplemented by 12 7-Inch rifles, each throwing a projec tile weighing ICS pounds. The -12-inch guns carry a shell weighing S50 pounds nt a velocity of 2S00 feet a second a speed one-fourth greater than that attained by tho 13 Inch guiib on the ships of the Indian c'ass Tho 7-inch shells have a burst ing charge of 13 pounds of black pow der. Tho oxploslvo shell may he re placed l,y an armor piercing projec tlh which attains a velocity of 3000 i feet a second, driven by a charge of 101 pounds of smokeless powder. 1 Hitherto tho secondary butteries of J tho battleships havo been composed mostly of 3-pounder and G-pounder rapid-fire guns. There also will be 12 3-pounder semi-automatic guns, eight l-poundor uutomutic guns and two 3-iiieh field guns and eight ma chine guns for the fighting tops. The armor for tho Louisiana will cost about $1,500,000. While tho greatest of her steel proto tion will be concentrated at tho wuter lino amid ships, she also will b.e protected tho full length of her hull, and above the main belt of urmor plato thero will bo three thinner belts of plates tho lower casemate, th.e upper casemato and tho superstructure armor. Electricity will bo employed to as large an extent on board tho Loulsl ana as on any ship In tho navy. Thero will bo electric ammunition hoists and conveyers, and it Is more than proba bio that electrical dovlces for both aiming and discharging the guns will .bo Installed. Thero ulso will be an automatically controlled motor for tho purpose of keeping the big guns on a horizontal lino whllo firing in n heavy sea. The Louisiana has a length of 450 feet on tho load water line, an cx trcmo breadth of 7C feet 10 Inches, nml a total displacement of 10,000 tons. She will bo fitted with twin screw vertical expansion engines of an Indicated liorso power of 10,500, and capable of developing a speed of 18 knots or better. Tho mean draught of tho vessel will be 24 feet C Inches, and the coal sup ply 900 tons. Twenty-six feet nine in dies is the maximum draught, and if a shot sould plerco the hull beneath the water lln.e, a layer of cornplth, placed between tho outer and Inner shells, will swell and effectually stop tho leak. Tho ship's complement will Include 42 officers and 7G1 men. The total cost of tho Louisiana will bo In tho neighborhood of $4,000,- 000. Tho progress of her construc tion is being watched Intently by na val officers, constructors and ship builders generally, owing to the com petition between tho private company that Js building her and the Now York navy yard which is constructing tho Connecticut. The construction of these two ships, which aro practically Identical and tho keels of which wero laid at the same time, is Intended to show whether tho government can successfully compete with tho prlvato shipbuilders In constructing our war ships, Tho Nowport News Company has won tho race so far In regard to tlm.o uiul naval experts seem to be of tho opinion that tho prlvato concern will also succeed In turning out tho battleship at a lower cost than tho government navy yard.
