ments the state land board had the
power to refuse to accept an applica
tion from Hobertson for the samo

In issuing the state's deed to Low
over Robertson's protest.
Tho decision Is of great Importance,
being the first to hold that the state
land board's decision Is conclusive,
wlieiy within the purview of tne law.
