Submitting outwardly to Russian arms, tho ancient jngols have re pelled, Inwardly, ovcry invasion of oven tho Russian article of civiliza tion and tho announcement to these waiting hordes by Impostor priests that their gods of sun, moon and fire havu caled them to past off the for eign yoke and reestablish their olden kingdom, Is responded to with a frenzy that startles oven tho phleg matic Russian, Tho scope and fury of a general Mongol uprising, fired with the zeal of a brutal and unreasoning fanati cism, Is something appalling for Rus sia to think of. For a thousand years the passions and fury of tho Mongol havo lain dormant. No awakening torch has touched the combustible frenzy of his nature. Ho has nursed his smoldering feroc ity tinder quasl-rostralnt and now to see It kindled and turned loose upon tho earth may well causo consternation. THE MONGOL UPRISING. Tho world knows as little of tho truo Mongols, hidden away In tho Si berian fastnesses of Tomsk, as It does of the mysterious Thibetan capital. Into which no Caucasian has ever set foot and lived to tell tho tale. Tho fanatical uprising of tho Mon gol tribes in Central Siberia, reported by tho press dispatches, recalls to students of history one of the most wonderful periods in human history. In the 13th century Asia was a Mongol stronghold from tho Chinese seaboard oven to tho very forests of Poland and Germany. Ghengls Khan conquered almost the whole of Central Asia In 1239 and 1240 and the Mongol kingdom con tained more square miles and more teeming millions than any other em pire In history. For C000 miles across Asia and Europe this barbarian despot held sway and levied tribute on India, Asia Minor, Arab'la and Indo-Chlna. His savage hordes spared neither art, ago, youth nor Innocence In their marauding conquests. Fierce and brutal, unrestrained and fanatical they comprised the most destructive and ferocious forco over recorded In tho annals of history. They lived In tho tent and tho sad dle. Thoy proyed on every border land that promised booty, blood and crime to satiate their lust. Finally tills vast, seething, mould ering mass of humanity broke up Into numberless kingdoms, tribes and hordes, each preying upon the other. Along tho very route of tho Trans Siberian railway, tho Mongol migra tion started westward toward Rome. Tho Huns that swept tho eternal city to the earth was the advance guard of that wonderful migration from Cen tral Asia into Europe. One thousand years ago Hungary was founded by ono of theso straggling hordes of bar barians. Turkey Is tho sciou of another Mon gol tribe that had its origin on tho borders of tho Pacific In Northern Manchuria and tho whole of Eastern Europe Is primarily of Mongol origin. As the great torrent of tho pastor al nations poured westward out of Asia, Btraggllng tribes dropped by tho wayside and planted themselves along tho groat Inland rivers of Siberia,, where today tho only truo Mongol blood is found. For a full thousand years theso brutal bands havo lived pastoral, mi gratory lives, nursed their groveling superstitions and hated tho multiply ing Caucasian racos, encroaching on tholr ancient domain. The vast steppes of Tomsk havo nurtured tho Mongol races. Tho ro pellant climate, tho almost inaccessi ble rogion occupied by them nnd tho nou-productlvenoss of tho country under their barbarian methods, havo forbidden all hut tho meagerest con tact with tho civilized nations. Today, in North Central Siberia, An Instanco of corporato greed that deserves a severe rebuko by tho courts has just como before tho pub lie in Yakima valloy. Tho Washing ton Irrigation Company has secured magnlficant water rights belonging In justice to the settlers on tho farming lauds and because tho settlers refuse to pay an unjust toll of $2.G0 per acre per year for the uso of water. the company threatens to shut off the water just at tho critical Irrigation period and permit crops to perish. An Injunction has been applied for to pre vent this ruinous procedure and tho matter will go Into tho courts, Tho cost of bringing water over tho lands in question was about $7 per acre, or $1120 per ICO acres, and at $2.50 per aero per year, or $400 per 1C0 acres, for Water privileges this corporation proposes to tax the Bottlers In Yaki ma valley 28 per cent per annum on an Investment of $1120 per quarter section for cost of irrigation system. The land Is worth $60 per acre or $8, 000 per 1C0 acres, making tho water tax to this corporation SO mills on tho dollar or nearly double tho amount of all other taxes combined. In tho first place the water rights should belong perpetually to tho land adjacent to the stream, and should never be monopolized for speculation. In tho second place, the extortion of tho company thus tnxlng tho peoplo amounts to usury and should not bo countenanced by any court.
