IRRIGATION AT ECHO. the fniltfiilnoss of the soli and the adaptability of the soil to Irrigated crop.s. XJniatllla county can afford to wait for sevoral years, to realize this mag nificent dream. It means the founding of a vorltablo empire in hor bordors. It means 16,000 people for Pendleton, nnd this Is worth waiting for. It montiB that the taxable property or the county will bo almost doubled by the transformation of that Idle land Into fields and orchards. It means the establishment of Innumer able manufacturing Industries to use the raw materials produced here, and It means the building of permanent In stitutions In Eastern Orogon which will lift it to the stature of a full fledged state. GENERAL MILES' REWARD. Westerners who are accustomed to founding empires in a day, grow ini patlcEt with the slow process of the scientist, the expert and the special-1 1st. The cautious stops of the govern ment In the Irrigation movement in the Wcrft, set) in to be unnecessary delays, to many of ub, who are so 'deeply Interested in the reclamation of the Idle deserts. The long and tedious tnsk of studying tho plans presented to the engineers, grows wearisome nnd we chafe for the day and the hour for beginning construc tion. The hardy pioneers who have laid itho foundations of the stute, feel that some results should be Immediately (forthcoming from the work of gov ernment. Already the desert smiles at every point In the Echo district. The alfalfa fields and the peach or chards aro evidence that the natural resource and strength of the soil are there. The three excellent crops grown upon that hind, speak -in loud er words than any theory of the lr rigatlonlst. But the government should not be censured for going slow. The entire scheme of government Irrigation de--ponds upon the success of the first efforts; 'if the first works are built In an unworkmanlike manner and the water supply, or the question of distri bution or any other feature of the HCheme should fail, or prove to he In adequate or weak, It would discourage congress nnd the jieople, with gov ernment Irrigation and the future op orations would bo delayed still more. It Is right to go slow. Millions are involved In the enterprise, and a mis take would be a costly one. If the Echo tract Is reclaimed within two or four years, this will be a snort time to wait, compared to the time already imst. in which Irrigntionlsts have hoped Tor government aid. The Echo reservation has the ad vantage over all the other withdraw als In Oregon. It Is Bltuated on the imaln lino of a transcontinental road. ,'lt has a magnificent farming and stock country all around It. Tno re HilltB of private irrigation are so ex cellent that It Insures the final suc cess of any scheme adopted. The 'tract Is easy of access. Evory homeseoker that passes tnrough Oregon will rldo through the midst of the reservation. Its success will be the greatest advertisement evor Issued in the lntorcat of Eastern Oregon. Let tho onglneors go slow, but keep them going. Lot them study the plan and found it upon a sure busts. Let thoin understand tho situ ation nnd launch the llrat Oregon irri gation venture by the government. In tho most auspicious manner, for all Oregon hopes for its highest success. ilf any Orogon scheme Is recom mended, tho Echo tract stands In the foremost place for accoptance, It la most couvenlont to transportation. It has tho finest cllmnUc .condition of any in the state. It lies contiguous to nn Irrigated territory on Mutter creeit The Grand Army of-the Republic, Just before tho adjournment of its encampment In Snn Francisco last week, adopted, with hearty cheers, a resolution congratulating "that splen did soldier, exemplary commander, and patriotic citizen, General Nelson A. Miles, upon his attainment of a distinguished and honorable retire ment, nfter a matchless record as a soldier of over 42 years' service, without just criticism of his ofTlclnl conduct, which began as a lieutenant In the Twenty-second Massachu setts Infantry, progressing by the brightest grade of heroic patriotism from Manassas to Appomattox, dur ing the greatest of ail civil wars, from 18G1 to 18C5, and Illuminating this record by his great military achievements ns a successful Indian fighter, and again as a gallant and judicious military disciplinarian and organizer." In the above, every falr inlndod American citizen will Join his voice with that of the Grand Army. Miles' illustrious services to his country ennnot be obscured by petty men, no matter how high the olllce they may temporarily enjoy. His name will over occupy a conspicuous und honored place in his country's his tory. Upon the resignation of Root as secretary of war. President Roose velt took particular pains to write a laudatory letter reciting his services and extolling his virtues. Compared to Miles, Root is an obscure politi cian. His services to the country in mouths scaicely equals the num ber of years or Miles' service. Mr. Roosevelt will probably wince under the Grand Army resolution, SHOULD IMITATE OREGON. A dispatch from Portland printed yosterday states thnt Oregon is pre paring to make a fine exhibit of her products at the Irrigation Congress to be held at Ogden next month. The Wobfooters have at last discovered that no other form of advertising is so effective for a country of varied capabilities as exhibits of products. It was a long time before this truth was sufficiently borne in upon the people of our state. For 30 years we labored under the mistake that pictures of natural scen ory made a more attractive find ef fective exhibit than lars of fiult and samples of field crops. And we hate not yet wholly recovore I from that delusion. It was only last vo9- that n shrewd homeseeker at the Sacra mento railroad station remarked that Northern California would do well to call in her widely circulate pr'.its of Mount Shasta If the did net want the public to believe that tho north ern part of the state was a region of perpetual snow.
