Tho quartermaster department is pre paring atlvcrtlscments for proposals ior carrying troops fand supplies be tween the United States and tho Phil ippines during the fiscal year, com mencing July 1 next. Tho contract awarded to tho Dos ton Steamship Company last winter expires on June 30. Attempts were hiuuo ai me recent session of con gress to authorize the secretary of war to make these transportation con tracts for a greater period than one year, but without success. Under the old law, which Is continued, contracts must lie renewed on July l or o.ich year. During the few mouths that the Uoston Steamship Company hns been carrying government supplies from Tacoma it has been able to demon strate to thu department its ability to handle tho government business in a manner quite satisfactory. If this company, through a successful com bination with tho railroads, can sub mit a ravorablo bid in the coming competition there is good reason to believe that Its pending contract wilt be renewed. Decision Without Prejudice. A groat amount of political Influ ence has been brought to bear by San Francisco to get the trade awav from Paget Sound nnd this same pressure will lie again in evidence when the new contract is let. Hut it is fortu nate lor Tacoma that the new minr- termaster-goneral Is a man who cares not a bit for Influence. Ho is a busl ness man through and through and the best quartermaster in tho entiro army. He will have arrived in Wash iiiBuin neiore me new awards are made, and will take personal charge ot ine entire affair. (jeileral Humphrey will not be swayed by tho California delegation, by the Importance of tl:e Harrlmans, or. on the other hand, by Jim Hill, or the Wlnsors. Ho will see to It that the best business proposition is ac cepted and it will matter not whence comes the offer Necessity of Barracks. In the coming awards, as iu the old ones, no assurance is to bo given by tho department that any stipulat ed amount of business will 1)0 given to the successful lino or lines. Tho competition will bo open and no res ervations will be made, nor will one port be given nn advantage over an other. If Tacoma .makes the best offer, thetu is every reason to believe the contract will go to Tatuma. If Seat tle makes it, that port will bo recog nized, and tho same Is true of San Francisco. But the chances are that the troops, or most of them, will con tinue to go by the Golden Gate route, because of the , accommodations at that port; accommodations which are lacking on Puget Sound. The government is still unwilling to erect largo barracks on the sound for the accommodation of Incoming and outgoing soldiers, and thu mili tary posts have not nearly tho facil ities for accommodating any men In addition to their regular garrisons. At some time In the ftttuie tho de partment may be forced Into estab lishing a large army camp at or near American lake, hut that time Has not yet arrived. Preference for Private Lines. The war department is desirous of placing most of the carrying trade bo tween tho Philippines and tho United States In the hands of commercial lines. There is a deslro to gradually retire thu army transports, but tha tnpidlty with which they aio sold or placed out of commission depends largely upon the attractiveness of thu offers mado by commeicial steamship companies. The department believes that private lines can handle govern ment ouslncss nt'lesb cost than tho government Itselt, nut there Is a de termination to let no contracts at ex ccsslvo prites.
