Across tho Umatilla river, a mllo ana a naif from Its month the Hoi brook Ditch Company have a dam for mo purpos-j of diverting the water from the river into their ditch for ir rigation purposes. This dam Is onlv two and one-half feet high, and is no obstruction to fish ascending or, de scending the stream during high wa ter, out. as this stream is huh onlv a very small portion of tho time, tlw aam is sufficiently high, being con siructert on a flat bod of rock, to he a complete stop to fish aseendtng tho river nearly the. entire year, and dur ing me extreme dry portion of tho year, all the water that tha river car ries is taken from the river lied Into the lrlgatlng ditch, leaving practical- ly no water to flow down the river bed from this dam to the mouth o fthe river excepting what little leaks through the dam and through their ditch flume, which is a verv trifling amount From investigations made. I And that, during high water, a sand bar forms at the mouth of this river and that when the waters in the Co lumbia recedes this sand bar com pletely closes the mouth of the Uma tilla, and that, during tho drv season. while the water is practically all taken from the river for irrigation pur poses, mere are months at a time that no water from the Umatilla flows Into the Columbia. The river bed from the dam to the sand bar at tho mouth of tho river is of a lava or bed rock formation. Above the dam the river 1b quite a little stream, and is bounti- luiiy supplied with trout and other fish, but how are we going to main tain it as a trout and fish stream with the waters all practically taken for ir rigating purposes will remain to be seen. The people on the upper waters interested in fish are cry anxious about the matter and think that 'ash snouia De privileges tno stream as heretofore. I met Mr. F. B. Holbrook. manager of the ditch company, and notified him relative to the law gov erning such matters, and he assured me that he would comply with it fully and furnish a nshway through tlr dam admitting fish at all stages of the season. La Grande Hatchery. "At La Grande, the La Grande Elec tric Light and Power Company have a dam across the Grande river for power purposes. This dam is' about 14 feet high, and I found it to be a complete obstruction, though it is pro vided with a flush gate that they al low to remain open during certain stages of the water, through which they contend that fish can ascend and descend tho river. I notified them that it was. not a legal affair and that they would have to provide the dam with the "Improved Call System" of fishway. Mr. Joseph Palmer, the manager of the company, assured me that this would be done, and that im mediate steps would be taken 'towards getting it in. 'Below this dam a few hundred yards, the Ore Dell Ditch Company have a wing dam extending entirely across the river, made of loose rock and brush, as a lead for their irrigat ing ditch. Grande Ronde Hatchery. "October 21st I visited tho Grande Ronde River Uatchery Station and found that Superintendent Allen had been successful In securing 3,000,000 Chinook eggs. The season was prac tically over for this variety, though he Mill had more "Chlnooks" within his enclosure, but not enough to affect his number very materially. At this station he also expects to get a largo number of Sockeye eggs, and from tho number of Sockeye salmon that he had enclosed, I see no reason why he snouia not do as well with them this season as ho did last and probably win do better for, present indications seem to be better this year for this variety ot salmon than what they were last year. This is a promising stream for our work, but for anything permanent tnink wo should endeavor to get away from the moss which this year proved very expensive to us. and which is liable at all times to be very serious for, If it should come along at any tlmo when there is tho least of a freshet in the river, it would be Impossible to maintain and hold a set of racks across tho river. That wo might betten our condition and get away from the worst of this moss, I went over the ontiro river and its principal tributaries with Mr. Allen. and from what we found, I think it would be better for us if we were fur ther up the stream of which there are two very good sized ones, and If the necessary rights and privileges can bo secured, I think wo should en-j deavor to do this another season, J Ontario Hatchery. "At tho Ontario Hatchery Station they are In the midst ot their Chinook esg-taklng season, and up to the pres ent date had succeeded In taking 7, 756.000 eggs from 1636 female sal mon. Frank Brown, superintendent in charge, figures that he has fully, as many more salmon enclosed be tween racks yet to spawn and will without doubt double tho .present number reported. Five Days' Record.
