Oxford University Tuesday confer red the honorary degree of doctor of civil law on Joseph H. Choate, the United States ambassador to Great Britain. William Drown, a miner of Mundo, Mo., jumped into the Elk river and was drowned while endeavoring to escape from a mob which wanted to lynch him for the murder of a fellow miner. The Journal de Brazil, of Rio Jane iro, says preparations are afloat to bring about a revolution in Brazil be fore the establishment of the new ad ministration of Rodriguez Alvez, tho president-elect. While a funeral was being held in a church at Pinero, in the 'province of Orenz, Spain, Tuesday, the bulld- ,ing was struck by lightning, as a re sult of which 25 people were killed and 35 were injured. Albert Sechrist, who was shot Mon day at his home in Kansas City, by Louis Zorn, a wealthy retired physi cian, the result of a dispute over rent, died Tuesday of his wounds. Zorn is held without bail. Kear-Admiral Rickford Tuesday evening received a wire from the Ad miralty canceling the order for tho naval and military review, which was to liavo been held at Victoria, B. C Thursday in honor of the king's coronation. The marriage of Miss Mary Louise Otis, daughter of General and Mrs. Elwell S. Horn, George P. Craig. PACIFIC NORTHWEST NEWS. County Clerk Fields, of Multnomah has obtained his election certificate despite the efforts of Clerk of Court Swetland, who had refused to issue it. General Bebeo and staff are in Al bany making preparations ,for tho annual encampment of the Oregon .State. Militia, which takes place there July 17 to 24th. A prospector came in to Pocatello Idaho. Tuesday, from the hills', and reported finding the body of E. M .Fritz, with a bullet hole through his head, near a prospect hole on the North Fork of Pocatello creek, about eight miles from the city. The Columbia Southern railway will soon begin tho use of oil instead of coal as fuel in its engines, the move being made not s"o much from economy as to prevent the danger of fires in the grain fields being started by cinders from the coal at present used. G. W. Anderson, of Portland, has received a verdict of $3,000 against the City & Suburban railway com pany for the death of his son, Chester Anderson, who was killed while cros sing tho Morrison street bridge on one of the cars, striking against a bridge timber. The 'Willamette Pulp & Paper Co, is erecting a small saw mill on Gray's river for the purpose of cut ting lumber, with which to construct several dams in that stream. The company Is preparing to get out a quantity of pulp logs, consisting of hemlock, whlto flr and larch, which will be towed to Oregon City, It Is the Intention of Fish Warden Van Dusen to secure a number, of young chinook salmon, and, after marking them, turn then! , loose in the city reservoir at Astoria to grow, At different periods a few will be taken out for the purpose of noticing tlolr growth and general .appearance. Romo Says Umatilla County Officials Are Too Slow and Are De laying the Game by Holding Off on the Franchise. Mr. F. B. Romo, of the Romo-Mell- mann electric railroad fame, has spoken. Mr. Romo declares thnt the officials of Umatilla county arc hold ing up his road, nnd he Is getting very indignant. He also makes tho broad assertion that the Oregon peo ple are slow. He seems to think that tho Umatilla county officials should grant the franchise for the road just because "the Walla Walla county of ficials have not stopped to look into the matter for themselves. To a reporter of the Walla Walla Union Mr. Romo said: "The Oregon people are delaying tho road. I cannot see why they are so slow over there. We have all tho concessions wo have asked in the state of Washington, but the Oregon end of It Is tying us up at the pres ent time. "We have asked the people of the state of Washington for privileges, and have guaranteed to them a com plete and thorough service in as short a time as possible. They have taken the matter under advisement, have convinced themselves of our honesty and integrity and have grant ed the concessions asked. They have the welfare of their country at heart and do not mean to retard it by being unduly conservative. "It Is different with the people of Oregon. In Umatilla county our fran chise requests have been before the officers quite as long as they have in this state but as yet action is delay ed. They do not appear to appreci. ate the value of such a road as we intend to build to their country. We cannot do anything more than has already been done until all rights of way are assured, as improvements would be a waste of money If the road could not be carried out as plan ned." While it may be a littlo annoying to Mr. Romo to wait on the authori ties of Umatilla county, he must re member that what he proposes to do Is quite an undertaking and the county officials do not care to take the responsibility of placing a fran- cnise tor an electric railway, or any other kind of franchise for a term of 50 years without first knowing just what it will mean to the people whose land the line goes through. Scott received a letter Monday from one of tho physicians at the state insane asylum saying that Jim Washington, the colored man sent from here last summer, was In a Dau condition. Some hopes had been held that Washington would re cover from his condition of Insanity, but the physician stated positively that there was no hopes of this. He Is getting worse all the time and may not live much longer. A Great Time Anticipated. Word has readied this city from Tacoma to the effect that a plan Is on foot for the Northern Pacific to do away with tho Washington & Columbia River line as a separate railway and make it a uruueu oi me iNortuern Racine sys torn. This would mean the abandonment of the general offices at Walla Walla and the cutting out ot all special oincers for the road. General Maua ger Joseph McCabe might be trans ferred to another road, but would no longer remain In charge of the east em Washington feeder. All business for the road that now run separate from tho main line would be transacted out of the Ta coma offices of the Northern Pacific company. Tho feature of this change if it is made, which now seems likely, win no a tnrough passenger train service from Tacoma to Dayton uaiiy trains being run. When asked concerning this report General Freight and Passenger Agent o. B. Caldorhead, of the Wash ington & Columbia River Railroad said he had never heard of the con templated change and did not believe it to be more than a railroad rumor, 'nr. aicuaoe, general manager of the road, Is absent, on tho Sound at the present time and I am certain that If ho had heard of any change about to be made he would have wired me at once. As he has not done so I cannot believe the story.
