LA GRANDE PROPOSITION TO INSTALL A NEW SY8TEM THERE Crop Prospects are First Class and the Farmers all Feel Confident of Fine Yields' This Fall. Robert Burns, general agent of the Oregon Railroad & Navigation Com pany, who was through Eastern Ore gon recently, has the following to say In the Walla Walla Union about the crop conditions and the general good feeling of the people along his line: "There are smiles- on all faces now. The Eastern Oregon farmer had a" good crop last season and he will, have another one this time. Hej Knows it ana is nappy, rnere is no reason he should not be, for every thing is coming his way. Wheat is king and the monarch is surely crowned in good shape this time. "There was no freeze-out in the Oregon hills at the time the blizzard killed a considerable portion of the grain in the Walla Walla valley. Later on there came frosts that did some damage, but all this was re paired during the late spring and now the grain on frozen out ground; is just as good as that which lived clear through and the yield will be as strong there as elsewhere. There will be immense shipments from the Oregon highlands this summer and the Oregon Railroad & Navigation will arrange to handle them without delay and in quantity to suit "In the little towns along the line of the road there is plenty of bus! ness. Milton, Weston and Athena are not dooming but they havo a air and spirit and they are growing steadily. This is the most healthy state in which a town can bo and means there is not the least danger of the bubble bursting and the place sliding down hill, because there is no bubble to burst." A partial list of the rangers who will have charge of Oregon's forest reserve this year has been named. W. H. H. Dufur, of Wasco county, and S. C. Batrum, of Douglas county, appointed from Washington, will be supervisors for the north and south halves of the ' district, respectively. The following managers have been appointed at a salary of $C0 per month. Northern division David A. Car ter, of Argento; William H, Nash, Ale; Charles F. Elgin, Rosedale; Milton D. Markhorn, Forest Grove; Arthur B. Lacy, RIckreall; John L. DimJck, Mount Hood; Oliver L. Pa quet, Wamie; Joseph H. Prout, Du fur; TVJHJam C. Walker,. Dufur. Southern division Sam R. Would Cost From $150,000 to $200,000 and the Rates for Water and Lights Would Be Exceedingly Low. Tho city of La Grande is consider ing a proposition for the installation of a new water and electric light plant in their municipality by Robert Stralhon, who proposes to purchase the present water system, to con struct a sewerage system, to develop power for manufacturing and other purposes and to operate an electric light plant which shall bo adequate to all demands upon it. The basis of the undertaking is the water supply to bo obtained from Sheep and Rock creeks, to bo con veyed into the almost naturdl reser voir known as Morgan lake, which is situated 1200 feet above tho city. This lake, it is estimated, could be made into a reservoir capable of storing 750,000,000 gallons of water, 120 acres at an avorago depth of 25 feet. This would not only furnish the city and abundance of water, but would also furnish 500 horse-power evjry month in tho year, but would be used after the power was develop ed for the scwerago system. The estimated capital required to purchase the )vater system and tho La Grande electrict light plant, to develop the water and power as con templated and the sewerage will bo from $160,000 to $200,000. His proposition is along the follow ing lines: To pay tho city for the water system the amount for which it is bonded, $50,000, and in return exact a franchise, (not exclusive) for 40 years to furnish tho city water for fire, protection which now consists of IC hydrants for $125 per month, to furnish about 12 200-candle-power arc lights for $125 per month, a total of $3000 per annum for water and light, a sum equal to tho Interest on tho city's water bonds, an ordinance com pelling all occupied property adja cent to the sewerage to connect with It, the charges to bo about 50 cents per month for average sized residen ces, none to exceed 75 cents.
