A correspondent of the St. Louis Re publican writes from Bayard county, Tex as: Last August a party arrived here from Oregon, and located near the center of the country, and laid out a town, and called it Oregon city, in honor of their sliite. Hy December they vrerc all in good, large frame and stone houses. One of these parties, Hon. S. R, McLain, from eastern Oregon, as soon as he had erected a house tor his family. Carleton and thoroughly explored tho premises. Ilia labor was rownrded by a find of $23 and an $6 watch. Tho fellow was after monoy rather than any thing else, as nothing other than tho nbovo was missal yesterday morning. Tho box containing railroad tickets was taken out and left on a flat car, indi cating an intention to steal tho tickets, hut tho thief probably thought such plunder would bo unprofitable and so left it behind. Fourth nt Vonoouvor. Great preparations aro going on for a Fourth of July celebration at Vancouver. Tho pcoplo there say that they havo al ways taken part in celebrations in Port land, and that it is but right at least onn visit bo returned. Among tho attrac tions will bo a military drill contest for u Bill: flng. Tho companies of this city havo been invited anil some, if not nil, will L'o. Tho steamers Vancouver and Lurlino will carry passengers over dur ing tho day. It is claimed that Van couver has waited for Portland to announco a celebration, and failing to do so, sho has gone ahead and made preparations. Wait Sldo Railroad On Tuesday Mr. Kohler, vice Presi dent of the West side railroad, occom panied by Mr. Ilulbert and a number of. engineers and asistanls of the company, arrived in town for the purpose of finish ing the work of the engineers preparatory to the grading oi the road, Mr. Ward, the contractor for the work of giadiug, wc ntc informed, will soon put a large force ot men at work on this section pi the road. During the present fine weather work has been pushed rapidly forward, and the grading is fast being completed to the La Creole. Between that place and the Luckiamutc hills the woik will be very light, as the country is almost a perfect level; through the hills to the Luckiamutc the grading will be heavier, but not very bad, except at the summit of Tock's Gap, where there will be quite a heavy cut. The following dispatch received last evening would indicate an amicablo sat- - sfct tlemcnt of tho Indian question on tho ' upper Columbia, though it throws no '' light upon tho disposition of tho charges ngainst Moses, for which ho is undor bail: Mouth or WccvATCiiie, May 29, via Dallm, Juno 4, 1879, C:00 P. if. A grand council was held hero to-day at 10 A. M., General 0. 0. Howard and aiiio Liout. C. 11 B. Wood, Gov. Ferry and Gen. Forsytho and other ofli cere wcro present. Tho Indians of tho upjcr Columbia wero represented by Moses, Chillo-hoo-sackt, Sussuck-pookau, Eon-ccn-satchio and Patin. Thero wcro six companies of cavalry on hand to prevent trouble, and about sixty Indi ans from tho difl'ercnt tribes. Tho pow wow was most satisfactory to all. Nearly all tho sub-chiefs agreed uncon ditionally to go with Moses to Fort Col villo. The fow who remain will stay on their farms and become- citizens. Moses is very exultant, especially that no com pulsion was used, and that the Indians all mado their decisions voluntarily. On Juno 3d thero will bo another council on Lake Challen, HO miles northwest of Kittitass valley, to simply ratify, as no new principles will be involved. BkaU Wi Har'a Htafc Water? Just now tho pcoplo of Portland aro much interested in the stage of tho rivor, and fearful of high water. The flood of 187G was tho highest known in 150 years, because tho water killed trees that were 100 years old. A gentlemsn who is one of tho oldest residents and has made a point of observing and con trasting tho rise of tho river for differ ent years, informs us that through May the temperature of this vcar was almost identical with that of 1 870; and that the water roso in May four feet less than in that year. In both years tho flood was at a standstill from tho 2d to 5th of June, and both years, again, the water roso five inches on the lifth. A gentleman who came from Vaucouvt-r yesterday says the water thero was nine and a half feet lower than tho highest stage in 187C. Thero is only three feet rise during June, 1870, and if thero is only three feet rise during the present month thtro will bo no overflow to do u' damage in this city. The best exper- ienco and observations then go to relieve tho public mind of apprehension that the rise of water will disturb the busi ' ness of Portland. This morning the water had raised six inches in tho pre vious twenty-four hours, by account kept at tho Water Company's pump, three inches during tho day yesterday, and three inches during tho night. During the corresponding time in '70 the raise was 7 inches. The water now lacks eight feet of being as high as the highest stage in '76, and four feet of being as high as the correjijwnding" date in that year. Tko Lait Indiaa. Mr. F. D. Sehnbley, sheriff of Yakima county, passed through this city, hays tuo raiomo Uazottc, having in custody tho Umatilla Indian, Wynccolt, charged with being one of tho Perkins' murder ers. Wynccott was arrested coiuu timo ago in tho Oknnngau country by Terms catt, chief of tho Okanagans, and deliv ered to tho whites at Fort Colville. Ho is tho oldest ono of the murderers, and, thp other Indians say, was tho moving spirit of tho party. Ho will bo taken to Yakima City and placed in jail with tho others, and will bo tripd nt thn On. tobcr term of court. Mr. Schnobloy in forms us that Saluskin was not taken to TJmatilla by a party of soldiers, but that he, assisted by two whito men, took him from Colville to Yakima City, where ho now lies in jail. Aftor tho Fire. It is now two weeks after tho fire, and as tho smoko ha cleared away wo aro better prepared to toko a look nt tho ruins and (iguro upon tho results. Wo havo lonsultod with quito a num ber of well informed parties, nnd havo arrived nt tho conclusion that tho actual loss will be entirely covered by tho in surance nnd tho riso in lots. For in stance, many lots to-day aro worth more than they wcro before tho tiro with buildings on them. There are sonic ex ceptions, of course, botuo of our nconlo unvo sustained au actual loss: lor in stance, Hniidly.tSiniiott, Henry .Schmidt, A. llettinijen, .1. P. .Smith, LduIso Kiss, Max Vogt it Co. and many others. But what wo mean is that with tho Insur ance and tho apparent rise in tho valuo of town lots in tho "burnt district," tho actual loss is very little or nothing. Somo of our pcoplo aro great losers, whilo others aie correspondingly win ners. It seems strango that a person must lose to win, but in somo respects this is true. Our citizens should lar m mind that if thoy build up solid blocks of framo they will bo unablo to got in surance, nnd per consoquenco their build ings will remain unoccupied. On going round tho gartlun this morn ing, I perceived what seemed a small piece of cheese, apparently floating in tho air straight before me. Ou coining up to it I found that it was suspended from a spidor'-ri web, which was spun right across tho path. Ono'a first hasty tuougut was that this spulcr had found a picco oi cneeso oeiow, nnu talcing a fancy to it, was then drawing it up into its web to cat it. Further examination' however, showed that tho substanco was not cheese, but a small nabblo much re sembling that edible, evidently taken from tho gravel walk beneath. Thoro was nothiiiL' for tho spider to attach his wob to on tho walk, so ho had selected a suitablo stono to balanco Ins web, which indeed it did admirably, tho web being attached to trees ou either side of tho walk, and weighted below bv tho Mono, so its to bo nearly in a poqiendiculiir iK)8Uion. liio stono was connected with the web by a thrco-fold cord, tho stray ds of which wcro attached to difl'ercnt parts of tho stone. I visited tho wob two or three hours after tho spider had finished it and found that his ingenuity had been rewarded, as tho wob contained, besides a largo fly, on which ho was dining, more small flies than I havo over before seen in a web, Neither myself nor thoso of my friends to whom 1 showed the web, have ever seen anything of tho kind be fore. Headers will bo interested in an ex ample of high instinct in a spider, and those who aro more versed in natural history than myBelf may be ablo to re member other examples of tho same kind. That the stability of tho web do cnded upon the weight of the Btono was shown when I put my hand under the latter. The result was that as I raised my hand tho lower part of tho web grad ually collapsed, but when tho stono was suffered again to fall gently tho web re sumed its proper shaie. The web was about fivo feet from tho ground. Spider engineering is a most interest ing tuiiiject, nml one that 1 have spent hours in studying. I havo worked out most of the problems in connection with it, but tho weight, dodgo I havo not as yet been ablo to explain. Somo tpiders will uso ties ; but others of exactly tho samo species will uso a weight, al though the circumstances under which both build are upparently similar. But how does tho spider raise tho weight t This I could never explain to my satis faction, as ono of the weights are so largo that it is scarcely possible they could lift them by u "dead lift." Be sides, they will put on one, two or inor6 weights in a fow hours before a wind, to fix their structures. The industry and ingenuity of tho spider jtasses belief to all thoso who have seen them at work, but no mere profitable duy can be spent by a young engineer than n day after a storm in a path through tho gorcu watch in,; a spider constructing it web. This is the legitimate way of seeinjj tho work done, but there are other dodges, such as breaking down tho webs and watching the poor devils reconstruct them. Land and Water. Wondorful Mirages. The excursionist In Arizona, writes a correspondent of the San Franclico Bulle tin, in leaving his coach before tunrisc, must not be surprised to sec lakes where the maps show no water, and mountains turned bottom-side upward in the air, and such other illusions as aerial castles, fortifi cations, railroads, forests and all descrip tions of architecture. It was only a few weeks ago, between Gila Bend and Mari copa, that I witnessed a most marvellous and exquisite series of transformation?, p-llected by the phenomenon ot mirage. The Sieira de las Estrella mountain had entirely disappeared, and in its place was a walled city upon the margin of a beau tiful lake. All at once the city disap peared; a castellated mountain rose In the middle of the lake and turned into a palace, which, after balancing itself in the air. tonnled over and sank Into the bos om of the tranquil waters. Then arojc a multiplicity of grotesque elevations, which rapidly assumed the character of fairy i.l cis, with lakelets within themselves, then, owirg to the unequal densities and fueling powers of tSe adUcent trata of air, the Islets became transformed castles, cathedrals, buttresses, cubes, fortification and other rock systems of architecture, which only survived, however, to vanish on perfect complition. Again arose an object which resembled a magnificent opera-house, cathedral, with the requisite deecription olgothic windows and domes, balustrades, imposing arches and door ways and many-colored lamps This last picture gave way to an Immense tube, which seemed to be suspended in the air until shivered into almost infinitesimal fragments, each of which assumed a va riety of shapes, with serrated borders, and soon vanished or became truncated be low the horizon. Then arose an im mense island, in shape not unlike Alca Iras; again it closely resembled Gibraltar, lifted In the air, all the while presenting an aspect as threatening as cither of the strongholds above named. Then came the Pyramids, and anon, the Casa Grande, precisely as it exists fifty miles away. Presently a great broad white scaif seemed to have been thrown ocr the list named elevation, yet permitting a formation like the picture of toe "itock of Ages."
