employment of Chinesu Uboruni on tho' im
provement of streets and public works in this
Stato has been placed before tho House.
Bo it enacted by tho legislative Assembly of
tho Statu of Oregon.
Section 1. That from and after tho possago
of this Act it shall bo unlawful to employ any
Chinesu laborer on any street, or part of street
of any city or incorporated town of this Stato
or ou an publio works or public improvements
of any character, and all contracts which any
person or corporation may havo for tho im
provement of any such street or part of street
or public works or improvements of any char
acter, shull bo null and void from ana after
the date of any employment of any Chinese
laborers thereon by tlio contractor.
Section 2. Inasmuch as theru arc largo num.
Imth of Chinamen working on thu streets of tho
various cities in this Stato and ou tho publio
works, to tho detriment of our citizens and
taxpayers, this Act shall take ell'eot and bo in

A BILL THAT SHOULD NOT
PASSED.
BE
A bill has boon introduced into tho Senate,
known as S. B. No. 68, by Mr. Sol. Hirsch, of
Portland, which provides for tho imposition of
a license or tax on drummers soiling, by samplo,
goods hlch aro not warehoused within tho
Stato, of ono hundred and fifty dollars in each
couuty for an amount of business done to tho
sum of tun thousand dollars or under, and an
additional two and a half per centum upon ev
ery thousand over and alwvo ten thousand dol
lars. Tlio bill further provides that there
shall bo no abatement upon any such liceneo
for auy shorter period of timo than ono year,
and impose a penalty for each violation of thu
act of n tiao of not Icm than ono hundred dol
lars nor moro than five hundred dollars, or im
prisoumout not less than ono month nor moro
th.u six months, or both lino and imprison
ment, ono half of said Gno to go to tho assessor
and tho other half to tho county.
This is altogether a prohibitory bill, and is
introduced in tho interest of a few holcsahj
dealers residing in tho city of Portland. If
passed, it will effectually keep all drummers
out of tho State, compelling our retail mer
chants either to buy their goods in Portland, or
to go to San Francieeo, or to purchase by order
without seeing any sample. Thus our iner
chauti will, in many eases, lo compelled to
spend much money out of tho Statu which
thoy now distribute at homo; while tho drum
mers, who now eomo from abroad and spend
their money hero, will Ihi kept away from us.
Thero will ho no addition to our revenues de
rived from tho licene, ami it is simply prohib
itory. Our merchant's purchasing at greater
ooit, will bo compelled to raise the price of
their goods, and every c'titen in tho State will
suffer, while the only erons benefited will De
ft few already wealthy wholesale mem bants in
Portland. We aro opposed to any such local
legislation, and cannot understand how nuy
member outside of the delegation from Mult
nomah can, in justice to his constituent,
vote for the bill.

will say that they worked over grass
or sand. Thoy did not, but over the
roughest roads imaginable. In places
excessively hard, ind in others as dis

writer thus anticipates an objoction
which will occur to many readers:
"Somo will bo likely to say that

into tho ground to start a load. Of
courso thoy havo when thoy aro shod.
But tho unshod horso starts with tho
flat of his foot, which affords him a
much larger and moro holding surface,
ruoro holding becauso it Is tougher and
