A BILL THAT SHOULD NOT PASSED. BE A bill has boon introduced into tho Senate, known as S. B. No. 68, by Mr. Sol. Hirsch, of Portland, which provides for tho imposition of a license or tax on drummers soiling, by samplo, goods hlch aro not warehoused within tho Stato, of ono hundred and fifty dollars in each couuty for an amount of business done to tho sum of tun thousand dollars or under, and an additional two and a half per centum upon ev ery thousand over and alwvo ten thousand dol lars. Tlio bill further provides that there shall bo no abatement upon any such liceneo for auy shorter period of timo than ono year, and impose a penalty for each violation of thu act of n tiao of not Icm than ono hundred dol lars nor moro than five hundred dollars, or im prisoumout not less than ono month nor moro th.u six months, or both lino and imprison ment, ono half of said Gno to go to tho assessor and tho other half to tho county. This is altogether a prohibitory bill, and is introduced in tho interest of a few holcsahj dealers residing in tho city of Portland. If passed, it will effectually keep all drummers out of tho State, compelling our retail mer chants either to buy their goods in Portland, or to go to San Francieeo, or to purchase by order without seeing any sample. Thus our iner chauti will, in many eases, lo compelled to spend much money out of tho Statu which thoy now distribute at homo; while tho drum mers, who now eomo from abroad and spend their money hero, will Ihi kept away from us. Thero will ho no addition to our revenues de rived from tho licene, ami it is simply prohib itory. Our merchant's purchasing at greater ooit, will bo compelled to raise the price of their goods, and every c'titen in tho State will suffer, while the only erons benefited will De ft few already wealthy wholesale mem bants in Portland. We aro opposed to any such local legislation, and cannot understand how nuy member outside of the delegation from Mult nomah can, in justice to his constituent, vote for the bill. Ho. Hon gkoof. Tho Bllpplng of horses on tho a8 phalt paveraont8, In Londou, has given rise to some discussion as tho proper form for shoos, whereupon a writer in tho Times comes forward with tho re commendation that no howe-shoes at all will bo used! He says ho has con stantly dispensed with them sinco 1822, ntlds: "I have owned 200 animals at ono timo. dedicated to all manner of purposes, draught, saddlo and puck, and not ono of thorn shod. Somo one will say that they worked over grass or sand. Thoy did not, but over the roughest roads imaginable. In places excessively hard, ind in others as dis agreeable Boft and heavy." Ho gives hisexporlcnco n Brazil, whero pack horses without being shod travel Imirnoys of over eight hundred miles. Unshod horses nro also used in Brazil ian cities, without slipping on tho pavemont. Of course, says tho writer, If an ownor wore to pull off his horse's shoes, and at onco riuo him a long dis tance, ho would find his horso go tender on all his feot. Keep tho edges of his hoof slightly rounded off with a rasp to prevent tho raveling up of tho edges of a hoof, for tlio first timo since colt hood brought naked to tho ground, ho would bo agreeably surprised. Oc casional paring will nlways bo needed, but tho frog should nover bo cut. Tho writer thus anticipates an objoction which will occur to many readers: "Somo will bo likely to say that draught horses havo tc dig their toes into tho ground to start a load. Of courso thoy havo when thoy aro shod. But tho unshod horso starts with tho flat of his foot, which affords him a much larger and moro holding surface, ruoro holding becauso it Is tougher and rougher than a bright shoo. Boston Journal. Tho tramp bill just passed by the New Hampshire uoubo provides that any body except a blind person female or minor under 17 who go about from place to placo soliciting charity shall bo deemed a tramp and sent to tho state's prison for not moro than fifteen mouths at hiird labor: uny tramp that enters a dwelling builds, a Hro on tho highway or on land without permission of tho owner or carries a dangerous weapon or threatens violence shall go to the ritatcs prison for not moro than two years and if lie wilfully Injuro uuy property or person he may be sent thero for Ave years. Every town mustappointspuciul constables to uttcd to trumps but any person can arrest them and got $10 apiece lor ho trumpsconvlctcd. Mind your stopi. A compositor In sot ting up the toast: "Woiian without her, man would be a savago," got the punctuation in tho wrong plnco, which made it read: "Woman, without her man, would be a savage."
