Thoy have seen the Legisla ture corrupted, and tho members bribed; the ninety thousand acres of land Intended for an Agricultural College thrown uway; and tho people's school money npproprlated.by the Leg islature, for tho construction of locks nt the falls of tho Willamette. Hut can they now afford to let Mr. Holla day get control of the next Legislature, nnd by tho passage of 'a few lit te bills,' become the owner of those Improve ments which the people's school mon ey has mnde, nnd seal tho navigation of the Willamette river to nil others except himself, nnd thus give him ns complete n monopoly ns tho world over eaw ? Can the worklngmen afford to let this ono mnn grow rich from exactions that arc unjust, nnd become opulent on the toll that commences at early dawn nnd ends only with tho going down of tue sun v There Is misapprehension on your pnrt ns to tho character of tho funds appropriated for the construc tion of locks nt tho falls of the Wil lamette. The facts about that fund are these : Coiifrre.- gave to tho State of Oregon live per cent, of nil moneys received from tho sales of public lands within its boundaries for tho purpose of Internnl Improve ment. Congress iil-o guvo to the State live hundred thousand acres of land for purposes of internal In)'' provemcut. When the constitution or urctfon was lonucd, mo loii Conycii c, united tlon, unwisely, as I think Congress to divert thnt grant of land to school purposes Congress ml niittcd tho State, taking no notice of tho request, possibly regarding it ns unwise, ami likely to ho repciuVd-or by tho State. That it was so, I think there can be no doubt. Our scIuhjI fund was already largely provide!!, for. nnd tho State needs funds for Mich improvements ns those now lio lng made nt tho Fulls, for tho asked for wagon road from Dalles to Port laud, and other similar enterprises which fall under the head of Internal improvements. Tho locks 1)111 of the last Legisla ture appropriated $200,000 for lock ing tho Willamette falls, to bo paid out of the live per cent, fund, as far as that would go, and tho remainder from (ho ri()0,00il aero fund, which had never been diverted from its original purpose, nnd was then an internal improvement fund. Whe ther tills was wNo or unwise, I do not propose to discu.ss ; that is not my purpose. I learn by inquiring at tho Secreta ry's olllco that tho amounts so far received from tho five percent, fund arc as follows : lly Oov. Oiblw $1,.-,I5.I)2 By Gov. Grovcr 0,508.70 $fl,U4.C8 Making $8,111.08, which Is tho amount of this fund applicable to tho locking of tho falls. Tho balanco of tho 5200,000 Is to bo derived from tho 000,000 aero grunt. After this impropriation for tho purpose of locking the falls, Senator Williams introduced imact intoCou gress diverting tiio balance of tho fund derived from tho 000,000 aero grant to tho school fund. I know that is now generally thought to have been wise. Hut It occurs to me, considering tho liberal endowment of that fund, that tho State would hnvo profited more by its expendi ture for tho purpose for which it was originally appropriated internal im provement. Another suggestion nhout tho fall: It is reported that tho lock company will re-invest tho State with its fran chise, nnd property, If thoStato will refund to it tho money tho company 1ms expended ; or, in other words, make them whole. If that is so, or if they will do it upon other reason able terms, the next Legislature should purchase the same, tho State complete thelocklngof the fall-, and forever prevent any man or comjw ny, or combination of men or com panies, from controlling tho trans portation of the Willamette valley. Unless something Is done to break the nionoMly which is now fasten ing Its grasp upon our throats, we may bid farewell to progress. And nt this hour, our only remedy Is a free river from Astoria to tho high est point to which steamers can as cend. Hl'HtNKSA. Fixe Wool Goes Kast. The Jiul Ictlu, on the authority of Mr. Jacobs, of the Oregon City Woolen Factory, con tradlcts the statement made by the Fahmeu that our flue wool was sent Kast. Our authority for making the statement was men who havejbeen connected with the wool business in this State for the pint ten years, nnd who nre far better posted on the sub ject than Mr. Jacob who has been In the business only three or four years. If Mr. Jacob's factory keeps all the lino wool within tho State, wo nro a little curious to know what Is done witli it. Mr. Jacob Is either Ignorant of the facts, or is wilfully making mis representations. Tin: Wool. Market. Dispatches from San Francisco show n somewhat unsettled state in the wool market. Ontlio22d, It was stated that "the market has not yet been fairly estab lished, though it Is reported that as high ns 5."c has been paid. From present appearances It will be difficult to get any material advance on this price, except for fancy lots. Advices from the Fast confirm tills view of the market" On tho 21th, sales for the week embraced 100,000 lts at 40o0 ceiH3-for fair to good aveitigP'lots..
