Jordan died in 2014 after a long battle with Alzheimer’s disease. To this day he is one of only two African Americans to serve on the Portland City Council. When Sachs approached the fami- ly of Jordan, he wanted to make sure Jordan’s legacy was being honored. He said it was very important to the fam- ily that the new policy be named the Charles Jordan Standard as opposed to the Charles Jordan Rule. “If it was going to carry his name it had to be something that encouraged them to do the right thing, because it is the right thing on their own, not be- cause they were forced to,” he said. In 2009, Sachs pushed for the “Rooney Rule” to be applied to all Oregon state-funded colleges. The rule stated that every head-coaching job in these schools needed to interview at least one minority candidate. Oregon then became the first state to pass the rule. Sachs said he hopes other cities across the county will make similar steps to- ward diversity in their leadership. Obituary: James Eugene Burks J April 10, 1934 - Dec 23, 2015 ames Eugene Burks was one of three chil- dren born to James P. and Marie Burks on April 10, 1934 in Dallas, Texas. The family later moved to Portland where Eugene attended Elliot & Holladay elementary schools and graduated from Washington, HS. Eugene joined the Army and later crossed trained into the Air Force. He retired in Spokane, WA as a sergeant in 1972. Was then employed at Spokane’s Internation- al Airport Police Ser- vice, While stationed in Blaine, WA he was on the board of the Blaine Health Center, secretary treasurer of the Blaine International Kiwan- is and a Toastmaster in Linden, WA. Stationed in Spokane, Washington he participated in many organizations such as the Spokane Law & Jus- tice Council, the Mason- ic F.A.M. and Masonic Lodge #649, he was American Legion/Com- mander Post 241, V.F.W. Post 3386, FOP/vice pres- ident West Plain Lodge #11. He served as the East Region Chairman for the Special Olympics Torch Run Campaign and he was a member of the Airport Police Associ- ation. Eugene attended Grace Harvest Fellow- ship Church and was in the Promise Keepers Ministry. He was a man of God who loved to read and talk about the Word of God. Eugene died De- cember 23, 2015 in Spo- kane, Washington. Pre- ceding him in death was his father James P., his grandparents, his broth- er Charles, his mother Marie (Burks) Holiday and his nephew Jerome Ivory. He leaves behind to cherish his memory his wife Virginia; his daugh- ters Michelle of Port- land; La Tonya, Chicago, Illinois; Cathy Edwards Portland; his sister, Bet- ty Ivory, grandchildren, nieces & nephews. He will be missed by all who loved and knew him. At his request there will be no services.
