INVITATION TO BID
City of Hood River
WWTP Outfall Extension Project 609
Written, sealed bids from qualified contractors will be re-
ceived by the City of Hood River at the Hood River City
Hall, 211 2nd Street, Hood River, Oregon 97031, until
2:00 p.m. on September 17, 2015, at which time they
will be publicly opened and read. Bids shall be clear-
ly marked BID for “WWTP Outfall Extension Project
609” and shall show the date and time of bid opening.
The person designated to receive offers at the above ad-
dress is Mark Lago, Director of Public Works.
A mandatory pre-bid conference will be held on Tues-
day, September 1, 2015 at 10:00 a.m. at the City of Hood
River’s City Hall Council Chambers, 211 2nd Street, in
Hood River. Statements made by Owner or Owner’s rep-
resentatives at the conference will not be binding upon
the Owner unless confirmed by written Addendum. The
meeting will conclude with a site visit.
Bidders must comply with ORS 279.027 regarding sub-
mission of First-Tier Subcontractor Disclosure Form by
the deadline indicated on the form. Disclosure forms are
provided in the Bid Documents.
The project area of work defined by this Contract is in
Hood River, Oregon, from the Wastewater Treatment
Plant’s disinfection basin, located at 818 Riverside Dr.,
extending north and west approximately 460’ to the cul-
de-sac at the western end of Portway Ave., and continu-
ing north and west approximately 1,525’ along the Hook
access road to the westernmost bend. The project will
continue approximately 335’ west into the Columbia Riv-
er towards Wells Island. The work to be done under this
contract consists of modification to the existing effluent
structure of the WWTP’s disinfection basin, installation of
approximately 1,985’ of new out of water 36” HDPE outfall
pipe with related manholes, installation of approximately
335’ of new in-water 34” HDPE outfall pipe, installation of
a new HDPE 12-port in-water diffuser, and construction
of a new bike path. Also, included in the work will be the
reconstruction of the cul-de-sac at the western end of
Portway Ave. and the Hook access road.
Prequalification is not required; however, if not currently
pre-qualified to work in the City of Hood River, the appli-
cant must submit with its Bid, a completed City of Hood
River Prequalification form.
The work is fully described in the Contract Documents,
which may be obtained or examined at Hood River Pub-
lic Works, 1200 18th Street, Hood River, OR 97031
on or after Monday, August 24, 2015. A non refundable
fee of $100.00 will be required for each required Bid Set
or additional copy. Make checks payable to the City of

OR 97031. Bid packages will be mailed for an additional

Bids will be publicly opened immediately after the dead-
line for bid submission. Bids shall be submitted on the
bid forms supplied in the bidding documents and shall be
accompanied by a bond, postal money order, certified or
cashier’s check from the bidder in the amount of at least
five percent (5%) of the bid as security.
The successful bidder will be required to execute a formal
agreement with the Owner and provide acceptable insur-
ance and both a performance bond and material and la-
bor payment bond each in an amount equal to 100% of
the contract award in accordance with the Specifications
within ten (10) days of Notice of Award.
The project is a public work subject to ORS 279C.800 to
279C.870. Contractor must be registered with the Ore-
gon Construction Contractors Board (CCB) prior to the
bid opening. Contractor must pay Prevailing Wages in
accordance with ORS 279C.800 to 279C.870. No Bid
will be received or considered by the Owner unless the
Bid contains a statement that Bidder agrees to be bound
by and will comply with the provisions of ORS 279C.840
or 40 USC § 276a.
The Owner may reject any Bid not in compliance with
prescribed public bidding procedures and requirements,
and may reject for good cause any or all bids upon a find-
ing of the Owner that it is in the public interest to do so.
