EEO/AA. 1-30-13 1-30-13 FARMERS IRRIGATION DISTRICT REQUEST FOR PROPOSALS LARGE PIPE FACILITIES PROJECT FARMERS CANAL SCHEDULES The Farmers Irrigation District is requesting proposals from qualified firms and individuals to provide materials, transportation, equipment, and other means to complete the LARGE PIPE FACILITIES PROJECT – FARMERS CANAL SCHEDULES in accord with the Contract Docu- ments. A pre-proposal conference is scheduled for Febru- ary 4, 2013 at 10:00 a.m. at the Farmers Irrigation District Office at 1985 Country Club Road, Hood River, Oregon. Attendance at this conference is mandatory. Proposals submitted by parties that fail to attend the pre-proposal conference will be rejected. Sealed proposals will be received until February 13, 2013 at 3:00 p.m. at the Farmers Irrigation District Office. There will be no formal opening of proposals. Facsimile and electronic proposals will not be accepted. Farmers Irriga- tion District may decline to consider proposals submitted after the above stated deadline. Any statements made by Farmers Irrigation District representatives, agents or employees at the pre-proposal conference are not binding on the District unless confirmed by written addendum to the Contract Documents. Copies of the Contract Documents can be obtained at the office of Anderson-Perry & Associates, Inc., 1901 N. Fir Street, P.O. Box 1107, La Grande, Oregon 97850, upon non-refundable payment of $150.00 for each set. Alterna- tively, the Proposer may request a paper copy of the Price Proposal Form and a CD containing a printable pdf version of the Contract Documents and Drawings for $25.00. Only a Price Proposal Form obtained from the Engineer shall be used for pricing purposes. The Proposer shall provide his or her mailing address, telephone number, and fax num- ber when Contract Documents are requested. The Con- tract Documents are available after January 28, 2013. Pre-qualification of proposers is not required. All pro- posers are required to comply with the provisions of Fed- eral law, Oregon Revised Statutes, and Farmers Irrigation District Local Contract Review Board policies and proce- dures. Proposers are required to certify non-discrimination in employment practices as defined in ORS 279A.110. Farmers Irrigation District expressly reserves the right to: 1. Reject any or all proposals not in compliance with pub- lic contracting procedures or unacceptable to the Farmers Irrigation District; 2. Waive informalities in the proposals; 3. Select the proposal which appears to be in the best interest of the Farmers Irrigation District; and 4. The 2010 census showed that the median wealth owned by White families was $110,000, yet an aver- age Black family owns less than $5,000. Black unemployment is generally twice that of Whites. In fact, racial disparities, rooted in America’s shameful history of slavery and discrimination, affect every major economic indicator, as well as health and education outcomes. America has failed to live up to its promise of equal opportunities for all. This wrong must be put right. After WWII, the Marshall Plan rebuilt Europe. We call on President Obama to create “A Marshall Plan for Black America.” We ask the president to fund a grassroots economic development plan that will create true equality for all.
