laws of the State of Oregon and the Metro Charter, locat-

is requesting proposals for transportation and process-
ing services for up to 50,000 tons of organic waste from
the Metro region, beginning January 1, 2012 and contin-
uing for a five year period.

The Portland Development Commission requests com-
petitive proposals from qualified and experienced firms
for the provision of residential property managements
services for the Headwaters Apartments, a four-story,
100-unit rental housing development located at 8833 SW
30th Avenue, Portland, Oregon. The full RFP can be

A mandatory pre-proposal meeting will be held on
September 21, 2011 at 8833 SW 30th Avenue, Portland,
Oregon. Proposals must be received no later than the
proposal due date and time listed above at 222 NW 5th
Avenue, Portland, Oregon 97209. Fax, oral, or email pro-

The Metro region comprises three counties and 25 cities
with a combined population of nearly 1.6 million people.
The commercial and residential sectors in the region dis-
pose of over 240,000 tons of organic waste (e.g., all
types of food waste including fruits and vegetables,
meats, seafood, grains, dairy and bakery waste) and
compostable non-recyclable paper (e.g. food-soiled
paper, waxed corrugated cardboard) annually. It is esti-
mated that approximately 55% of this waste is generated
by the commercial sector and 45% from residences. In
2010, the region recovered and composted over 22,500
tons of organic waste (“organics”) from the commercial
sector; 17,700 tons of this material was received at Metro
Central Transfer Station, referred to as Metro Central
Station or MCS.
The organic waste generated by the commercial sector
is the focus of this procurement. Targeted businesses
include grocers (retail and wholesale), restaurants, food
service, caterers, institutional cafeterias and kitchens,
and food processors. Metro estimates that this sector
generates approximately 136,000 tons per year of recov-
erable organic waste.

The scope of work is to assist the Zoo in developing a
three to five year concert strategic and tactical plan;
research artists and potential concert line-up that sup-
ports the established plan and targets; contract with
artists and pay artists; plan, coordinate and procure
equipment, back stage security and technicians and pro-
vide all request outlined in concert “riders” provided by
artist; assist Zoo with development of marketing strate-
gies and materials and concert logistics; support and
advise the Zoo in ticket sales to concert events; and
attend and support Zoo at each concert events.
