REQUEST FOR BIDS
METRO PARKS AND ENVIRONMENTAL
SERVICES
ENGINE GENERATOR SET REPLACEMENT
RFB 11-1822
The Parks and Environmental Services Department of
Metro, a metropolitan service district organized under the
laws of the State of Oregon and the Metro Charter, locat-
ed at 600 NE Grand Avenue, Portland, OR 97232-2736,
is requesting sealed bids to replace an engine generator
set at Metro South Station (2001 Washington Street,
Oregon City).
Bids are due no later than 2:00 p.m., February 10, 2011,
in Metro’s business offices at 600 NE Grand Avenue,
Portland, OR 97232-2736, Attention: Karen Slusarenko,
RFB 11-1822.
Pre-Bid meetings are scheduled for February 1, 2011, at
8:00 p.m. and February 1, 2011, at 3:00 p.m. All meet-
ings will be in the Control Room at Metro South Station,
2001 Washington Street, Oregon City, OR. Potential
prime contractors must attend at least one of these
meetings or their bids will be rejected. Attendees should
bring hard hats and safety vests for an inspection of the
existing generator site.
The contract contemplated consists of replacing an exist-
ing engine generator set (210KW Katolight) with a new
engine generator set with minimum output of 220KW.
The work shall include removing the existing generator
set, installing a new generator set and equipment, also
electrical work, and misc. appurtenances. The work
includes all labor, equipment, and materials required to
design, construct, fabricate and install all components to
provide fully operational engine generator set as
described by the contract documents. The work will also
require the services of the engine generator set manu-
facturer’s service representative for commissioning and
training.
All bids must be submitted in sealed envelopes which
clearly identify the item(s) as stated in the RFB. Bidding
documents, (including plans and specifications depicting
the work) may be viewed on Metro’s website at
http://www.oregonmetro.gov under “Doing Business
With”, then “Requests for Bids and Proposal”.
Metro may accept or reject any or all bids, in whole or in
part, or waive irregularities not affecting substantial
rights if such action is deemed in the public interest.

Sealed bids for the Winston-Dillard Water District's
3.75 MGD Water Treatment Plant project will be
received by Robert Young of the Winston-Dillard Water
District, 121 Douglas Street, Winston, Oregon 97496
until bid closing time of 2:00 p.m. local time on February
15, 2011. Bids will be held but not opened until 4:00 p.m.
(the submittal deadline for the "First-Tier Subcontractor
Disclosure Form"). Bids shall be clearly marked "Bid
for 3.75 MGD Water Treatment Plant" showing date
and time of bid opening as well as the Bidders name,
and shall be delivered to the Winston-Dillard Water
District, by or before the above bid closing time.
By no later than 4:00 p.m. local time on February 15,
2011, each bidder shall deliver to the Winston-Dillard
Water District, at the same address as the bids were
delivered to, the "First-Tier Subcontractor Disclosure
Form" contained in the bidding documents. This form
shall be submitted regardless of the total bid. Bidders
who fail to submit the required disclosure form will be
considered non-responsive, and their bid will not be
opened. The disclosure form shall be submitted in a
separate sealed envelope clearly marked "Disclosure
Form for the 3.75 MGD Water Treatment Plant",
showing the date and time of the disclosure submittal
deadline, as well as the Bidders name, and shall be
delivered by or before the disclosure submittal deadline.
The work includes the following: Construction of a new
3.75 MGD Water Treatment Plant. The construction
includes the construction of a 10,000 S.F.
treatment/office building, installation of three membrane
microfiltration units and associated equipment and pip-
ing, raw water pump replacement, construction of 500
linear feet of 16”/18” raw water lines, construction of 150
linear feet of 16” finished water lines, construction of a
24’ wide paved access road and parking area, a 500 lin-
ear foot storm drain system and a 300 linear foot sani-
tary sewer system.

Copies of the Contract Documents and half-size draw-
ings may be obtained from Erwin Consulting
Engineering for a non-refundable deposit of three hun-
dred fifty dollars ($350.00) for each set of documents.
Full size drawings may be obtained from Erwin
Consulting for an additional two hundred dollars
($200.00). The above cost is for standard U.S. Mail
delivery service and cost of copy preparation.
This contract is for a public works contract subject to
ORS 279C.800 to 279C.870 requiring contractors and
subcontractors to state that they will comply with the
minimum rates for wages as determined by the
Secretary of Labor and the Bureau of Labor and
Industry for the State of Oregon. No bid will be accept-
ed unless the bid contains a statement by the bidder
that ORS 279C.840 will be complied with.
In addition, each bid must contain a statement as to
whether the bidder is a resident bidder, as defined in
ORS 279A.120.
All proposals shall be accompanied by a bid bond equal
to five percent (5%) of the total bid, to be forfeited to the
Owner in the event or failure of the Contractor to execute
the contract. Contractor to submit additional forms (see
Bidder’s Checklist) with the Proposal as required by the
contract documents. A one hundred percent (100%)
Performance Bond and a one hundred percent (100%)
Payment Bond will be required to guarantee the faithful
performance of the Contract. It is required that the sure-
ty issuing such bonds have an attorney-in-fact or a prin-
cipal doing business in Oregon. This information must

be included on the bond statement.
Bidders must demonstrate that they are a Responsible
Bidder as defined by ORS 279C. Prequalification pack-
ages, as outlined in Section 01031 – Bidder’s
Qualifications of the technical specifications for this proj-
ect, must be submitted by the two (2) lowest, responsive
bidders. The Prequalification packages must be
received by Erwin Consulting Engineering by no later
than 2:00 pm on the second business day after the bid
closing. Faxed prequalification packages will not be
accepted.
A mandatory pre-Bid conference will be held at 1:30 PM
on Wednesday, January 19, 2011 at the Winston-Dillard
Water District, 121 NW Douglas, Winston, OR 97496.
Bids will not be accepted from prime contractors that do
not attend this conference.
In accordance with ORS 279C.365(k), no bid will be
received or considered by the Owner unless the bidder's
proposal includes a certification that the bidder is regis-
tered with the Construction Contractors Board or
licensed by the State Landscape Board, which is
required per ORS 671.530.
The Owner reserves the right to reject any or all bids, to
postpone the award for 30 days, to delete certain items
from the proposal, and to award the contract to the low-
est responsible bidder.
The Owner may reject any bid not in compliance with all
prescribed public bidding procedures and requirements,
and may reject for good cause any or all bids upon a
finding of the Owner it is in the public interest to do so
[ORS 279C.395].
Bid documents submitted to plan centers are sample
only. Bids must be submitted on original bid documents
obtained from Erwin Consulting Engineering. Bids
received on non-original documents will not be accept-
ed.
The estimated construction costs for this project is
$6,000,000.00.
