WASHINGTON WV-The Army'j intelligence chief says the Soviets may be storing am munition, military vehicles and aircraft in thousands of caves in Cuba are aren't letting even top Cuban military personnel get close enough to have a look. "Aerial photography has fur ther revealed the extension of roads to known and suspect caves locations," Maj. Gen. Alva R. Fitch told the Senate armed services subcommittee Wednes day, "and it is considered high ly probable that much military equipment and supplies are be ing stored underground." At the same time, Fitch dis counted recurring reports by Cuban refugees that offensive missiles or bombers are being hidden in the caves. "It is our belief that the So viets did, in fact, remove all strategic weapons systems that were in Cuba at the time the quarantine was imposed," he said. (UPD Gov, Orval Faubus accused the federal government Wednesday of secretly recruiting Arkansas National Guard pilots of the 1S62 Cuban invasion and then "betraying" them. Some of them flew in com bat and one Air Guard plane was shot down, Faubus said. Brig. Gen. Frank Bailey, chief of staff of the Arkansas Air Na tional Guard, said he did not know what Faubus was talking about. But he added the Arkan sas Air Guard "did not nave any planes involved." The Defense Department in Washington declined comment. Faubus did not say who re cruited the pilots. He said he knew at the time of the invasion that Arkansas Air Guard pilots were involved, but could say nothing at the time. . They tried to recruit some men in the North and couldn't do it, so they came down to the South where they still have some pa triotism and got some volun teers among the National Guard." He '..aid there were a dozen Arkansas guard pilots based in Nicaragua, some of whom flew combat missions in the inva sion. He said the pilots were sworn to secrecy, lest their part in the action jeopardize their military careers. A censored version of Fitch'j report to the subcommittee, which is investigating the So viet Military buildup in Cuba, was made public after he testi fied. Among other things he told the senators: "There are no indications that Soviet ground force units have departed from Cuba other than those associated with" the in termediate and medium-range missile systems. "Our combined intelligence effort shows that there has been a substantial increase both in quantity and quality of heavy equipment in Cuba during the past year, much of it modern, including tanks, artillery, mor tars and motor transport ve hicles." If the caves are air condi tioned and dehumidified they might serve as storage places for "both large and delicate electronic items. Indications are that the activi ty around the caves is being conducted solely by Soviet per sonnel, with Cuban military brass barred. While Fitch was testifying. Republicans were maintaining their drumfire of criticism on the way the Kennedy adminis tration dealt with the buildup last fall. We know the Russians were bringing in a lot of stuff months before the President took ac tion," said Sen. George D. Aiken, R-Vt. "People in the know expressed concern to me as long ago as last April." And Sen. Involved in the settlement were Pacific Power k Light Co. and West Oregon Electric Co operative. "The PUC, by virtue of provi sions in Oregon's utility area allocation law, was able to bring the two firms together and work with them until a settlement was reached, preventing the compet itive situation from adding more duplicated facilities," Hill said. Under terms of the agreement PP&L will take over West Ore gon's facilities serving the U.S. Maritime Commission base and will continue to serve all pres ent and future customers there. West Oregon will take over PP&L's lines and customers in the Necanicum Junction area west of Cannon Beach in South western Clatsop County.
