OB Three miners were feared killed Wed nesday, in a fire, smoldering in one of Illinois' newest coal mines, swept out of control. Four other miners were hospi talized, suffering from smoke inhalation. A fire broke out Tuesday in the Freeman Coal Co.'s Orient No. 5 mine near Benton. Near ly all 70 men in the mine were evacuated. A few miners re mained 640 feet underground to fight the blaze, which ap peared to have been brought under control. However, the fire which had spread about 400 feet along the mine's lowermost tunnel, early Wednesday spread to other sec tions, feeding on coal residue. Mine officials said three miners among the crews fight ing the fire were missing and presumed dead. About 24 spe cial mine rescue workers were sent to the mine to erect six wood and concrete walls at va rious points to cut off the air supply and smother the fire. The mine, which employs about 250 men in this Southern Illinois city of about 7,900 popu lation started production in 1961. Coos Democrats Criticize Barton MYRTLE POINT (UPD House Speaker Clarence Barton, D-Co-quille, came under fire from members of his own party in his home county this week. The Coos County Democratic Central Committee passed a resolution criticizing Barton for his stand on taxation. The com mittee cited Barton's support of proposals by Gov. Mark Hat field for a cigarette tax and a net receipts tax which would broaden the tax base. The committee said Barton's stand was in opposition to the plank on taxation as stated in the Democratic platform. sleek prop-jet airliner, coming Municipal Airport, crashed into Tuesday night, killing all eight Airlines Viscount had seats for five. Mrs. Elmer Russell, 70, Kan sas City, Kan. Her son, Richard, 32, Kansas City, Kan. E. N. Johnson, Chicago Heights, 111. Nathan E. Garber, St. Louis. R. O. Ziegler, assistant chief of air traffic for the Federal Aviation Agency here, said the plane, Flight 290 from Midland, Tex., approached from the north to south toward the busi ness district, just across the Missouri River from the air port. "It made a normal approach until about 50 feet above the north end of the runway," Zieg ler said. At that time it ap peared to level off and climb slightly. It proceeded over the runway until it reached the south end of the field, when the nose appeared to drop sharply and the aircraft disappeared from view behind the dike." Witnesses said the craft hit an earthen bunker and bounced over a 9-foot wire fence. It skidded up the slope of the dike and catapulted into undergrowth 150 yards from the river. J. W. Matthews of Bonner Springs, Kan., said the plane was afire as it approached. Matthews was on duty as a railroad foreman near the air port. The crash was the first fatal accident involving a commercial airliner in the history of the airport and of Continental. An earlier Continental crash, which killed 45 persons, was blamed on a bomb. :- n! "W Republicans Assail Education Bill WASHINGTON President Kennedy's attempt to unite sup porters of aid to education has already touched off bitter division among them in Con gress. Kennedy wrapped 24 separate proposals dealing with every thing from elementary to grad uate school into one big bill and sent it to Congress Tuesday, urging "high priority action." The package carries an esti mated price tag of $4.6 billion for three years but cuts back sharply previous administration proposals for aid to public ele mentary and secondary schools. PORTLAND W) Portland General Electric Co. proposed Tuesday to construct part of a power intertie with California and lease half of the line's transmission capacity to Bonne ville Power Administration. PGE said the lease rights would cost no more than if Bonneville were to build a line of its own. The firm also proposed that transmission of power outside Oregon be limited to that con sidered surplus to the need of Pacific Northwest customers. The proposal was outlined in a letter to Bonneville Adminis trator Charles Luce from PGE board chairman Thomas W. Dclzcll. Estimated cost would be $23 million. A connection then would be made with a proposed Pacific Gas and Electric Co. line from California. Portland General Electric suggested that Bonneville or some other federal agency con struct the portion of the line between the Columbia River and the Round Butte Dam, leasing 50 per cent to PGE. The Senate, which generally regards education measures more favorably than the House, seemed more willing to go along with the President, at least for a while. Sen. Wayne Morse, D-Ore., chairman of the Senate ' Education Committee, said he thought it would be "highly desirable" to hold hearings on a single bill and see if common approach to the nation's educational needs can be reached. Morse Introduced the meas ure in the Senate late Tuesday and said it deserved the support of Congress. Rep. Adam C. Powell, D-N.Y., chairman of the House Educa tion and Labor Committee, said hearings on the whole package would be held in the House, but he added "I do not know what the final shape of the legisla tion will be." Unconstitutional? The most likely change is the elimination of aid to public ele mentary and secondary schools. Although Kennedy cut his pro posal from the $850 million a year he asked for two years ago to $375 million a year, it still is weighted with the religious issue of aid to private and pa rochial schools that has kept it dormant since mid-1961. Kennedy's view is that such aid would be unconstitutional under the separation of church and state. The Roman Catholic $3.8 Million Apportioned To Oregon Public Schools WASHINGTON Ml The Pa cific Northwest and Alaska would get more than $12 million in aid to public elementary and secondary schools under Presi dent Kennedy's education pro gram. Washington would be allotted $5.8 million, Oregon $3.8 mil lion, Idaho $1.9 million and Alaska $612,000. The money would be for fiscal 1964, start ing next July 1. It would be for construction and teachers' salaries, except for 10 per cent which would have to be spent on special pro ects such as surveys and reme dial reading. The President's program, sub mitted to Congress Tuesday, pro vides for apportioning the mon ey among the states on the basis of population and per capital income. The federal government would pay up to 50 per cent of the cost of each construction pro ect Each state would have to list its construction projects in order of need and undertake them in the order listed. hierarchy of the nation contends such aid would not be uncon stitutional and noting that Ken nedy's education proposals for the third straight year did not ask such aid, a Roman Catholic spokesman termed the program disappointing. The National Education Assn. heartily endorsed the bill; a rep resentative of the National Catholic Welfare Conference said it "had something for ev erybody, everybody except those children whose parents have elected to send them to private schools." The most optimistic predic tion for the catch-all bill was made by Senate Democratic Whip Hubert H. Humphrey, Minn., who rated its chances better than 50-50. He said that individual parts of the bill had a "very, very good chance." House Passes 3 Money Bills SALEM Wi The House passed three small appropria tion bills Tuesday and sent them to the Senate. The bills, for a total of some $27,000 were the biennial budgets of the Capitol Plan ning Commission, the Naturo pathic Board of Examiners, and the Board of Examiners in Watchmaking and Clockmaking. Three other measures passed the Houso Tuesday and went to the Senate. They were minor housekeeping bills.
