As the negotiating ministers for the six Common Market countries recessed lor lunch, West German Economic Minis ter Ludwig Erhard told report ers: "The negotiations are over. They have failed. We will come together again this afternoon, but no progress at all has been made. The five are itill in agreement that Britain should be brought into the Common Market but they cannot con vince France." Just before the ministers met, U.S. Ambassador John Tuthill had handed Erhard a statement expressing the U.S. government's concern at the bit ter dispute raging among France and the other five mem bers of the European Economic Community West Germany Belgium, the Netherlands, Italy and Luxembourg. Similar statements were un derstood to have been delivered by U.S. envoys in all capitals of the Common Market nations Tension Mounting Over North Borneo TOKYO (DPD Tension mount ed in Southeast Asia Tuesday over rival claims to portions of rugged Borneo, the world's third largest island. Underwriters' Seminar Set "Business Interruption Insur- ance" will be the subject of the 1963 mid-winter seminar of the Institute of Oregon Underwrit ers to be held Wednesday, Thursday and Friday at the Uni versity of Oregon. The University of Oregon School of Business Administra tion and the Oregon Assn. of Insurance Agents are co-spon soring the annual meeting. Approximately 100 members of the association from Oregon, Washington and California are planning to attend the sessions. Mark R. Greene, head of the department of Marketing and Industrial Management at the University, is faculty advisor for the institute. He said the institutes are designed to help raise the professional level of the insurance industry. The seminar faculty will be comprised of H. Hallock Bart- lett of Jcwett, Barton, Leavy & Kern, Portland; William H. Breeden, CIA, Charles W. Scx ton Co., Portland; Richard B. Masters, Insurance Underwrit ers of the Pacific, San Fran cisco; Kenneth W. Withers (re tired) General Adjustment Bu reau, San Francisco. Lecture and seminar sessions will be held In Commonwealth Hall and the Erb Memorial Stu dent Union. A banquet has been set for Friday night at the Eu gene Hotel. The dispute Involved Indo nesia, Britain, Malaya and The Philippines in varying roles. Indonesian Army Chief of Staff Maj. Gen. Achmad Jani flew to Pontianak in western Borneo for an inspection trip aimed specially at "that section bordered on the turbulent north ern segment of Borneo," ac cording to Radio Indonesia. Indonesia controls the south ern two-thirds of Borneo. Eng land dominates the northern third through two colonies Sarawak and North Borneo and the oil-rich protectorate of Brunei. Reports from Indonesia said tens of thousands of volunteers have offered to join nationalist jungle units to "liberate" Bru nei from British rule. Britain alerted 2,000 strategic reserve troops in London for possible Southeast Asia duty if the situation gets worse. Air borne British infantrymen were airlifted to Brunei over the weekend from Singapore. In Malaya, Prime Minister Tengku Abdul Rahman told a news conference the British troop movements were con nected with Indonesia's vitriolic attacks on Malaya and the pro posed Malayan Federation. The federation is scheduled for creation sometime this year, It would include Malaya,Singa pore, Sarawak, North Borneo and possibly Brunei. A rebellion broke out in Bru nei and areas of Sarawak and North Borneo last month, led by nationalists opposing British rule and inclusion in Malaysia. The Philippines, which startl ed the British government by claiming North Borneo late last year, Monday formally pre sented the claim in London. and In Britain. American sources declined to say whether the communication was written by Kennedy, but it was under stood that it clearly carried the stamp of the President's think ing. The American intervention reflected Washington's concern at the abrasive argument touched off by French President Charles de Gaulle in his pursuit of a dream of a new, French-led Europe, with American as well as British influence reduced. Diplomats favoring the Brit ish cause said the French action threatened grave repercussions on the political, economic and defense arrangements of the en tire Western Alliance. They decided to seek to place a statement on tne record in the afternoon session fixing re sponsibility for the crisis on tha shoulders of the French. Finally it waa anticipated the British would be brought into the council room and told that their hopes have been dashed. Up to the last, the West Ger mans, with the support of all but the French, urged the reference of the membership issue to the nine-man Common Market Com mission to keep Britain's appli cation alive. That executive body would have studied the record of the 16 months of negotiations with the British and returned a re port later to the ministers of the six and Britain. 1 is H -Wilis' Vli.,'f Firm Veto Ole Miss Crisis Cost 4.5 Million WASHINGTON WU-The use of federal troops and U.S. mar shals in the James H. Meredith University of Mississippi crisis has cost more than $4.5 million, government officials said Monday. Pentagon sources said mili tary costs of the operation totaled $4,066,000 through De cember and have averaged about $4,500 daily since. A Justice Department spokes man said the use of marshals and lawyers cost about $436,500 through Dec. 31 and should total about $450,000 by the end of January. (AP Wlrcphoto) French Foreign Minister Maurice Couve de Murville, his jaws clamped, his eyes staring straight ahead, leaves conference room in Brussels, Belgium, Monday night after France's unyielding veto on Great Britain's bid to join the European Common Market. Informed sources believe that France is following this line in an attempt to reduce Amer ican as well as British influence in the affairs of Europe. Three Counties Eligible for Aid WASHINGTON (UPD Agricul ture Secretary Orville Freeman has designated Jackson, Jose phine and Tillamook counties in Oregon as disaster areas eli gible to receive emergency as sistance to repair rain and flood damage, Sens. Wayne Morse and Maurine Neuberger said Tuesday. The Oregon Democrats said Freeman allocated $155,000 to the three Oregon counttes for sharing with farmers the cost of emergency restoration measures. Amnesty Promised LOME, Togo Wl The cabi net of Togo's provisional gov ernment has promised amnesty to political refugees who, under the regime - of assassinated President Sylvanus Olympio, had fled to neighboring Ghana and other nations. The cabinet said it had no intention of forc ing foreign refugees to return to their home countries. Many citizens of Ghana have taken refugee in Togo. Filibustering Petition Goes To Senators WASHINGTON (UPD Liber als Tuesday circulated a round- robin petition designed to get a majority of the Senate on rec ord for a vote in favor of tight ening its anti-filibuster rule. Frustrated by Senate rules and lack of a helping hand from the Kennedy administration, the rule-changes advocates tried the device of getting an unofficial commitment by signature. One member said it was de signed to get a "clear majority expression on the substance" of the rules dispute. He predicted at least 51 of the 100 senators would sign up. The Senate was expected to reach some kind of record vote late this week, probably Thurs day, on a motion to table a pending constitutional question. The liberals hoped for a White House boost for their cause. "It wouldn't even take a stroke of the pen downtown to get us out of this," said Sen. Clifford P. Case, R-N.J. "I still hope the President will express himself in favor of a rule change. It would be important for his program." The present rule requires a two-thirds vote to end a filibus ter. The liberals are trying to get action on a pending amend ment by Sen. Clinton P. Ander son, D-N.M., that would let three-fifths of those voting curb a filibuster. Actually, the rules can be amended by a straight majoity vote, if those advocating the change can ever get the oppo nents to stop talking so they can vote. Southerners, backed by some small-state senators fearful of outright majority rule, have blocked a vote on Anderson's motion to call up his three- fifths amendment. Fresh Snow for Italy Winter Eases Grip On Most Europe LONDON W Fresh snow fell on the mountains and east coast of Italy Tuesday, but in most other countries the sting seemed to be gone out of Europe's killer freeze. The effects of the long cold wave lingered. Snowplows churned along roads. Icebreak ers crunched through sea and river shipping lanes. Reports continued to filter out telling of villages marooned by snows and of people killed by the bitter cold. Toll Set At 423 Europe's unofficial death toll from the freeze reached 423. In Japan, blizzards slackened along the west coast after 19 days of steady snow. Weather men warned that more rough weather might be approaching from the China mainland. The death toll rose to 77 with 9 missing and 72 injured. Italy had another night ot snow in the Apennine Mountains and along the Adriatic coast. It snowed again in Sicily and Sardinia. Heavy seas kept the Adriatic and Ionian fishing fleets hugging their harbors. An air force helicopter dumped wild rice over marshes near the mouth of the Po River to save thousands of wild birds from starvation. Three people froze to death in Yugoslavia. A sick boy died as his father carried him to find medical aid. East Germany announced it was digging its way out of heavy weekend snows, but au thorities maintained a strict ra tion on gas and electric power supplies. Snows Retreat The deep snows retreated fur ther across Britain as tempera tures stayed steadily above the freezing mark. The thaw left a rash of minor floods and hun dreds of broken water mains. A spokesman for the British Insurance Assn. said claims for snow and , ice damage are ex pected to reach 15 million pounds ($42 million). Temperatures lingered around the freezing point in France and there was light snow in several areas. In Poland schools reopened after a week's shut down because of a coal short age. Icebound roads and rail ways still plagued Silesia and western Poland, however, and ice menaced shipping on the Baltic. Business Tax Hearing Set SALEM (UPD The House Tax Committee will hold a hearing Wednesday on a bill to impose a one per cent tax on net busi ness income to offset the pres ent inventory tax. The offset vould be partiaL House Speaker Clarence Barton said he favors the in come tax over the inventory tax, as do most businesses. But he said he disagreed with the manner of transition pro posed by HB 1033. Barton said the inventory tax and the personal property tax should be phased out by category. He said, for example, the manufacturer's inventory lax could be eliminated as a starter. He said this would save the administrative cost of collect ing the inventory tax on cate gories phased out in their entirety. Unionism Increases TOKYO tf A total of 8, 790,000 persons, or 36 per cent of Japan s work force, are mem mers of labor unions, the Labor Ministry reported Monday. The total is a 6 per cent increase over last year. Maps of Moon MOSCOW on Soviet as tronomers using powerful tele scopes have made a scries of large Moon photographs, the news agency Tass reported.
