The date of the meeting was set Tuesday by WPPSS direc tors. WPPSS and the five firms are seeking an agreement to guarantee the private utilities they would not have to take their sharo of power at a time when they couldn't use it. Owen Hurd, managing direc tor of WPPSS, said negotia tions were extended for an un specified time. Ho said it was hoped agreement could be reached this week. WPPSS expects to use waste steam from a reactor at the Hanford Atomic Works for pow er production at a $130 million plant. Montana Power Co., Pacific Power and Light of Portland, Portland General Electric, Puget Sound Power and Light and Washington Water Power have indicated each will take 10 per cent of the power. By NORMAN WALKER or till AiiocUted Prcit WASHINGTON President Kennedy is reported to be steer ing clear of proposing new meth ods for handling big labor strikes for fear of stirring up a hornets nest which could delay his tax cut proposals. Officials indicated Wednes day that is why the President's State of the Union message Mon day touched only lightly on wel fare and social plans. He wants to keep Congressional attention focused on his chief 1063 legis lative goal, a big tax cut. Reopening the emotion-charged labor law issue, high administra tion sources said, could provide diversion some congressmen could use to avoid coming to grips with the tax rpogram Moreover, the current rash of strikes on the East-Gulf Coast waterfront, on newspapers in New York and Cleveland and on the Philadelphia city transit system has created an atmos phere not considered conducive to labor law revision. However, Kennedy may be forced to Introduce some spe cific legislation to deal with the 26-day dock strike. Unless there is a sudden and unexpected settlement, the Pres ident is required under the Taft Hartley Law to report the situa tion to Congress with whatever special legislative plans he has to end it. No president has ever had to do this in the 15-year Taft-Hartley Law history. Early in 1060, when the record 116-day itee'.i strike was about to resume, the threat of such special strike- ending legislation was enough to force a contract settlement. The government's represen tative In the dock strike nego tiations, Assistant Secretary of Labor James J. Reynolds, said that the White House probabjy would step In if Wednesday's session proved fruitless. He ap parently meant Kennedy is ready to lower the boom in a Congressional message. Sources familiar with both the docks and New York news paper strikes consider that am bitions of the union leaders of both strikes are an important feature of the disputes. Thomas Gleason, vice presi dent and chief negotiator of the AtL-ClO International Long shoreman's Assn., fs an an nounced candidate to unseat Capt. William Bradley as the dock union's president. This, Informants report, has created a union division that has seri ously interfered with settlement efforts. In addition, union sources say the president of the strik ing AFL-CIO printers local union in New York, Bertram Powers, is eyeing his union's national presidency. Another reason the adminis tration may be holding off mak ing recommendations on strike legislation is an uncertainty aboutw hat to recommend. The administration for some time has favored use of more public boards to get Informed outside views on how to settle major labor disputes. But for some months there has appeared a growing tendency of labor disputants to ignore settlement terms proposed by such groups.
