Jan. 7, 1963 Scions Plan Arms Inquiry WASHINGTON (if) Significant congressional opposition de- veloped Monday to any program o lurnishing modern arms to India in its border dispute with Communist China. Chairman Richard B. Russell, D-Ga.. announced that the Sen ate Armed Services Committee will explore in detail, as part of a scheduled full-scale review of the nation s defense posture, any commitments for delivery of weapons to India. "I am against giving India any of our modern weapons for the principal reason that I think we would be just giving them to the Chinese Communists," Russell said in an interview. "The Indians put on a disgraceful exhibition in permitting 1 themselves to be driven out of Five Killed In Hotel Fire WALLINGFORD, Conn. Wl Five men were killed Monday when fire roared through the 163-year-old Central Hotel. Twenty-six other guests were In the three-story, wooden building. Some fled in their night clothes. Some leaped to safety, others were carried from the building. Five were injured. The dead were identified as Joseph Ivan, about 80; James Keating, 70; Paul Snyder, 65; Frank Hartman, 72, and An drew Lcnart, 58. Cause of the fire was not de termined immediately. Leo Campos, the owner of the hotel, who also lived there with his mother, estimated the dam age at about $100,000. Three of the guests were ad mitted to Meriden Hospital Thomas Cloughcrty, 20, of Mc Kcesport, Fa.; Robert Maha, 26, of Dravosburg, Fa.; and Robert Taylor, 49, of Wallingford. They seem incapable of fighting and if we supply them with weapons they will just fall into the hands of the Communists," Russell added. The United States has agreed to supply India with an unstated amount of arms. Thus far most of those dispatched have been light Infantry weapons, mortars and land mines. These are In ad dition to 12 Air Force trans ports flown to New Delhi. Russell, who has criticized Prime Minister Nehru in the past as "a demagogue and a hypocrite," said the ousting of V. K. Krishna Menon as defense minister hasn't changed his view that India is an unreliable friend, Russell said his committee's Inquiry will cover the whole spectrum of U.S. weapons. He said that while there may be valid reasons for canceling of the Skybolt air-to-ground mis sile, he is not one of those who wants to phase out manned bombers speedily and put all dependance on intercontinental missiles. Russell said that if the Sky bolt program is not revived, he believes the RS70 reconnais sance plane should be pushed to the production stage. Presi dent Kennedy killed the Sky boll program and has held down expenditures on the RS70. AT LYONS . . . SPECIAL! MV Howard Edmondson, a friend of President Kennedy, resigned Sunday as governor of Okla homa and was appointed to the U.S. Senate, succeeding the late Robert S. Kerr. George Nigh, 35, the lieuten ant governor who moved up to the governor's office and ap pointed Edmondson, said Presi dent Kennedy told him he would be personally pleased by the appointment. Nigh said he telephoned the President, who is vacationing at Palm Beach, Fla., before Ed mondson resigned and told him Edmondson would be named to the Senate. The administration can ex pect solid support from Edmond son, 37, a Democrat who backed Kennedy for the presidential nomination in 1960. Nigh, also a Democrat, will be governor for only one week. Henry Bellmon, Oklahoma's first Republican governor, lakes office next Monday. Sources close to Edmondson said that when Kennedy came to Oklahoma City Friday for Kerr's funeral he urged the gov ernor to take the Senate scat. Kerr, a Democrat who was known as the uncrowned king of the Senate, died of a heart attack in Washington New Year's Day. Kerr's son, Robert S. Kerr Jr., announced he will run for the Senate in 1964. Kerr said he thought Edmondson's ap pointment, effective only until the 1964 general election, would slow big water development projects launched by his father. Edmondson, fiery reformer and accomplished orator, was elected governor at 33, young est chief executive ever chosen by Oklahomans. The former Tulsa County at torney pushed through repeal of prohibition, making liquor legal in Oklahoma for the first time since statehood in 1907. This, plus such reforms as a merit system for state employes, made him many enemies and he became one of the state's most controversial governors, feuding with both the legislature and his party's leadership. Edmondson supported Kenne dy for the presidential nomina tion when Kerr and others swung the state delegation be hind Vice President Lyndon B. Johnson. He reportedly had been of fered a job in the administra tion. But until Kerr's death, he had planned to join a new law firm with offices in Washington and Oklahoma City. He was pro hibited by the state constitution from seeking re-election as gov ernor. With Edmondson, the Senate lineup will be 67 Democrats and 33 Republicans. Edmondson is the second gov ernor to resign and accept ap pointment to the Senate since the last general election. Edwin L. Mechem, SO, a Republican, resigned in November as gover nor of New Mexico and was named to succeed the late Sen. Dennis Chavez, a Democrat.
