Pig HA EUGENE REGISTER-GUARD, Tburi., Dec. 13. 1962 GECD Urges U.S. Government to Spur Economy Goshen Elementary Pupils Slate Christmas Operetta Duncan Fete Sold Out All scats have been sold and no more reservations can be made for a testimonial dinner to be held for Robert Duncan, congressman-elect Friday evening. The dinner will be held at the Central Lane YMCA building in Eugene. A spokesman for the dinner committee said that 250 tick ets have been sold. Duncan, Mcdford Democrat, was elected to Congress in November and will replace Republican Edwin Durno when Congress convenes in January. PARIS tin The organization for Sconomic Cooperation and Development (OECD) Thursday urged the United States to adopt bold fiscal measures with no concern for budget deficits to spur the lagging American econ omy. , The 21-nalion organization said a high and expanding level of activity in the United States is important if the 50 per cent growth target of the OECD in the 1960s is to be met. Nineteen nations in Western Europe, plus the United States and Canada, make up the organization. An OECD report on the eco nomic situation in the United States was released as part of its survey of conditions in each nation. Since none of these re ports is prepared without the help and advice of the nation concerned, the Kennedy admin istration apparently had at least tacitly endorsed the conclusions. The report said "a greater stimulus from the federal budg et would seem necessary to off set the weakness of private de mand, a stimulus that could be provided by tax reductions, by higher federal expenditure or by a combination of the two. "This may well entail some temporary resort to budget deficit financing; but the quick er the economy regains the full employment level the shorter will be the period during which deficits are incurred. It is greatly to be hoped that the fiscal changes to be proposed to Congress in 1963, when added to those recently adopted, will be adequate in scope and tim ing to permit the early absorp tion of the present slack in the economy." The OECD concluded that the present growth rate in the United States "falls well short of what can be reasonably ex pected, given the increase in population and the scope for higher productivity." The period said government action is necessary because "it seems unlikely that demand from the private sector will, by itself, prove sufficiently buoyant to put the economy back on to a more appropriate long-term growth trend. The report added: "The amount of un-utilized capacity which at present ex ists will continue to have a dampening influence on busi ness investment, offsetting the incentives provided by monetary pplicy and special tax measures to stimulate capital formation. And it is unlikely that private consumption will rise faster than other types of expendi ture.'' GOSHEN A Christmas oper etta will be presented here at 8 p.m. Friday by elementary students at Goshen School. "Sir Nutcracker" is the name of the operetta which is divided into eight acts and is directed by Marsha Herron, vocal in structor. The various acts have been entitled: "T h e Nutcracker," "Defeat of the Mighty Mouse King," "The Sugar Plum Fairy," "The Cossack Soldiers," "Arab Dancers," "Ladies on a Chinese Fan," "To a Happy Holiday" and "Waltz of the Flowers." There will be musical ac companiment to a number of the acts and a community sing will conclude the program. Numbers will be played by string group directed by Mildred Thompson and by a band directed by Robert Boehmke. The program will be held at the school gymnasium. Yemen Signs Pact CAIRO ft Yemen's revolu tionary regime has signed an economic aid agreement with East Germany, the Middle East News Agency reports from San'a, the Yemeni capital. The amount involved was not stated. East Germany will supply water pumps and tractors that are to be paid for in five years. Hiroshima Appeals For End of A-Tests HIROSHIMA, Japan WVThe people of Hiroshima, the world's first atom-bombed city, appealed Wednesday to U Thant, U.N. secretary-general, to use his good office in influencing lead ers of the four big powers to end nuclear tests. The appeal was made in a let ter with 30,000 signatures, the Atom and Nuclear Test Ban Assn. of Hiroshima reported. Murder Conviction PORTLAND ( George Jones, 37, faces life imprison ment as the results of his Wed nesday conviction on a second degree murder charge. Jones, a transient, was charged in the fatal stabbing of Robert Bow man in a cafe Aug. 1.
