EUGENE REGISTER-GUARD, Thurs., Nov. 8, 1962 Pge 1J.B States Ease Presidency Vote Rules On Race Measures South Split WASHINGTON WV Voters in several states decided Tuesday to make it easier for newcomers to cast ballots for president. In California, a hotly contest ed proposal to toughen state constitutional provisions against the Communists went down to defeat. The plan was opposed by both gubernatorial candi dates, fcdmund G. Brown and Richard M. Nixon. In the South, voters split over amendments dealing with the race problem. These were among noteworthy nation on 226 proposed consti tutional amendments and refer enda on state ballots. Requirements Eased The moves to ease voting re quirements stemmed from a growing feature of the Ameri can scene: Population move ments caused by shifting in dustry and early retirement. In Arizona, voters decided by a 58,000-vote margin to allow new residents to vote for presi dent although they may not meet state residency require ments for other elections. Coloradans favored by 2 to 1 a referendum enabling the legis lature to cut the state residence requirements now one year In voting for president. Kansas voted 5 to 1 for a constitutional amendment low ering residence requirements for presidential voting to 45 days. Idahoans approved by a wide margin a constitutional re vision cutting from six months to 60 days the state's presiden tial election residency require ment. Amendment Loses Late tallies from California ran almost 2 to 1 against a con troversial, broadly written meas ure which would bar "advocates of subversive doctrines" from holding public office. It also would require teachers and other state employes to answer legislative inquiries concerning Communist affiliation. In Little Rock, Ark., a pro posed constitutional amendment to insure that no child is de nied a public education for re fusing to attend an integrated school was trailing on results from two-thirds of the voting precincts. Integration Fought A constitutional amendment In Georgia aimed at preventing federally forced integration of schools forged ahead in early re turns. It would declare that white students s h al 1 not be forced to attend classes with Negroes and would provide education funds for those who chose to attend private schools. Louisiana voters were oppos VATICAN CITY Un Pope John XXIII appealed Wednes day for justice and charity for all the needy peoples of the world. The Roman Catholic ruler told his weekly general audience: cm ii rl ing a bond issue to help students attending private schools but were favoring a proposal to give the state Registration Board ad ditional authority in giving tests to determine voter eligibility, West Virginia rejected by a margin of more than 100.000 votes a plan to allow sale of liquor by the drink in public places. The state now allows liquor sales only in state-operated bottle stores. Ohioans rebuffed a proposal to ease the laws which prohibit work on Sunday except that which is "of necessity" or char itable.
