(UPD President Kennedy, opening hi cam paign for more Democrats in Congress, said Thursday night the voters must decide whether the nation moves ahead of returns to what he called the "do-nothing government" of the Eisenhower administration. Kennedy told a crowd of about 10,000 persons in a dirt-floored livestock arena here that the 87th Congress had not "measured up to all that I had hoped." What is needed, he iaid, is a "progressive Congress in short, Democratic Congress." The President opened his formal fall effort to boost the House and Senate Democratic majon- Damage Suit Reply Filed By President LOS ANGELES IUPI) Prcsi dent Kennedy filed a response Thursday to a $450,000 suit naming him and others as de fendants in an auto accident during the 1960 Democratic Convention. The President said he did not directly participate In leasing the car involved. Four Mississippi delegates to the convention, state Sen. Hugh Bailey, Circuit Judge Walter O'Barr Jr., Mrs. Jimmie Lee Hills and William Austin, brought suit, claiming they were injured in an accident July 12, 1960, while driving in a car leased by the Kennedy campaign organization. The President, in the response filed under order of Superior Judge Philbrick McCoy, said he did not directly participate in leasing the car but was aware it was leased under supervision of his brother, Atty. Gen. Rob ert K. Kennedy. The President said the car was rented "solely for two uses: First, in connection with the business of the convention and the operations of the Kennedy campaign organization; and sec ond, for the use and at the re quest of governors, members of tho U. S. Senate, members of tho U. S. House of Representa tives, mayors of cities and oth ers of comparable position." The response said the Presi dent was aware the car was in volved in an accident and was informed it was driven by a volunteer campaign worker, George S. Zarett. Writ Issued In Tax Case SALEM (UPD Oregon Tax Judge Peter Gunnar issued a writ of mandamus this week or dering Marion County Assessor Harold Domogalla to show cause why a street lighting levy at Woodburn should not bo ex tended into the 1962-63 tax year. Tho city of Woodburn asked for the writ, complaining that Domogalla should extend it. Woodburn voters approved tho levy last May. However, Domogalla contends the levy is illegal because it was stated tn the voters in mills rather than in dollars and cents. The Oregon Tax Commission agreed, and under a commission order Domogalla took the levy off the tax rolls Monday. Heat Dirksen Says College Bill 'Dead as a Dodo' WASHINGTON (UPD The compromise college aid hill was in a deep congressional coma Friday. Senate Republican Leader Everett M. Dirksen pro nounced it "dead as a dodo." The $2.3 billion measure, last vestige of President Kennedy's education program, was rejected by the House Thursday, 214 186. The House instructed its ne gotiators to return to a Senate House conference and secure elimination of a proposed $600 million student loan program. There was considerable doubt, however, as to whether Senate conferees would meet with the House on these conditions and some doubt about whether any further revised bill could win approval in the adjournment conscious Congress. One Senate conferee, Sen. Pat McNamara, D-Mich., said he would recommend against any further Senate-House confer ence which could end in dead lock. A network of these detectors has been installed in 99 critical target areas of the United States. There are three detec tors, located 11 miles from pre dicted prime targets, in every major military and civilian center. Not all detectors are on util ity poles, but an Air Force spokesman said that's a good place to put them because they are made and serviced by West ern Union.
