A dividend cut by Republic Steel, although generally expect ed, seemed to trigger the re treat of major steelmakers. Re public and U. S. Steel dropped more than a point apiece. The list was higher in early trading but the advance was ragged at best. The list headed lower in the afternoon as trad ing slackened. Volume for the day was esti mated at 3.9 million shares com pared with 4.58 million Monday. Gains and losses of fractions to about a point prevailed among key stocks. Republic Steel cut the divi dend to 50 cents from 75 cents and the stock, which had been steady, fell about a point. U. S. Steel took a similar loss. Bethle hem yielded a fraction. Jones & Laughlin lost more than a point. Martin-Marietta continued in demand because it has been named prime contractor of the Titan 111 project. Its gain was fractional. Sun Chemical also reduced its dividend and the stock was off a fraction. Other chemicals were generally lower. IBM cut a gain exceeding 4 to a bit more than a point as it backed away from an attack on the 400 level. Beckman Instru ments held a gain of about 2. Ford, Chrysler and General Motors were fractional losers. Studebaker and American Mo tors rose slightly. Lorillard, up more than a point, was a standout in a gen erally higher tobacco group. Summer Job Ideas Urged Prices continued irregularly higher on the American Stock Exchange in moderate trading. Corporate bonds were up slightly and U. S. governments declined. Anti-Charter View Lacking' For Pamphlet With time drawing short, no one has yet come forward to write an argument for publica tion in the Oregon Voters Pamphlet opposing the Lane County Home Rule Charter measure. The charter will be published in the pamphlet, which will be mailed to all of the county's registered voters this fall. The county has offered to pay for one-page arguments for and against the proposal. County Clerk Olga Freeman announced this opportunity ear lier but she said Monday after noon that to date no one has offered to write the negative argument. The material must be in the Oregon secretary of state's office by 5 p.m. stand ard Thursday. Mrs. Freeman appointed at torney Robert Moulton and Mrs. Harland Clark to write an ex planatory statement to be pub lished with the charter. These two selected Springfield attor ney Edward Harms to assist them. The committee that drafted the charter proposal asked and was given permission to write the pro-charter argument. Kits of material suggesting ways to help young people find summer jobs have been sent to each county by the Governor's Committee on Children and Youth. Winfield Atkinson, principal of Frances Willard elementary school in Eugene, is the recipi ent for Lane County. The kits urge the establish ment of local organizations to promote jobs for youth. They provide various materials to aid the operation of such an organi zation. Atkinson said Monday he in tends to speak with representa tives of the Eugene office of the State Employment Service about any possible project in Lane County. The material concentrates on the need for jobs for persons aged 14 to 19. A fact sheet says there are 1 approximately 197,000 Oregon citizens in this age group.
