Crisis Cools;
Country Calm
Opposing Troops
Return to Bases
BUENOS AIRES, Argentina
Wl Argentina's military crisis,
which brought the country near
civil war, appeared at least tem
porarily resolved Monday. How
ever, intense political maneu
vering continued among the
army officers.
Nearly all the loyalist and
rebel troops who deployed for
battle at the height of the four
day crisis were reported back
at their bases and the country
outwardly appeared calm.
But one officer involved in
the dispute said, "We are in a
civil war, a cold civil war, but
a civil war to the end."
Secretary Sworn In
The latest crisis was patched
up with the swearing in Satur
day of Brig. Gen. Cornejo Sar
avia, S3, at the country's new
War secretary.
The appoitmcnt was generally
considered a victory for the
rebel faction led by Gen. Fed
erico Toranzo Montcro, who
forced the resignation last week
of Juan Bautista Loza as secre
tary of war.
Several candidates were pro
posed before Gen. Saravia, who
once helped imprison former
dictator Juan D. Pcron, was ac
cepted as a compromise. He is
the fifth war minister since the
military ousted President Ar-
turo Frondizi last March and in
stalled Jose Maria Guido as
president.
Resignation Demanded
At one point some rebel lead
ers called for Guido's over
throw and the creation of a
"democratic military dictator
ship" to run the country for five
years.
The opposing troops never
clashed, and the only fatality
blamed on the crisis was a fire
man cut down by machine-gun
bullets as he drove his truck
across an army-held bridge to
a power station fire. Three oth
er firemen were injured.
The only apparent holdout
against Gen. Saravia's hack-to-the
barracks order was a small
group reported absent from a
garrison at Mcndoza.
Key Role
Argentina's military historical
ly has played a key role in the
country's politics. The leaders
are split into several factions
and their present grouping is
not considered permanent. Many
Argentines fear the tug-of-war
for power could break into the
open again at almost any time.
Economics Minister Alvaro
Alsogaray, who is trying to pull
the country out of its near bank
ruptcy, called the feuding army
chiefs' actions "a shameful
spectacle."
Alsogaray fears continued po
litical instability coupled with
the country's grave economic
woes may jeopardize his chances
of getting $500 million in eco
nomic aid he has been promised
by the United States and inter
national lending agencies.

Briton Terms Russian Space Feat 'Fantastic'
LONDON ifi Russia's latest
pioneering space feat was hailed
abroad Monday as "fantastic"
and vivid new proof of Soviet
scientific prowess.
British scientists said the
launching of two manned space
ships into close orbits may give
the Russians an important mili
tary edge as well as large lead
in the race with the United
States to land a man on the
Moon.
Sir Bernard Lovell, director
of Britain's Jodrell Bank Radio
Astronomy Observatory which
tracked the Soviet space ve
hicles, called the Soviet feat
"the most remarkable develop
ment man has ever seen. . . A
striking demonstration of the
depth" of Russian resources

British scientists generally
viewed the twin Russian space
vehicles in close orbit as giving
the Soviet Union an impressive
lead over the United States in
space research.
Some said the Russians might
land a man on the Moon years
ahead of the first American
astronaut.
They added it could lead to
an early developemnt of anti
satellite satellites that could de
stroy spying space vehicles such
as the U.S. Midas and Samos
satellites.
"It is fantastic shooting to get
a second spaceman into orbit
within a few miles of the other

Carter, secretary of the British
Interplanetary Society. "This
practice of orbital rendezvous
ing means that whereas we
thought of a man on the Moon
in about eight years, we must
now think of it much closer,

Lovell said it is generally

Communist Chinese Academy of
Sciences, congratulated the Rus
sians and said their accomplish
ment "testifies anew to the ad
vanced, outstanding achieve
ments of Soviet science and
technology."
New Zealand Prime Minister
Keith J. Holyoake said in a
statement the twin space flights
"must command the admiration
of all people."
Many European newspapers
said the new Soviet achieve
ment emphasized its lead over
the United States in space re
search.
But London's Daily Tele
graph said it was "still too
early to speculate whether the
Russians will maintain their
lead, or whether the lunar con
quest may be made by Ameri
cans." West Germany's largest news
paper, the Frankfurt Bildzei
tung, termed the accomplish
ment an attempt to steer world
opinion away from today's first

Guerrillas' Powers

Bella's ruling political bureau
Monday stripped guerrilla
troops of their police and judi
cial powers in a move to bring
them into a unified national
army.
At the end of a two-day meet
ing with commanders of the
guerrilla wilayas (military
zones), the bureau also an
nounced that the army from
now on will draw its funds ex
clusively from a national mili
tary budget.
A communique said the wilaya
commanders had shown "great
understanding" and were in
agreement with the new measures,

Mrs. Clapp and the youngster
become lost Saturday afternoon
when they were separated from
hiking group on Park Ridge.
Mrs. Clapp used a pocket
knife to cut fir branches for a
bed and shelter. That kept them
warm during the night when
temperatures fell to freezing.
They were clad in light clothes
and canvas shoes.
When Mrs. Clapp was reunit
ed with her husband, she told
him she would never go hiking
again without matches and a
compass.
Airport Expansion
Planned at Salem
SALEM IUTD The Salem City
Council and the Marion and
Polk county courts have agreed
to purchase 73 acres of land
to be used to extend the run
ways at Salem's McNary Field
airport.
The airport is administered
by a port agency controlled by
the city and two counties.
Cost of the property will be
$152,500, plus some $8,000 in
fees and costs incurred during
condemnation proceedings in

tween the army, the party and
the institutions of state, par
ticularly concerning the general
administration, police and jus
lice, and at present the es
tablishment of electoral lists."
Lists of Candidates
One of the political bureau's
main tasks is to draw up lists
of candidates for the constitu
ent assembly to be elected Sept.
2 on a one-party system.
An organizing committee was
set up for transforming the Na
tional Liberation Front (FLN)
the movement which led Al
geria to independence into a
political party. Rabah Sitat, one
of Ben Bella's staunchest fol
lowers in the bureau, was
named to head the committee,
which will also include repre
sentatives of each of the six
wilayas.
