(AV-A World Court opinion that all United Nations members are legally bound ti share peace keeping costs of the Congo and Suei sparked predictions Saturday that some acDior nations would swing into line but not the Soviet led Communist bloc. The Soviet Union, which refuses to pay on either the Congo or Mirtdic East operation, already has made clear it will ienore mo s-d uecisiun nanaeo aown at ine Hague and oppose any Huumpi Dy me u.iv. ocncrai Assembly to endorse it. Diplomats generally expressed confidence that the 104-nation assembly can muster enough votes when it convenes this fall to uphold the court's advisory opinion. The Hague decision oncned the wav for rnirial stspmhlv Hp. bate not only on whether to uphold the court's opinion, but . I whether to revoke the voting Unions Study RR Intention To Drop Jobs CLEVELAND, Ohio un Lead ers of five railroad brotherhoods postponed any counteraction Friday on the railroads' an nounced intention to streamline operations, including abolish ment of jobs. The union chiefs issued this statement: "We have undertaken a study of a 40-page ultimatum served on us by the carriers conference committees (representing the railroads). Because of the many aspects involved, a second meet ing has been scheduled for next week." The "ultimatum" referred to work rule changes recommend ed by a presidential commission and which the railroads intend to put Into effect Aug. 16. The changes include, according to the railroads, dismissal within a year of 13,000 firemen with less than 10 years seniority on diesel locomotives in freight and yard service. A railroad spokesman said over a decade the jobs of 40,000 firemen assigned as second men on locomotives in freight and yard service, would be eliminat ed, passenger service will not be affected. Roy E. Davidson, grand chief engineer of the Brotherhood of Locomotive Engineers, contends the changes would put 80,000 out of jobs. The five brotherhoods, repre senting some 200,000 members, are the Locomotive Engineers, Locomotive Firemen and En ginemcn, Railroad Trainmen, Order of Railway Conductors and Brakemcn and Switchmen's Union. Bread Company Pleads Innocent PORTLAND Ml Luxury Bread Bakery, Portland, plead ed innocent Friday to charges of baking bread in oversized pans. No date was set for trial, but the district attorney's office said it would wait until the fall court term. The state tnid one-pound loaves were baked in pans de signed for Hi-pound loaves, making consumers think they were getting mprc for their money. Bakers claim consumers arc not deceived because weights arc marked on the loaf pack ages. The stale Department of Agri culture has scheduled a hear ing on the so-called balloon bread for Aug. 23. power of any nation falling more than two years behind in its dues for the peacekeeping operations and the regular U.N budget. The U.N. charter pro vides f or such penalties, but they have never been imposed. At present only Bolivia, Gua temala, Paraguay and Yemen are two full years behind in all U.N. assessments. By paying a total of about $37,000 they could avoid sanctions. Diplomats close to the issue predicted they would do this before the assem bly meets Sept. 18 for the new session. The United States hailed the decision as one "of fundamental importance to international law and to the present and future capacity of the United Nations to maintain peace." Officials in Washington said the court action should strength en President Kennedy s hand in getting Congress to let him buy up half ol the $200-million U.N. emergency bond issue to help save the world forum from bank ruptcy. The General Assembly had asked the World Court to hand down an opinion whether the cost of the U.N. Congo force and the emergency force sta tioned between Israel and Egypt should be borne by all U.N. members as apportioned by the assembly. Inquiry Asked Into Missing Grain Charge WASHINGTON (DM) Sen. Karl E. Mundt, R-S.D., said Sat urday that Senate investigators ought to look into charges that government grain is missing from Billie Sol Estes' elevators. Mundt, a member of the Sen ate investigations subcommittee digging into the Estes case, said "the subcommittee could be ac cused rightfully of doing less than half its job" if it failed to look into the reports. Sen. John J. Williams, R-Dcl., said in a Senate speech Friday that the Agriculture Depart ment found a shortage of more than 68,000 bushels in Estes elevators although it told Con gress there was none. Ho said the shortage was reported to him by the General Account ing Office. The Agriculture Department quickly branded Williams' com plaints "erroneous" and said the shortage, a small fraction of 1 per cent of all Estes' govern ment grain storage commit ments, falls well within the tolerance allowed for shrinkage and errors of measurement. j The statement also noted that funds held in escrow and a $10 million insurance policy pro-' tcct the department. It stood on the previous statements by, Agriculture Secretary Orville L. Freeman that the govern- j ment won't lose a cent through shortage in Estes Elevators.
