Nevertheless, the overall list kept a substantial gain on the day. Trading was heavy. The list roared ahead in the first hour, approached the sig nificant 600 level in the Dow Jones industrial average, then backed away from its peak. All important groups partici pated in the broad advance. Of 1,320 issues traded. 1.022 advanced and 168 declined. New highs for the year totaled 8 and new lows 5. Gains of a point or better were liberally scattered through the list of key stocks. IBM gained 84 and Xerox 2li but Lukens Steel declined 3l4 on news of a dividend cut. The Associated Press average of 60 stocks rose 1.90 to 218.20 with industrials up 2.20, rails up 1.50, and utilities up 1.30. The net gain compared with a rise of 4.40 at noon. An estimated $2.8 billion was added to the quoted value of stocks listed on the New York Stock Exchange, based on the rise in the AP average. Volume was 7.12 million shares compared with 2.25 mil lion Monday and was the larg est since June 15 when 7.13 mil lion shares changed hands. The Defense Department an nounced Monday that Exercise Swift Strike II will be held Aug. 5-19 the first such maneuver of the new unified Army-Air Force Strike Command. Rival "Red" and "Blue" forces will jockey for control ling position covering some 5.500 square miles of land be tween Ft. Bragg, N.C., and Ft. Jackson, S.C. Air and ground units will be drawn from nearly a score of states from Maryland to Cali fornia for this maneuver, which will be run from Strike Com mand field headquarters near Camden, S.C. The maneuver area, about 100 miles long and 50 miles wide, lies south of U.S. Highway 1 North and South Carolina and is almost entirely made up of privately owned property. Ragan Resigns From Committee Howard Ragan, Florence mo tel operator, has submitted his resignation from the tri-county coastal zoning advisory com mittee. Ragan has been chairman of the committee. The committee is composed of four persons from each of three counties Lane, Douglas, and Coos ap pointed by the county boards of commissioners to help pre pare possible future zoning pat terns for the coastal area be tween Coos Bay and Florence. A replacement for Ragan is expected to be named soon by the Lane County Commission ers. In his letter of resignation Ragan said he was resigning be cause his business does not leave him sufficient time to car ry on the committee work.
