Studies New Canal WASHINGTON The United States ha sounded out Panama and Colombia about a atudy of sites in those two countries for a possible new Atlantic-Pacific ship canal, it was learned Thursday. Experts say the Panama Canal, built in 1903, will become obsolete or so jammed with traffic by 1980 that a new canal will be needed. Auguslo Guillermo Arango, ambassador of Panama, and Carlos Sanz de Santamaria. am bassador of Colombia, were called to the State Department this week to be told that the Kennedy administration plans to ask Congress for authority to make the canal studies. Once that is obtained, the two governments will be asked for formal authorization to make the urvcys. A bill asking congressional authority for studies in Panama and Colombia, and also to determine if it would be practical to increase the capacity of the present canal, has been under scrutiny of the Budget Bureau. President Roberto Chiari of Panama was In Washington last week and told newsmen he and President Kennedy talked about pos sible new canal sites, but not in detail. At one time, government engineers also considered Nicaragua and Mexico's isthmus By BEN F. MEYER of the Associated Prcif as possible canal sites, but the proposal to be sent Congress has been construed to mean that Panama and Colombia offer the most promising sites. Panama has two potential places for new canals, both between the present canal and the Colombian border. One would begin on the Atlantic side at the sheltered Gulf of San Bias, connect with a major river about midway across the isthmus, and follow it to the Pacific. The othei would start on the Atlantic side and tie into the Sabana River and end in another protected area, the Gulf of San Miguel, The Colombian site, near the Panama bor der, would utilize the Atrato and Truando rivers to cross a land area of about 90 miles, against about 50 miles for the Panama sites. The present canal is 40 miles long. All three sites, one informed source said, would lend themselves to the idea of a sea level canal, which would eliminate the need for the costly locks system used in the Pana ma waterway and speed transits through the canal. Erom 1951 to 1961 cargo moved through the Panama Canal increased from 31.3 million tons to 65.2 million, and the number of cross ings hv ocean going vessels rose from 5,593 to 10,866. Indonesians, Dutch May Resume Talks . WASHINGTON (UPP Diplo matic officials said Thursday the United Stales had proposed that Indonesia and The Nether lands resume negotiations here next Tuesday on the future of West New Guinea. They said the way appeared to have been cleared for talks on the long-standing and bitter dispute by United Nations Act ing Secretary General U Thant's message to Indonesian President Sukarno that the Red Buildup Reported On Mainland . WASHINGTON (IIPD High American officials said Thurs day a large-scale Chinese Com munist buildup on the const op posite Qucmoy and Mntsu may be in preparation for an attack against the two Nationalist-held islands. On the other hand, they said, the Red troop movement could be a defensive move sparked by recurring Chinese Nationalist threats to attempt an Invasion of the mainland, which General issimo Chiang Kai-shek Inst 13 years ago. Troops Move Officials said intelligence re ports during the past two weeks disclosed a large-scale move ment of ground troops into l-'u kien Province near Qucmoy and Matsu. The two islands arc just a few miles from the mainland but 100 miles east of Chiang's stronghold of Formosa. Some officials said they fell Chinese Communist chief Mao Tse-timg might he preparing an assault on Quemny and Matsu to distract U.S. attention from Southeast Asia. The situation was described In the liigrest quarters here as "dangerous." The White House was said to he keeping nn ex tremely close eye on develop ments. Few Details Intelligence officials gave few specific details. However, they said the buildup appeared to be considerably larger than the last big operation in 1958, when the Heds leveled a heavy artillery barrage against Que- mny and .Matsu. Current intelligence reports do not mention any great build up in the lied air force in the area as in 1958. Nor is there any mention of landing craft necessary (or a serious assault. The fachtrs led some officials to conclude that the Red opera tion was purely defensive. The United Slates has been concerned lately by the increas ingly frequent threats of the Chinese Nationalists to at tempt an invasion of the main-land. S. diplomat Ellsworth Bunker, provides for transfer of sovereignty over the territory from The Netherlands to Indo nesia over a two-year period. Dutch officials there would be replaced by U.N. administrators who, in turn, would be succeed ed by Indonesians. The Dutch announced last Sunday they accepted the plan "in principle." But Sukarno asked Thant Wednesday for specific new assurances that The Netherlands agreed to a provision calling for a self-determination plebiscite of the native Papunas only after In donesia gained, control. ' Thant replied Wednesday night that The Netherlands ac cepted the entire plan "without qualification. " Bunker, who presided as me diator at meetings here last March between Dutch and Indo nesians, again will serve in that enpacity. The secret talks again will be held at a nninlry estate a few miles from Washington. West New Guinea has been in dispute between the two coun tries since 1949, when the In donesians won their independ ence. The status of primitive West New Guinea was not set setlcd at the time, but was to have been determined by nego tiations within a year. The Netherlands and Indo nesia failed to reach agreement and the case has been before the United Nations a number of limes. West Berlin Police Told To Fire Back BERLIN OJPI) West German police Thursday were under or ders to return Communist fire from across the Berlin wall and to continue to give refugees fleeing to the West covering fire if necessary. This policy was spelled out hy West Berlin Mayor Willy Brandt who told a Social Demo cratic meeting Wednesday night: "We cannot tell our police of ficials: "It someone shoots at you stay calm or wave with a handkerchief." "One can still say that mur der is murder," he said. "Our conscience doesn't permit that j even children can be killed at the wall." Brandt said Communist shoot ing at refugees violates the Hague conventions of war and German law. The East German Communists charged Wednesday night that recent incidents along the East West Berlin city horder now have reached the stage of "ag gressive acts." An East German government declaration published by ADN, the official news agency, said so-called "provocations" on the ! part of West Berlin "are aggres- J sive acts aimed at dangerously j increasing tensions in Germany I and the world and delaying ; vital understanding on the Ger man peace settlement and solu tion of the Berlin problem." The Communists protested the shooting by West Rerlin po lice one month ago of a Com munist horder guard who was firing at a 12-year-old boy swim ming to freedom.
