ROBERT SMITH Register-Guard Correspondent WASHINGTON, (Special) The Senate voted Tuesday to give the Forest Service an ex tra $4 million as a weapon against private forest landown ers who refuse access to in termingled sections of national forests. By a vote of 49 to 40, the Senate added an amendment sponsored by Sen. Warren G. Magnuson, D-Wash., to the In terior Appropriation Bill, which contains funds for the forest service, raising from $2 to $6 million the funds for condemna tion of private access roads. The addition came under sharp attack from Son. John Williams, R-Dcl., who accused the Kennedy administration of promising tax cuts for election year purposes while sponsoring spending increases on Capitol Hill. "I know who is opposed to this amendment," boomed Mag nuson in rebuttal. "It's the peo ple who have large holdings, because these roads help the lit tle operators. It's an old, old story." Wagnuson's amendment be came the vehicle for a series of speeches by Northwest Senators who collectively delivered the harshest rebuke received by the Forest Service in many years. Alluding to tho recent field hearings in Portland, Lcwiston and Olympia held by Magnu son's Senate Commerce Com mittee, senators one by one told of the distress of the lum ber industry and the urgent need to correct adverse con ditions faced by the industry. Magnuson observed that in the 1961 fiscal year "there was a terrible fall down in national forest timber sale performance. Only 77 per cent of the timber offered for sale was sold... There may be some extenuating circumstances but I am in terested in results not excuses. I think the Forest Service can improve and my remarks to day arc intended to see that they do so. The point I want to make perfectly clear on the record is that the Forest Service has an obligation to of fer for sale the full amount of timber that the budget plans to be sold." That is one of the reasons why the prices have soared beyond the appraised value placed on lumber by the Forest Service." The interior fund bill con tains $37.5 million for forest roads and trials an amount ap proved by the budget bureau and the House. But the House deleted a $2 million budget re quest for purchase of condemna tion ot existing access roads or rights-of-way needed to pro vide access to national forests. The Senate committee rein stated the $2 million item, but adoption of Magnuson's amend ment tripled that amount to $6 million.
