Commission To Restudy Fund Issue SALEM CH Oregon's Consti tution Revision Commission will take another look at its recom mendation to remove the high way fund earmarking provision from the state Constitution. Under this provision, reve nues from motor vehicle license fees, fuel taxes and truck levies can be used only for construc tion and maintenance of high ways and parks. A member of the commission, Rep. Clarence Barton, D-Co- quille, said he would move for reconsideration. He had sup ported removal of the clause. The reconsideration will come when the commission, which has finished its policy work, takes a look at the final draft. The commission's action on the highway fund has become the most controversial of its actions. It has been protested by road user groups, the Highway Com mission, and the Legislative In terim Committee on Highways. They fear that highway reve nues might be diverted to non- highway uses. The revision commission said that the legislature can be trusted to spend the money properly. It also said that the Constitution should not deal with such matters as earmark ing. She declared that it is the crafts man's role to turn the dreams of the architect into "tangible re ality." The architect, she said, "gives the direction spells out the dream. But if there is to be a "performance of excellence," then the three partners in the building industry the architect, the materials man and the build cr-craftsman must each de mand the best possible quality in structures. June 8, 1962 Page llB S-Million Shop Center To Be Built North Springfield Site of New Center Construction of a new $1V4- million shopping center in north Springfield is scheduled to get under way within 30 days, with the first unit expected to be oc cupied by next October. Miles McKay, a partner in the development firm of McKay In vestment Co., said Monday the shopping center will be built at 14th and K streets, opposite an existing McKay's Market. That market, he said, will be moved into the new center next fall. occupying the first unit. The shopping center will be located on 14 acres, will ulti mately contain 153,000 square feet of floor space, and will pro vide parking for about 1,200 cars, McKay said. Plans call for a department store, a variety store and several retail shops to occupy the center, besides the grocery store. The center will be larger than any existing shopping center in Lane County, he said. Working drawings are being prepared by Springfield archi tects Lutes & Amundson. Ordell Construction Co. of Eugene has been named general contractor. Plans call for the first unit the market building to con tain 153,000 square feet of floor space, all at ground level. The building cost will be approxi mately $500,000. The land al ready is zoned for commercial development, McKay said. Meanwfhile, the Springfield Planning Commission Monday evening postponed action on plans for eight access routes onto the center. Commission members will meet Thursday to take final ac tion. They postponed a decision Monday evening to give City En gineer Lem Eison an opportuni ty to study the proposed access routes and make a recommenda tion. Any action taken by the planning commission must still be approved by the Springfield City Council. This body will meet next Monday evening. Preparations Started For This Fall's Fair Premium books for the 1062 Lane County Fair are expected to be available next week. Prep arations are under way to stage the fair this year Aug. 22 through 26.
