But half-way through the frisking in a small booth she paled. The policewoman had discovered half a pound of heroin in her brassiere. The incident represents small victory in Southeast Asia's long battle of wits and cunning against the illegal nar cotics trade. It's not growing, officials say. hut it is as lucrative as ever. The war is being fought throughout this area of political and economic turmoil which is also one of the world's major narcotics producing and ex porting regions. Much of Southeast Asia's nar cotics goes to the United States. U.S. illicit narcotics prices arc the highest in the world. The attempts to pierce America's dope defense are thus contin uous. Authority Is Negligible The bigger package of South east Asian production, however, remains in the area itself, cor rupting people and undermining already vulnerable economics. One country, Thailand, has ex ecuted a narcotics peddler and manufacturer "for endangering the security of the state." "Some of these countries are raising hell with the racket eers," says one narcotic expert here. "Others are just begin ning the fight. The battle starts close to the point of origin the poppy fields of a junglcd and inacces sible mountain area in the heart of the Indo-Chinese peninsula The region includes northern Burma, northern Thailand, Laos and Communist Chinas Yun nan Province. Hill tribesmen In that remote part of the world raise their opium on mountain sides. They carry their cash crop out into Thailand and Burma in well armed caravans of sometimes up to 100 men. Government authority is neg ligible in the highlands. Govern ment patrols often find them selves on the losing end of a gun battle with the smugglers. And so the opium moves south, by truck and bus, by buffalo cart and railroad to Bangkok, Rangoon, P h n o m Penh and Saigon. Plane and ship routes then lead to Singapore, the hub of sea traffic for Southeast Asia Here narcotics are moved into major transport lanes for ship ment to the rest of the world. 'Underground Figures' Singapore, the fifth biggest port in the world, is generally considered the main distribu tion point for the illegal global narcotics trade. Bangkok has become known as the primary processing cen ter where opium is converted to morphine and heroin, its-more sophisticated derivates, ., How much isi moved through the area is not knowni ' ' "You're dealing with under ground figures, ssaid one ex pert.
