The vote on the issue was unanimous, according to Don Rose, recording secretary of the organization. Operated by Oregon Liquor Control Commission Union Officials Letter Claims Aegncy Stores Are Illegal PORTLAND tf) A union of ficial has protested to Gov. Mark Hatfield that the Oregon Liquor Control Commission was operating agency stores illegal ly. D. E. Barnick, liquor commis sion administrator, denied it. Leo Butts, Oregon Public Em ployes Council No. 12 represen tative, said there was an in creasing trend to turn some of the busier state-owned stores in to privately operated agency stores and to put them on a commission basis. Butts asserted in a letter to Hatfield that, it was illegal to pay commissions instead of a salary. No Straight Salary Atty. Gen. Robert Y. Thorn ton, in an opinion Friday re quested by another union offi cial, state Rep. Edward J. Whalen, D-Portland, agreed that stipulated salaries should be paid instead of commissions. "We do pay salaries," said Barnick, adding, "It's not a straight salary. It is adjusted every three months, based on the amount of volume and time the individual puts into the agency." Barnick also said there was no trend to turn state stores into agencies. ss Butts cited the store at Broad way and Davis as an example. He said it became an agency May 1. Barnick said that was true, but added that it was the first state store turned into an agency since at least 1955. He also said it was turned into an agency because of declining sales. He said it was the only way the state could maintain the service there. Butts' letter said: "I respectfully request your personal intervention as the chief executive officer of the state of Oregon into this matter and that the Department of Jus tice be instructed to take what ever action is necessary to en force the intent of the laws con cerning the employment of agents." Butts said that the private op erators of agencies selected their stock and pushed the most popular brands to increase their income. He said incentive sales were in contradiction to the state liquor control law. Claims 'Better Sites' Butts also said that some of the better sites were selected for agencies. Barnick denied this. He said there were 36 state stores and 144 agencies, but said most of the agencies were in conjunc tion with other businesses and were in areas where a full-time store could not be operated. He said there were a few large agency stores in the Port land area, but said they were small when started and there was no way to anticipate they would grow as they had. Butts said he and the em ployes were concerned "because of the encroachment upon civil service positions and the oppor tunities for advancement that are destroyed upon the estab lishment of an agency store in this manner." Indians Released LISBON Iffl The Portuguese Overseas Ministry has ordered immediate release of Indian citizens interned since India's seizure of the Goan enclaves last December but ruled they must leave Portuguese territory within three months. Most are in Portuguese Africa. First forestry school in the U.S. was that of Cornell University. FRANCES CHAPMAN Physical Therapist Therapist Joins Staff At School A second physical therapist, Frances Chapman, has joined the staff of the Children's Hos pital School in Eugene. Miss Chapman, a native of Canada, has had formal training and experience in three fields physical therapy, education and social work. She holds a B.A. in sociology and zoology from the University of Toronto and took two gradu ate years of work at the Mayo Clinic, Rochester, Minn. In 1955, she received her certification in physical therapy, and is a mem ber of the American Registry of Physical Therapy and the Amer ican Physical Therapy Assn. She is also certified to teach elementary school, and has had experience in this field. In addi tion, she has had six years ex perience as a social worker, in cluding work with the Chil dren s Aid Society in Canada and work with tuberculosis pa tients in a children's hospital. in aaamon to ner work as a physical therapist at the Mayo Clinic, she has been employed with the Oregon State Indus trial Accident Commission and Good Samaritan Hospial in Portland. The hospital school's other therapist is Dick Ruff of Eugene. Committee Reports Firms Eying Oregon SALEM UPi Seventeen com panies have expressed an inter est in building plants in Oregon, the advisory committee of the State Department of Planning and Development reports. They include four chemical companies, three aerospace firms, two each of electronics, food processing and metal fabri cating companies, and one paper company, one trailer company, one meat packer, and one that is unclassified. The committee, headed by Gerald Frank, Salem depart ment store executive, said the department has stepped up its promotional activities through out the country. Its motion picture, "Oregon Today," has been shown to 18.000 persons. Agents of the department re ported they are involved in these projects: Discussion with a Califor nia firm which wants missile fa cilities. Development of i new pre fabricated housing manufactur ing plant. Promotion of the Tongue Point Naval Base as an indus trial site. Assisting development of coastal ports. Promotion of an Indepen dent research facility in the Al bany area. Water resource develop ment on the southern coast. Work on an industrial de velopment corporation in Rose burg. The department said it would complete its study of the mid Columbia area by next July. Its survey of metropolitan Portland now is under way, and it is negotiating now to make a sur vey of Baker, Union and Wal lowa counties. The committee disclosed a steppedup planning program for 1963-65. It will deal with economic de velopment, land use. transporta tion, parks, and public buildings and facilities. It also said it would engage in more research during the next biennium. Tne committee and depart ment will help local agencies in expansion of their industries, including giving prospects lnfor ma'on on Industrial sites.
