The Springfield council has been requested by the Lane County Planning Commission to express its view on a proposal to rezone from suburban residential to light industrial (M-2) a tract that lies between 21st and 28th streets between the Q Street Floodway and the new Q Street. ' The county planning commission is scheduled to conduct a public hearing on the zoning proposal Tuesday evening. The re quest for the zoning change is being made by Arthur Gilbert & Sons. At an informal meeting of the Springfield council last week. councilmen were told the tract may be developed as an industrial I park. Before the survey began Turnbow said the Jaycees were hoping for a response as high as 40 per cent. Experts on mail sur veys said that response usually runs between 15 and 40 per cent. The questionnaires seek to de termine community attitudes to ward facilities available to the public in Eugene. Results will be tabulated and analyzed in coming weeks, then will be pub lished and made available to tne nnblic. Currently the data on the re turned questionnaires is being transferred to IBM punch cards. University Business College of Eugene is donating tne opera tors and machines for this work. Turnbow stated. will be part of the city within a few years, county officials are seeking views of the proposed development from Springfield s city fathers. In another matter Monday evening, the city council will conduct a public hearing, start ing at 7:30 at the city hall, on a proposal to pave W. N Street from one-half block west of Mill Street to Laura Street. The council is also expected to approve an agreement pro viding for construction of the Tenth Street-High Banks Road section of the new Q Street as a throughway. If the council ap proves the agreement, it will direct the mayor and city, re corder to sign the document, City Manager Frank Smiley will report to councilmen that a petition has been received by the city for the paving of East N St. from Tenth to 11th streets Smiley will also report that the city s engineering and street departments have recommended that West L Su should be scari fied. Property owner along the street are now being notified that the city intends to scrape off the street's oil mat because of the large number of holes now present in the thorough fare. - Residents of the street (from a point hear Mill Street to the west city limits) filed remon strance petitions a few months ago to halt the city's plans for paving the arterial. Summer 'Time Poll Under Way The Springfield Chamber of Commerce is polling its mem bership on the question of "time" for the summer months in the Springfield area. Postcards are being sent to members asking them to check one of the three following time plans: Standard time for the summer of 1962. Fast time whereby work is started an hour early and clocks remain unchanged. Daylight saving time, in cluding advancing of clocks one hour in the Springfield area. New Laws On Sewers On Agenda Two ordinances setting strict er requirements for home con nections on Eugene's sewer sys tem win ne before tha Eugene City Council Monday nlaht. ' The ordinances were distrib uted to council members for their review at Thursday'! coun cil committee meeting by Pub lic Works Director Don Allen. City Manager Hugh McKinlev said the purpose of the new or dinances is to eliminate infiltra tion of storm water into the city's sewer system. One Major Change It will be a waste of money if the city spends ($12 million to get a gooa sewer system nut doesn't do anything to eliminate storm water from the house con nections," he declared. One of the ordinances would amend certain sections of the city's plumbing code and the other would amend the chapter In the city code entitled "Sew ers and Sewage Disposal." One of the major changes would be a section making it un lawful for anyone .to connect downspouts or other conduits for storm water to any sanitary sewer line. Existing roof drains or other drains carrying storm water would be required to be disconnected from sanitary sew er lines and reconnected to water course, street gutter, or storm sewer. Hydrostatic Testing Another change would pro hibit the use of impregnated fibre sewer pips in connections to city sewers. The new ordinance would re quire hydrostatic testing of all house connection lines, to be sure leaks are not excessive, be fore the connections meet city approval. Standards for storm drains and sewer connections are re vised in a number of other ways in other sections of the ordinances.
