Dispute Budget For Budget NEWPORT The Lincoln County School Dist. budget committee has unanimously ap proved the school budget as advertised for the 1962-63 school year. The election set for Thursday from 2 to p.m. The purpose of the election Is to permit the district to ex ceed the six per cent limitation in the amount of si,3W,snu. Approximately $84,000 in tax offset money will reduce the total levy by that amount. This is an addition to the basic school fund voted by the 1961 legislature. Members of the budget com mittee include 10 citizens, five of whom are elected by the neoDle at large and five ap pointed for three year terms by the district poara. nieniDerB include Joe Bird, Waldport, chairman: Terrance Gaither, Toledo, secretary; Mrs. Victor Bump. Kenneth Litchfield, Newport; Kenneth Morgan, Lee Ostendorp, Oceanlake; Mrs. Iris Blower, Eddyvillej Harlan Zeek, Waldport, and snerrui Jjoason Harlan and Edward Archibald, Toledo. Forty-three local school com mittee members, elected by the people from 13 sub-districts, are required by law to make recommendations for improve ment of their respective schools to the district board and admin istration. Lincoln' County School Dist. taxes are low even with the dis tricts paying for new buildings at the rate of $503,250 per year over a short period of time, a report issued by the district superintendent states. By 1967, all new buildings will be paid for. According to the report of the Bureau of Municipal Research of the University of Oregon, the current year's tax rate for sev eral districts in this area on 100 per cent assessed value is as follows: Lincoln County School Dist. 12 mills; Philomath, 12.8; Florence, 17.2; Reedsport, 17.5; Tillamook, 14.3; McMinnvllle, 17.1; Willamina, 21.9 and Cor vallis. 18.3. Lincoln County School Dist. Is lagging behind Oregon and con siderably behind Washington and California in teacher salar ies, the report continues. The average beginning salary for bachelor's degree In Oregon is $4,400. Next year the state aver age probably will be higher. Lincoln County pays $4,100 for starting teachers. Almost every district in Oregon pays according to salary schedule. This district must pay compar able wages with other areas or take inferior teachers, contends the report. At the present time there are 34 vacancies to be filled and about 25 more may be expected. The maximum sal aries in all classifications are also below state averages. Against Budget NEWPORT The Lincoln County Taxpayers' League plans to conduct an active campaign oPDOsing the fiscal 1962-1963 school budget The decision was made during a recent meeting of the group, following the unanimous ap proval of the budget by the budget committee. The Taxpayers League sums up its opposition this way: Oppose the construction of new classrooms anywhere until it is sure these facilities are really needed. At present, the all-county average teaching load is 21 students per teacher. There are classrooms in the county with only 15 students per room and several classrooms with no students. The high cost of adminis tration. The budget allows $12,- 250 for the superintendent plus retirement, social security and other benefits: $10,500 for the assistant superintendent and di rector of elementary education; $9,650 for the director of secon dary education plus the same benefits. Items of operation and maintenance which are unneces sary or too large. For example: paving, covered walks, shrub bery and expensive lawns, elec tric typewriters, drapes, gym mats which cost more than in- nerspring mattresses, steam irons which can be bought on the open market for just over half of the figure budgeted. A budget which requires 72 pages to present, but which can not be studied without an Index. The concluding comments state "$3,320,000 is big business. As such our school plant, bus fleet and other equipment should be handled by an effici ent and experienced manager; let the educators handle the curriculum." Takes First Place COTTAGE GROVE Jimmie McDole, 13-year-old son of Mr. and Mrs. Ralph McDole of this city, placed first in a cutting event at Redmond Sunday at the Northwest Cutting Horse Assn. show. McDole, who has been partici pating in cutting events in Ore gon this last year, competed against 13 top cutting horses from Oregon and Washington. He took part In the 500 novice class. Saturday, he placed third in the same event, Harrisburg FFA Gets Top Rating HARRISBURG The Harris burg Future Farmers of Amer ica chapter received a rating of "superior" for the second con secutive year at the FFA State Convention held last week at Coos Bay. Dale Brock, Monty Jelden, Mike Smith, Ray Morse, Bill Cook and Larry Smith were the chapter representatives and del egates from the Harrisburg chapter. , Dale Brock received the covet ed State Farmer Degree and was among the finalists in the interviews to pick the Star Farmer of Oregon. Larry Smith was a chapter entry in the state finals of the Co-op Quiz Contest. Bill Cook was elected to the office of District Treasurer for the Upper Willamette's Dist. of FFA for the coming year. Mike Smith Gets Elks Scholarship 'HARRISBURG Mike Smith, a senior at Harrisburg Union High School, has been awarded a $300 Elks Scholarship from the Elks Lodge at Corvallis to be used at the college of his choice in the coming year. Mike, the son of Mr, and Mrs. Max Smith, rates among the top five in his class. He is a mem ber of the National Honor So ciety, treasurer of the Harris burg Future Farmers of Amer ica chapter and the Upper Wil lamette District. He will enroll at OSU in en gineering this fall where he plans to use his scholarship. . ,..J....
