The weekend's snow and freezing conditions produced many possibilities for photographers searching for a "different" shot. Register-Guard photographer Mirko J. Pitner found these two scenes in downtown Eugene. On the left the Rowan Draws Snub At Memphis Airport MEMPHIS, Tenn. m Carl T. Rowan, Negro assistant secre tary of state, was refused serv ice and ordered to leave the restaurant at Memphis Munici pal Airport Saturday. Rowan said he flew to Mem phis from Little Rock with three white companions in a small private plane to make connec tions with a commercial airline. "When we got to the Memphis airport, they suggested we go in and have coffee, to keep the pi lot awake," Rowan said. "I don't drink coffee. I didn't want serv ice." Rowan said a waitress told him he could not be served and asked him to leave. Rowan said later he would file an official protest with the Justice Depart ment Monday. Acting Police Chief W. W. Wilkinson said the waitress told Rowan he would have to go to the International Room of the airport which serves Negroes. Rowan, assistant secretary of state for public affairs, had been In Little Rock Friday night to address a meeting of the Ar kansas Council of Human Rela tions. , The Interstate Commerce Commission last fall broadened existing court and ICC rulings banning segregated seating on trains and buses and prohibiting interstate carriers in some cascv from using segregated termin als. However, it does not have jurisdiction over air travel. The Justice Department has suits pending to desegregate airport facilities at New Orleans and Montgomery, Ala. Rowan said the waitress called the assistant manager and the police. Rowan's name also figured in a dispute involving one of Wash ington's most exclusive clubs earlier this month. When it be came known the Cosmos Club, an organization of men promin ent in the arts, sciences and pub lic service, had turned down Rowan's membership applica tion a number of members re signed. , The incident touched off a heated debate within the Cos mos membership and the adop tion of a resolution opposing racial discrimination. The meeting will begin at 8 p.m. in the Mohawk Elementary School, Marcola. The board will also consider school - park district planning, and hear several reports on cur rent school activities. After the regular session the Springfield board will meet with the Marcola School Board, to discuss the possibility of a re organization election to unify the two districts. Accused of Nonpayment of $240,000 Beck Wins Reversal of Tax Conviction SAN FRANCISCO Wl Dave Beck, predecessor of James R. Hoffa as Teamsters Union boss, won a reversal Saturday of his conviction of evading more than $240,000 in federal income tax es. He had been sentenced to five years in prison and fined $40, 000 then released on bond pending outcome of his appeal. The U.S. Court of Appeals re manded the case to District Court for a new trial but upheld Beck's conviction on charges of filing false tax returns for his union. For that he got five years in prison and a $20,000 fine. In Seattle, Beck hailed the reversal and said the court's affirmation on the union's tax return charges would be ap pealed to the U.S. Supreme Court. "I never took a nickel from anyone In my life," Beck asserted. At issue in the reversal was the taxability of embezzled funds as income. The appeals court decision pointed out that Beck's income included "an amazing series C embezzlement." In 1945, the appeals court had decided embezzled funds were not taxable. This was reversed by the U.S. Supreme Court May 15, 1961, in the case of Eugene C. James, a Chicago union official. The high court ruled that embezzled money is taxable. But Beck was convicted two years earlier Feb. ID, 1959 so the James ruling could not apply in his case. Saturday, in Washington, D. Hamilton Jr., a Washington at torney, as its new president at its annual hi-jinks banquet EWEB Chief Challenges BPA 'Deficit' Intertie Argument Disputed by Price By DAN SELLARD Or the RefUter-Guard The argument that the Bonne ville Power Administration needs the proposed California intertie to erase a deficit and to stall off an increase in customer rates was disputed Saturday by Byron Price, superintendent of the Eugene Water It Electric Board. Price's challenge was made at a meeting in Eugene of the Legislative Interim Committee on Natural Resources. It fol lowed testimony by Bernard Goldhammer, power manager of BPA. The EWEB superintendent took the stand and predicted that the Bonneville system will start immediately to reverse its deficit curve. He said that the loss pleaded by Bonneville will not be true in a few years and that, therefore, BPA should not use "rate increases" as an argu ment for the intertie. Price also disputed Goldham mer's earlier statement that steam from the Hanford atomic reactor would be "free steam." (A proposal to use the waste steam from the reactor for gen eration of electricity was de feated by the last session of Congress). Price said that the steam from the reactor would be a cheap source of power only as long as the Hanford plant was produc ing a weapon material. In about eight years, he said, the plant would bo obsolete and from that point on, the power source would be more expensive than other conventional sources. Saying that he is not opposed to the Intertie in principal, Price asserted that the need is not as great as pictured and that some BPA arguments art not valid.
