Sponsors said export of Oregon timber had "evil effects on Ore gon's economy." The bill, they said, was aimed at keeping timber manufacturing and processing within the state. The measure was introduced by Reps. Clarence Barton, D-Co-quille, W. O. Kelsay D-Roseburg, and Sidney Leiken, D-Roseburg. Barton said exporting logs re suits in "temporary economic ac tivity in Oregon." But, he said, "over the long haul the shipping of these logs has evil effects ' on the economy. Sponsors said they hoped the leg islation also "be a stimulus to the Congress to impose some sort of export controls on federal and other timber." ' SALEM (UPD A bill aimed at preventing commercial salmon fishing within three miles of the Oregon coast was sent to the House Fish and (?ame Committee Monday. The measure was introduced by Rep. William F. Gwinn, R Albany, at the request of the Oregon Wildlife Federation, primarily a conservation and sportsmen's group. ' Chances of passage for the bill appeared slight., SALEM (UPI) A bill to regulate trading stamps in Ore gon was sent Monday to the House State and Federal Af fairs Committee. Chairman Norman Howard, B Portland, promised the con troversial measure would get a "fair and just hearing." He said dates for airing the bills will be announced later. Mark Hatfield said Monday he hopes the Legis lature will pass his program to re organize the state government, but that "we will settle for what we can get." This program has run into con siderable opposition, especially that part which would abolish the Public Welfare Commission and the Board of Control. The governor told his press con ference that the Board of Con trol's power to run state institu tions should be transferred to himself. The Board of - Control," he said, "deals in mechanics, not in programs. I want greater empha sis on developing programs." He said that the State Land Board, of which he is chairman, conducts all of its meetings in public and that anybody can get hearing who asks for it, The governor made that state ment in response to a question as to whether he favors a proposed bill to require the Land Board to hold public hearings before it grants easements for pipelines across ocean beaches. As to a charge by Rep. Grace Peck, D-Portland, that the De partment of Finance and Admin istration has become a "monster," the governor said: 'The department has been ex panded, but only by legislative directives ordering it to do so." . It apportionment of the Legislature 'Round the State Little People Organize Chapter in Northwest PORTLAND HI The Northwest chapter of the Little People of America an organization of midgets held its first meeting at the home of Dallas Ziska in Portland Sunday. Several members of the group attended a convention of midgets in California last year, and decided to form their own group here. There were same early misgivings though, said Ziska. They are accustomed just as are others to seeing people of average size and at the convention "when we saw 130 little people, it was frightening." He estimated there are perhaps a dozen midgets in Oregon and the same number in Washington. Woman Killed ONTARIO Ml An automobile carrying two young women flipped over on a curve near Ontario early today. One of the women was killed and the other was injured. State police identified the dead woman as Juanity Foraker, 21, of Ontario. Injured was Zelda Graves, 21, Ontario, thought to have been the driver. She was hospitalized with non-serious injuries. The car, on leaving the high way, landed upside down in a dry irrigation canal. PORTLAND m Pan-Amer ican Airlines will lay off some 20 employes from its Portland office as a result of the flight engineers strike, a company spokesman said Tuesday. The spokesman said 25 people are employed in Portland by the airline. expects to return home In about a week. Injured Man Improves MEDFORD W) The condition of Alva Ernest Teeter, 60, Rose burg, who lost both legs under a Southern Pacific freight tiain here Feb. 11, was reported good Tuesday. Hospital attendants said he bad been improving. Teeter was coupling cars when he fell ana was run over. General Store Burns BOARDMAN W) The only general store in this Eastern Ore gon community was destroyed by fire Monday. . Firemen said the Boardman Supply store, owned by George Wicse, burned to the ground. Five fire trucks kept the fire from spreading. The apparent cause was a fur nace explosion, firemen said. Surgery Performed PORTLAND (UPI) Mrs. Rob ert Y. Thornton, wife of Oregon's attorney general, is recuperating here from an emergency eye op eration Friday afternoon. The surgery was performed at the University of Oregon Medical School hospital. - She had been confined to her Salem home due to an eye condi tion since Nov. 9.
