Goldberg, just back from an' in itial five-state swing, said ' he plans to carry President Ken nedy's message that "help is com ing" into. other. sections. Goldberg toured depressed areas in Illinois, Indiana, Ohib, Michigan and Pennsylvania over the weekend. He said Kennedy followed the trip with great in terest and considered it "very worthwhile." ( The labor secretary said he X-15Expected To Set Record EDWARDS AFB, Calif. (UPI) Maj. Robert White, holder of the world a unofficial speed and altitude records,, sometime this week will fly the X1S equipped with the world's mightiest manned-craft engine. White will be the first govern' ment pilot to fly the experimen tal spaceship. He is expected to break his own speed record of 2,278 miles an hour in the initial flight. His altitude mark is 136, 000 feet.. , If all goes well, White this week will pilot the X1S at about 2,900 milea an hour at an altitude of 80,000 feet over this Mojave Desert base in Southern California. The X15 White will pilot has an engine which develops 57,000 pounds thrust. Previous X15s he has flown had two small engines developing a total of 16,000 pounds thrust. It was with them that he set the new unofficial speed and altitude marks. The big-engined X15 la design ed to fly at 4,000 m.p.h. up to 100 miles a speed and altitude White and pilot Joe Walker will gradually work up towards in the final series of testing beginning this week. soon wjjl hit the road again to visit the South and West and such areas as West Virginia, Mas sachusetts and the Mcsabi iron range in Minnesota. TOWN MEETINGS' On his first' tour, Goldberg said he would talk with unem ployed workers and their families and consult in "town meeting" type sessions with labor, manage ment and local government lead ers to get their ideas on how the recession can be licked. "I am sure we will be able to alleviate the effects of unemploy ment ana put tne country back to work," the secretary said confi dently on his return to Washing ton Sunday night. He reported wide acceptance of Kennedy's plans to supply extra1 jobless benefits, grants to -needy children, a higher minimum wane. and aid to education, .housing and agea neaitn needs. - Goldberg said this acceptance was true of the public at large, business as well as labor. He explained that objections heard at meetings on his trip from some business men represented only "healthy discussion." Criticism of the Kennedy pro posals came Sunday from Sen. Allen J. Ellender, D-La., and Sen. Kenneth B. Keating, R-N.Y., in separate television-radio inter views. GRAB FOR POWER . Ellender said of the depressed areas bill "It is just another grab for power by those who can think only in terms of a bigger and bigger federal bureaucracy." Loans and grants to depressed areas, Ellender added, "would place the federal government in direct competition with communi ties in other parts of the country which also are trying to attract new industry." Speaking along the same lines, Keating said "we've got to make sure we don't go overboard and make things worse. Any bill worth Its salt must therefore explicitly prevent the taking of an industry from one distressed area and moving it to another." Pearl Receives Gift PORTLAND to William A. They presented him with a registered Hereford heifer for the small farm he operates near Oregon City. Four More Executives Start Jail Terms By LEE LINDER . Of the Associated Press . PHILADELPHIA Wl Four high-salaried electrical firm ex ecutives surrendered--Monday to start 30-day jail terms for fixing prices and rigging bids in Amer ica's biggest federal anti-trust case. Dressed in conservative busi ness suits, and accompanied only by their attorneys, they arrived from S to 20 minutes before tbey had been ordered to surrender. All appeared glum. After fingerprinting them, U.S. Marshal William O'Brien said he would handcuff them two to each set of handcuffs and then drive them in two automobiles to the Montgomery County Prison in nearby Norristown. At Norristown, they will join two Westinghouse executives who asked to start their 30-day terms last Friday three days early. Beginning their terms are Wil liam S. Ginn, 45, a General Elec tric vice president from Sche nectady, N.Y.; George E. Burens, a O.E. vice president who lives in Cleveland, Ohio, but is on special assignment for manufacturing services at Louisville, Ky.; Lewis Burger, 48, of . Fort Wayne, Ihd., G.E. division manager who formerly headed the switchgear division; and Edwin R. Jung, 58, vice president of Clark Control ler Co.. Cleveland. A seventh man sentenced to jail for his part, John Marvin Cook, 54, Fox Point, Wis., mar keting vice president of . the Cutler-Hammer, Inc., Milwaukee, Wis., was granted a week delay in his starting term because of his daughter's engagement party this week. Ginn, a husky man of about 6 Spending Estimated WASHINGTON Wl The Na tional Science Foundation- esti mated Monday that government spending to support scientific re search June 30 will total $9.1 billion. This compares to $8.6 for tho "fiscal year that ended last June 30 and $7.4 billion the prev ious year. First Family's Visit Causes Minor Stir MIDDLEBURG, Va. (UPI) This quiet community in the Vir ginia horse country . absorbed President Kennedy's first week end visit with hardly a tremor and showed little outward display of curiosity about its distinguish ed new neighbor. The President flew here by helicopter Saturday for his first look at the 400-acre Glen Ora estate which he has leased for a year, a mile-and a half south of this town of less than 800 population. The President returned to the White -House Monday. Mrs. Kennedy and their 3-year- old daughter, Caroline, arrived by helicopter 1 a day ahead of the President. The First . Lady and Caroline intended to stay until Tuesday night or- Wednesday. The President made only one public appearance during his stay to go to church but he pulled Caroline on a -sled about the grounds of the estate Sunday. Kennedy attended Mass at noon Sunday in the Middleburg Com munity Center, where weekly services are held in a town with no Catholic church. A crowd of about 40 persons, many of them children, stood across the street by a filling sta tion to watch. Kennedy arrive. Mrs. Kennedy stayed. home, suf fering from a cold. Some of the townspeople were convinced there was less interest in the first Kennedy visit than in the annual auction sale Saturday of household furnishings, antique and otherwise, or in ridding the roads of snow and reopening snowbound schools. On top of ear lier snowfalls, this area had 20 inches of -snow last Wednesday and another, four inches Sunday. Middleburg Mayor Edwin C. Reamer, a fuel oil dealer, said he was delighted that the Presi dent had picked Glen Ora for a retreat and believed the majority of the residents here felt the same way. The Middleburg area, along with Virginia, went Republican in the presidential election last fall. Asked by newsmen if he had any comment, Ginn, who bosses 17,000 employes in seven plant of the nation's largest electrical firm, replied tersely: "Nope." Burger stood quietly in the marshal's office, but Ginn paced up and down the room. Burens, a gray-haired man in a gray suit, was next to arrive. He told re porters: "It is a very unhappy situation I find myself in", . While antitrust convictions are not regarded as felonies thereby resulting In loss of civil rights, it is routine here for the U. S. marshal to handcuff federal pris oners en route to jail. The two Westinghouse Electric Corp. executives already in pris on are John H. Chiles Jr., 57, Sharon, Pa., vice president of the transformer division, and Charles I. Mauntel, 60, Drexel HU1, Pa., sales manager of the steam-turbine division. The seven men, who reportedly earn between $25,000 and $135, 000 annually, will occupy separ ate cells in the Montgomery1 County prison, which is 20 miles north of Philadelphia. It is a 112-year-old structure that can house a maximum of 275, but now has 205 inmates. WarJen Andrew White said there will be no preferential treatment for the men. They will follow the same daily routines as other prisoners. Wake-up time is 6:30 a.m. Lights go out at 9 p.m. But pris oners can listen to jail-supplied radios until midnight when si lence is mandatory. There is an afternoon exercise period and prisoners can borrow three books weekly from a small library. They can have visitors Wednes day and Saturday. Ginn. as director of the tur bine division, supervises plants at Schenectady, Elmira, N. Y.; Linn, Fitchburg and Everett, Mass., and Erie, Pa. He is also in charge of the Knolls Atomic Power Labora tory near Schenectady. The seven men ordered to jail were among 44 executives and 29 electrical firms sentenced last Monday and Tuesday by .U.S. Dist. Judge J. Cullen Ganey. Fines totalled $1,9.24,500, with a portion already paid. The judge, condemning the conspiracy as a blot on American business, gave 24, other electrical industry exec utives suspended jail terms and placed them on probation for five years.
