In spite ot many obstacles, the United Nations, has played a de cisive part in: Extinguishing the threatened Communist aggression in Iran and causing the withdrawal of Soviet trAops there. Ending the Communist war against Greece. Preventing open warfare over Kashmir between India and Pakistan. Bringing about the advent of Israel into the family of na tions and ending the war in the Holy Land. Emergence of Indonesia as an Independent nation pel the bloody, Communist ag gression in Korea. These Sre all situations vAiich could have led to wars. The Ko rean aggression in particular might have led to world war or uncontrolled Communist expan sion. . . PRESSURE GROWTH The United Nations has grown in accordance with the pressures of world politics and-of circum stances and experience, these have already caused the signifi cance of certain features of the charter to shrink and have also caused others to take on a growth which was not contemplated at San Francisco in 1945. Let me give four illustrations. This was made possible by the oro- visions- of the charter which en- abled the General Assembly and, to an important degree, the Security Council to make the United Nations into the only truly world forum. This appears to have happened to a greater degree than was contemplated by me lounacrs. U. N. INFORMATION CENTER In the third place, the United Nations is a center of informa tion where nations can learn more about each other. It is the only single place in the world where we can so easily and quickly get) so much, information about other natiolts. Conversely, the leaders of other nations can, learn a.'.he United Nations what America is realty like. In a fourth eand final respect, the United Nations has developed just ' about as the founders thought, and that is in is capa city as a "center for harmoniz ing." In this field, the United Nations has been quite indispen sable. One example of this was the meeting in a United Nations lounge between a United States and a Soviet representative which brought about the ending of the Berlin blockade and enabled us to cease the Berlin air-lift. . As President Eisenhower has said, the United Nations has not found a cure for war any more than our hospitals have found a cure for cancer, but the United Nations, in its stress on public opinion rather than legalistic for malities, is. on the right track. Only from the focusing of world opinion can a common sense of justice gradually emerge and only on a worldwide sense of justice will it be possible to build a truly enduring peace.
